    Evidence, Arrest Circumstances, and Felony Cocaine Case Processing

    Case evidence and situational arrest characteristics are widely speculated to influence courtroom actor decisions, yet such measures are infrequently included in research. Using new data on felony cocaine cases from an urban county in a Southern non-guideline state, this study examines how physical evidence and arrest circumstances affect three stages of case processing: initial charge type, charge reduction, and sentence length. The influence of evidence appeared strongest at the early stage when prosecutors chose the appropriate charge, though certain evidentiary and arrest measures continued to influence later decisions. Charge reductions were driven mostly by legal factors, and while guilt should be established prior to sentencing, we still observed some key associations between evidence and arrest circumstances and sentence length. Results suggest that the effect of evidence and arrest circumstances depends greatly upon the type of evidence and stage being studied. Study findings are discussed in the context of extant theory and suggested future research on criminal case processing

    The China shock and employment in portuguese firms

    This paper considers the effects of Chinese import competition on firm-level labor market outcomes in Portugal. We examine direct competition in the Portuguese market and indirect competition Portugal's largest export markets in Western Europe. Using rich employer-employee data matched to firm-level trade transactions, we measure the degree to which different Portuguese firms faced Chinese import competition, based on firm product mix and distribution of sales across countries. We find economically and statistically significant employment declines in firms with more exposure to Chinese competition in European export markets, but minimal effects of direct competition in Portugal. Our findings also suggest a centrally important role for Portugal's stringent labor market regulations in limiting firms' ability to adjust to competitive shocks. In our earlier sample period (1995-2000), firms have limited ability to adjust employment, hours, or wages, and the primary adjustment margin is firm exit. In the later period (2000-2007), when more flexible temporary contracts comprise a larger share of employment, we find employment reductions among more exposed firms. Those employment reductions are entirely accounted for by changes in temporary employment, with no effect on permanent employment. We expect these findings to be informative for other peripheral European countries that had specialized in labor-intensive manufacturing industries operating under inflexible labor market regimes.info:eu-repo/semantics/publishedVersio

    The Potential for Using Little Diomede Island as a Platform for Observing Environmental Conditions in Bering Strait

    The Pacific waters that enter the Arctic via the Bering Strait exert a major influence on the Arctic Ocean’s stratification, ice cover, and ecosystem. We demonstrate the potential of a shore-based laboratory to monitor the water masses that flow predominantly northward past Little Diomede Island in the center of the Bering Strait into the Arctic Ocean. We determined near-surface water column salinity, inorganic nutrient concentrations, natural fluorescence associated with chlorophyll, and the oxygen isotope composition of seawater, both in summer during the open-water period and in late winter under ice-covered conditions, by pumping ashore water from shallow depths near the island. Additional surveys were undertaken within 5 km of the island to assess the influence of local sources of nutrients. Water mass variability was much greater during the open-water period than under ice-covered conditions, presumably because the relatively immobile ice cover attenuates wind forcing and the decrease in run-off reduces cross-shelf gradients. The mean oxygen isotope composition of the summer (?18O = -1.11‰) and late winter (?18O = -0.98) collections, however, was close to that which has been established for Bering Sea waters in the Pacific-dominated upper halocline of the Arctic Ocean (-1.1‰) particularly considering the higher seasonal flow of runoff in the summer. A comparison with data from shipboard sampling at various locations across the Bering Strait indicates that the oxygen isotope composition of near-surface water sampled at Diomede varies in response to wind-forcing. If the least saline (< 30.5) water near the Alaska coast is excluded, the ?18O values of Diomede and shipboard samples cannot be distinguished statistically. This similarity suggests that the water sampled from the island also reasonably represents the ?18O value of Bering Sea waters that contribute to the upper halocline of the Arctic Ocean. Effects of benthic recycling, human activity, and seabird nesting on nutrient concentrations appeared to be concentrated within ~200 m of the island. Our results are discussed in the practical context of availability of electricity, interested local residents, and a geotechnical study indicating that it is feasible to construct and operate a more permanent undersea water intake system to improve environmental observation capabilities in the Bering Strait region.Les eaux du Pacifique qui entrent dans l’Arctique par le détroit de Béring ont une influence majeure sur la stratification, le couvert de glace et l’écosystème de l’océan Arctique. Dans ce rapport nous présentons des données qui démontrent le potentiel d’un laboratoire basé à terre dans le but de surveiller les masses d’eau qui circulent principalement vers le nord au-delà de l’île Little Diomede au centre du détroit de Béring jusqu’à l’océan Arctique. Nous avons déterminé la salinité de la colonne d’eau près de la surface, la concentration des nutriments inorganiques, la fluorescence naturelle associée avec la chlorophylle, ainsi que la composition en isotope d’oxygène de l’eau de mer. Ces données ont été recueillies pendant la période estivale en eaux ouvertes et à la fin de l’hiver sous des conditions de couvert de glace en pompant à terre l’eau provenant d’aires peu profondes près de l’île. Des études supplémentaires ont été entreprises à moins de 5 km de l’île afin d’évaluer l’influence des sources locales de nutriments. La variabilité des masses d’eaux était plus grande pendant la période sans couvert de glace que pendant les conditions de couvert de glace. Ceci était vraisemblablement dû à l’atténuation de la force exercée par le vent sous le couvert de glace relativement immobile et à une réduction des gradients à travers le plateau provenant d’une réduction du ruissellement. La composition moyenne en isotope d’oxygène des collections de l’été (?18O = -1.11‰) et de fin d’hiver (?18O = -0.98‰) étaient cependant près de celle qui a été établie pour les eaux de la mer de Béring dans l’halocline supérieure de l’océan Arctique dominée par les eaux du Pacifique (?18O = -1.1‰), particulièrement compte tenu du flux saisonnier de ruissellement plus élevé pendant l’été. Une comparaison avec des données recueillies par bateau à plusieurs locations à travers le détroit de Béring indique que la composition en isotope d’oxygène près de la surface des eaux mesurée à Diomede varie en réponse à la force du vent. Lorsque l’eau moins saline (< 30.5) près de la côte de l’Alaska est exclue, les valeurs ?18O de Diomede et des échantillons recueillis par bateau ne peuvent être distingués statistiquement. Cette similarité suggère que l’eau échantillonnée à partir de l’île représente aussi raisonnablement les valeurs ?18O des eaux de la mer de Béring qui contribuent à l’halocline supérieure de l’océan Arctique. Les conséquences du recyclage benthique, des activités anthropogéniques et de la nidification des oiseaux de mer sur les concentrations de nutriments semblent être concentrées à moins de ~200m de l’île. Nos résultats sont interprétés dans le contexte pratique de la disponibilité de l’électricité, de l’intérêt des résidents locaux et d’une étude géotechnique qui indique qu’un système permanent de prise d’eau sous-marin peut être construit et opéré afin d’améliorer les capacités d’observation environnementale dans la région du détroit de Béring

    Virtual target screening to rapidly identify potential protein targets of natural products in drug discovery

    Inherent biological viability and diversity of natural products make them a potentially rich source for new therapeutics. However, identification of bioactive compounds with desired therapeutic effects and identification of their protein targets is a laborious, expensive process. Extracts from organism samples may show desired activity in phenotypic assays but specific bioactive compounds must be isolated through further separation methods and protein targets must be identified by more specific phenotypic and in vitro experimental assays. Still, questions remain as to whether all relevant protein targets for a compound have been identified. The desire is to understand breadth of purposing for the compound to maximize its use and intellectual property, and to avoid further development of compounds with insurmountable adverse effects. Previously we developed a Virtual Target Screening system that computationally screens one or more compounds against a collection of virtual protein structures. By scoring each compound-protein interaction, we can compare against averaged scores of synthetic drug-like compounds to determine if a particular protein would be a potential target of a compound of interest. Here we provide examples of natural products screened through our system as we assess advantages and shortcomings of our current system in regards to natural product drug discovery

    Predicting the immediate impact of national lockdown on neovascular age-related macular degeneration and associated visual morbidity: an INSIGHT Health Data Research Hub for Eye Health report

    OBJECTIVE: Predicting the impact of neovascular age-related macular degeneration (nAMD) service disruption on visual outcomes following national lockdown in the UK to contain SARS-CoV-2. METHODS AND ANALYSIS: This retrospective cohort study includes deidentified data from 2229 UK patients from the INSIGHT Health Data Research digital hub. We forecasted the number of treatment-naïve nAMD patients requiring anti-vascular endothelial growth factor (anti-VEGF) initiation during UK lockdown (16 March 2020 through 31 July 2020) at Moorfields Eye Hospital (MEH) and University Hospitals Birmingham (UHB). Best-measured visual acuity (VA) changes without anti-VEGF therapy were predicted using post hoc analysis of Minimally Classic/Occult Trial of the Anti-VEGF Antibody Ranibizumab in the Treatment of Neovascular AMD trial sham-control arm data (n=238). RESULTS: At our centres, 376 patients were predicted to require anti-VEGF initiation during lockdown (MEH: 325; UHB: 51). Without treatment, mean VA was projected to decline after 12 months. The proportion of eyes in the MEH cohort predicted to maintain the key positive visual outcome of ≥70 ETDRS letters (Snellen equivalent 6/12) fell from 25.5% at baseline to 5.8% at 12 months (UHB: 9.8%-7.8%). Similarly, eyes with VA <25 ETDRS letters (6/96) were predicted to increase from 4.3% to 14.2% at MEH (UHB: 5.9%-7.8%) after 12 months without treatment. CONCLUSIONS: Here, we demonstrate how combining data from a recently founded national digital health data repository with historical industry-funded clinical trial data can enhance predictive modelling in nAMD. The demonstrated detrimental effects of prolonged treatment delay should incentivise healthcare providers to support nAMD patients accessing care in safe environments.     The UK ME/CFS Biobank was launched in August 2011 following extensive consultation with professionals and patient representatives. The bioresource aims to enhance research on myalgic encephalomyelitis/chronic fatigue syndrome (ME/CFS), related to pathophysiology, biomarkers and therapeutic approaches. The cohort includes 18-60 year olds, encompassing 284 clinically-confirmed ME/CFS cases, 60 neurologist-diagnosed multiple sclerosis (MS) cases, and 135 healthy individuals. The Biobank contains blood samples, aliquoted into serum, plasma, peripheral blood mononuclear cells (PBMC), red blood cells/granulocyte pellet, whole blood, and RNA (totalling 29,863 aliquots). Extensive dataset (700 clinical and socio-demographic variables/participant) enables comprehensive phenotyping. Potential reuse is conditional to ethical approval

    Estimated Exposure Risks from Carcinogenic Nitrosamines in Urban Airborne Particulate Matter

    Organic nitrogen (ON) compounds are present in atmospheric particulate matter (PM), but compared to their inorganic, hydrocarbon and oxygenated counterparts, they are difficult to characterize due to their complex chemical composition. Nitrosamines are a class of ON compounds known to be highly carcinogenic, and include species formed from nicotine degradation, but there are no detailed estimates of their abundance in ambient air. We use a highly sensitive analytical method, which is capable of separating over 700 ON compounds, to determine daily variability in nicotine, and 8 non specific and 4 tobacco specific nitrosamines in ambient PM from central London over two periods in winter and summer. The average total nitrosamine concentration was 5.2 ng m-3, substantially exceeding a current public recommendation of 0.3 ng m-3 on a daily basis. The lifetime cancer risk from nitrosamines in urban PM exceeded the U.S. Environmental Protection Agency guideline of 1 excess cancer cases per 1 million population exposed after 1 hour of exposure to observed concentrations per day over the duration of an adult lifetime. A clear relationship between ambient nitrosamines and total PM2.5 was observed with 1.2 ng m-3 ± 2.6 ng m-3 (total nitrosamine) per 10 µg m-3 PM2.5
