    Naval Reserve support to information Operations Warfighting

    Since the mid-1990s, the Fleet Information Warfare Center (FIWC) has led the Navy's Information Operations (IO) support to the Fleet. Within the FIWC manning structure, there are in total 36 officer and 84 enlisted Naval Reserve billets that are manned to approximately 75 percent and located in Norfolk and San Diego Naval Reserve Centers. These Naval Reserve Force personnel could provide support to FIWC far and above what they are now contributing specifically in the areas of Computer Network Operations, Psychological Operations, Military Deception and Civil Affairs. Historically personnel conducting IO were primarily reservists and civilians in uniform with regular military officers being by far the minority. The Naval Reserve Force has the personnel to provide skilled IO operators but the lack of an effective manning document and training plans is hindering their opportunity to enhance FIWC's capabilities in lull spectrum IO. This research investigates the skill requirements of personnel in IO to verify that the Naval Reserve Force has the talent base for IO support and the feasibility of their expanded use in IO.http://archive.org/details/navalreservesupp109451098

    The PdBI Arcsecond Whirlpool Survey (PAWS). I. A Cloud-Scale/Multi-Wavelength View of the Interstellar Medium in a Grand-Design Spiral Galaxy

    The PdBI (Plateau de Bure Interferometer) Arcsecond Whirlpool Survey (PAWS) has mapped the molecular gas in the central ~9kpc of M51 in its 12CO(1-0) line emission at cloud-scale resolution of ~40pc using both IRAM telescopes. We utilize this dataset to quantitatively characterize the relation of molecular gas (or CO emission) to other tracers of the interstellar medium (ISM), star formation and stellar populations of varying ages. Using 2-dimensional maps, a polar cross-correlation technique and pixel-by-pixel diagrams, we find: (a) that (as expected) the distribution of the molecular gas can be linked to different components of the gravitational potential, (b) evidence for a physical link between CO line emission and radio continuum that seems not to be caused by massive stars, but rather depend on the gas density, (c) a close spatial relation between the PAH and molecular gas emission, but no predictive power of PAH emission for the molecular gas mass,(d) that the I-H color map is an excellent predictor of the distribution (and to a lesser degree the brightness) of CO emission, and (e) that the impact of massive (UV-intense) young star-forming regions on the bulk of the molecular gas in central ~9kpc can not be significant due to a complex spatial relation between molecular gas and star-forming regions that ranges from co-spatial to spatially offset to absent.     Symptom Domain Groups of the Patient-Reported Outcomes Measurement Information System Tools Independently Predict Hospitalizations and Re-hospitalizations in Cirrhosis

    Background Patient-Reported Outcomes Measurement Information System (PROMIS) tools can identify health-related quality of life (HRQOL) domains that could differentially affect disease progression. Cirrhotics are highly prone to hospitalizations and re-hospitalizations, but the current clinical prognostic models may be insufficient, and thus studying the contribution of individual HRQOL domains could improve prognostication. Aim Analyze the impact of individual HRQOL PROMIS domains in predicting time to all non-elective hospitalizations and re-hospitalizations in cirrhosis. Methods Outpatient cirrhotics were administered PROMIS computerized tools. The first non-elective hospitalization and subsequent re-hospitalizations after enrollment were recorded. Individual PROMIS domains significantly contributing toward these outcomes were generated using principal component analysis. Factor analysis revealed three major PROMIS domain groups: daily function (fatigue, physical function, social roles/activities and sleep issues), mood (anxiety, anger, and depression), and pain (pain behavior/impact) accounted for 77% of the variability. Cox proportional hazards regression modeling was used for these groups to evaluate time to first hospitalization and re-hospitalization. Results A total of 286 patients [57 years, MELD 13, 67% men, 40% hepatic encephalopathy (HE)] were enrolled. Patients were followed at 6-month (mth) intervals for a median of 38 mths (IQR 22–47), during which 31% were hospitalized [median IQR mths 12.5 (3–27)] and 12% were re-hospitalized [10.5 mths (3–28)]. Time to first hospitalization was predicted by HE, HR 1.5 (CI 1.01–2.5, p = 0.04) and daily function PROMIS group HR 1.4 (CI 1.1–1.8, p = 0.01), independently. In contrast, the pain PROMIS group were predictive of the time to re-hospitalization HR 1.6 (CI 1.1–2.3, p = 0.03) as was HE, HR 2.1 (CI 1.1–4.3, p = 0.03).     Annotation of two large contiguous regions from the Haemonchus contortus genome using RNA-seq and comparative analysis with Caenorhabditis elegans

    The genomes of numerous parasitic nematodes are currently being sequenced, but their complexity and size, together with high levels of intra-specific sequence variation and a lack of reference genomes, makes their assembly and annotation a challenging task. Haemonchus contortus is an economically significant parasite of livestock that is widely used for basic research as well as for vaccine development and drug discovery. It is one of many medically and economically important parasites within the strongylid nematode group. This group of parasites has the closest phylogenetic relationship with the model organism Caenorhabditis elegans, making comparative analysis a potentially powerful tool for genome annotation and functional studies. To investigate this hypothesis, we sequenced two contiguous fragments from the H. contortus genome and undertook detailed annotation and comparative analysis with C. elegans. The adult H. contortus transcriptome was sequenced using an Illumina platform and RNA-seq was used to annotate a 409 kb overlapping BAC tiling path relating to the X chromosome and a 181 kb BAC insert relating to chromosome I. In total, 40 genes and 12 putative transposable elements were identified. 97.5% of the annotated genes had detectable homologues in C. elegans of which 60% had putative orthologues, significantly higher than previous analyses based on EST analysis. Gene density appears to be less in H. contortus than in C. elegans, with annotated H. contortus genes being an average of two-to-three times larger than their putative C. elegans orthologues due to a greater intron number and size. Synteny appears high but gene order is generally poorly conserved, although areas of conserved microsynteny are apparent. C. elegans operons appear to be partially conserved in H. contortus. Our findings suggest that a combination of RNA-seq and comparative analysis with C. elegans is a powerful approach for the annotation and analysis of strongylid nematode genomes

    Fresolimumab Treatment Decreases Biomarkers and Improves Clinical Symptoms in Systemic Sclerosis Patients

    BACKGROUND. TGF-β has potent profibrotic activity in vitro and has long been implicated in systemic sclerosis (SSc), as expression of TGF-β–regulated genes is increased in the skin and lungs of patients with SSc. Therefore, inhibition of TGF-β may benefit these patients. METHODS. Patients with early, diffuse cutaneous SSc were enrolled in an open-label trial of fresolimumab, a high-affinity neutralizing antibody that targets all 3 TGF-β isoforms. Seven patients received two 1 mg/kg doses of fresolimumab, and eight patients received one 5 mg/kg dose of fresolimumab. Serial mid-forearm skin biopsies, performed before and after treatment, were analyzed for expression of the TGF-β–regulated biomarker genes thrombospondin-1 (THBS1) and cartilage oligomeric protein (COMP) and stained for myofibroblasts. Clinical skin disease was assessed using the modified Rodnan skin score (MRSS). RESULTS. In patient skin, THBS1 expression rapidly declined after fresolimumab treatment in both groups (P = 0.0313 at 7 weeks and P = 0.0156 at 3 weeks), and skin expression of COMP exhibited a strong downward trend in both groups. Clinical skin disease dramatically and rapidly decreased (P \u3c 0.001 at all time points). Expression levels of other TGF-β–regulated genes, including SERPINE1 and CTGF, declined (P = 0.049 and P = 0.012, respectively), and a 2-gene, longitudinal pharmacodynamic biomarker of SSc skin disease decreased after fresolimumab treatment (P = 0.0067). Dermal myofibroblast infiltration also declined in patient skin after fresolimumab (P \u3c 0.05). Baseline levels of THBS1 were predictive of reduced THBS1 expression and improved MRSS after fresolimumab treatment. CONCLUSION. The rapid inhibition of TGF-β–regulated gene expression in response to fresolimumab strongly implicates TGF-β in the pathogenesis of fibrosis in SSc. Parallel improvement in the MRSS indicates that fresolimumab rapidly reverses markers of skin fibrosis

    The GALEX Arecibo SDSS Survey II: The Star Formation Efficiency of Massive Galaxies

    We use measurements of the HI content, stellar mass and star formation rates in ~190 massive galaxies with stellar masses greater than 10^10 Msun, obtained from the Galex Arecibo SDSS Survey (GASS) described in Paper I (Catinella et al. 2010) to explore the global scaling relations associated with the bin-averaged ratio of the star formation rate over the HI mass, which we call the HI-based star formation efficiency (SFE). Unlike the mean specific star formation rate, which decreases with stellar mass and stellar mass surface density, the star formation efficiency remains relatively constant across the sample with a value close to SFE = 10^-9.5 yr^-1 (or an equivalent gas consumption timescale of ~3 Gyr). Specifically, we find little variation in SFE with stellar mass, stellar mass surface density, NUV-r color and concentration. We interpret these results as an indication that external processes or feedback mechanisms that control the gas supply are important for regulating star formation in massive galaxies. An investigation into the detailed distribution of SFEs reveals that approximately 5% of the sample shows high efficiencies with SFE > 10^-9 yr^-1, and we suggest that this is very likely due to a deficiency of cold gas rather than an excess star formation rate. Conversely, we also find a similar fraction of galaxies that appear to be gas-rich for their given specific star-formation rate, although these galaxies show both a higher than average gas fraction and lower than average specific star formation rate. Both of these populations are plausible candidates for "transition" galaxies, showing potential for a change (either decrease or increase) in their specific star formation rate in the near future. We also find that 36+/-5% of the total HI mass density and 47+/-5% of the total SFR density is found in galaxies with stellar mass greater than 10^10 Msun. [abridged]Comment: 18 pages, 11 figures.     An evolutionary stage model of outsourcing and competence destruction : a Triad comparison of the consumer electronics industry

    Outsourcing has gained much prominence in managerial practice and academic discussions in the last two decades or so. Yet, we still do not understand the full implications of outsourcing strategy for corporate performance. Traditionally outsourcing across borders is explained as a cost-cutting exercise, but more recently the core competency argument states that outsourcing also leads to an increased focus, thereby improving effectiveness. However, no general explanation has so far been provided for how outsourcing could lead to deterioration in a firm‟s competence base. We longitudinally analyze three cases of major consumer electronics manufacturers, Emerson Radio from the U.S., Japan‟s Sony and Philips from the Netherlands to understand the dynamic process related to their sourcing strategies. We develop an evolutionary stage model that relates outsourcing to competence development inside the firm and shows that a vicious cycle may emerge. Thus it is appropriate to look not only at how outsourcing is influenced by an organization‟s current set of competences, but also how it alters that set over time. The four stages of the model are offshore sourcing, phasing out, increasing dependence on foreign suppliers, and finally industry exit or outsourcing reduction. The evolutionary stage model helps managers understand for which activities and under which conditions outsourcing across borders is not a viable option. Results suggest that each of these firms had faced a loss of manufacturing competitiveness in its home country, to which it responded by offshoring and then outsourcing production. When a loss of competences occurred, some outsourcing decisions were reversed

    High-resolution mass models of dwarf galaxies from LITTLE THINGS

    We present high-resolution rotation curves and mass models of 26 dwarf galaxies from LITTLE THINGS. LITTLE THINGS is a high-resolution Very Large Array HI survey for nearby dwarf galaxies in the local volume within 11 Mpc. The rotation curves of the sample galaxies derived in a homogeneous and consistent manner are combined with Spitzer archival 3.6 micron and ancillary optical U, B, and V images to construct mass models of the galaxies. We decompose the rotation curves in terms of the dynamical contributions by baryons and dark matter halos, and compare the latter with those of dwarf galaxies from THINGS as well as Lambda CDM SPH simulations in which the effect of baryonic feedback processes is included. Being generally consistent with THINGS and simulated dwarf galaxies, most of the LITTLE THINGS sample galaxies show a linear increase of the rotation curve in their inner regions, which gives shallower logarithmic inner slopes alpha of their dark matter density profiles. The mean value of the slopes of the 26 LITTLE THINGS dwarf galaxies is alpha =-0.32 +/- 0.24 which is in accordance with the previous results found for low surface brightness galaxies (alpha = -0.2 +/- 0.2) as well as the seven THINGS dwarf galaxies (alpha =-0.29 +/- 0.07). However, this significantly deviates from the cusp-like dark matter distribution predicted by dark-matter-only Lambda CDM simulations. Instead our results are more in line with the shallower slopes found in the Lambda CDM SPH simulations of dwarf galaxies in which the effect of baryonic feedback processes is included. In addition, we discuss the central dark matter distribution of DDO 210 whose stellar mass is relatively low in our sample to examine the scenario of inefficient supernova feedback in low mass dwarf galaxies predicted from recent Lambda SPH simulations of dwarf galaxies where central cusps still remain.Peer reviewe

    Fire Promotes Pollinator Visitation: Implications for Ameliorating Declines of Pollination Services

    Pollinators serve critical roles for the functioning of terrestrial ecosystems, and have an estimated annual value of over $150 billion for global agriculture. Mounting evidence from agricultural systems reveals that pollinators are declining in many regions of the world, and with a lack of information on whether pollinator communities in natural systems are following similar trends, identifying factors which support pollinator visitation and services are important for ameliorating the effects of the current global pollinator crisis. We investigated how fire affects resource structure and how that variation influences floral pollinator communities by comparing burn versus control treatments in a southeastern USA old-field system. We hypothesized and found a positive relationship between fire and plant density of a native forb, Verbesina alternifolia, as well as a significant difference in floral visitation of V. alternifolia between burn and control treatments. V. alternifolia density was 44% greater and floral visitation was 54% greater in burned treatments relative to control sites. When the density of V. alternifolia was experimentally reduced in the burn sites to equivalent densities observed in control sites, floral visitation in burned sites declined to rates found in control sites. Our results indicate that plant density is a proximal mechanism by which an imposed fire regime can indirectly impact floral visitation, suggesting its usefulness as a tool for management of pollination services. Although concerns surround the negative impacts of management, indirect positive effects may provide an important direction to explore for managing future ecological and conservation issues. Studies examining the interaction among resource concentration, plant apparency, and how fire affects the evolutionary consequences of altered patterns of floral visitation are overdue.
