Community Sanctions as Substitutes to Imprisonment in the Nordic Countries

Vortex-induced vibrations (VIV) and wake interference on circular cylinders have reached a lot of research attention over the years. However, most research is done for relativly low Reynold numbers (sub-critical) and does not correspond to real world chimney situations. A real chimney in the south of Sweden has experienced some large vibrations and data gathered from this chimney shows a correlation between these motions and wind directions. Results from 2D CFD simulations used to simulate VIV on a circular cylinder when laying in the wake of another larger, and fix, cylinder at critical Reynold numbers are presented in this thesis. Simulations are done for three cases; one single cylinder, for comparisons, and two simluations for cylinders in tandem arrangement, at 35 and 70 m respectively. Results show that the cylinder when in tandem arrangement experience much larger vibrations than the single cylinder. For velocities above 10 m/s the tandem arrangement can lead to resonance on the cylinder, which is not occuring in the case with a single cylinder. This thesis shows that even at distances of 70 m, wake interference can have a large effect on VIV and more advanced models and simulations would be useful for better predictions of the behaivor of chimneys

Crime and Punishment

Nordic criminal justice systems are based on shared histories and traditions, common model of society (Nordic Welfare State), as well as over 50-year co-operation in legal issues. For some periods, Finland, however, has followed its own paths, as a result of severe political crises in first part of the 20th century. This period was followed by a profound revisions of criminal law and a dramatic decrease in the use of imprisonment in 1960–1990s from over 150–60 prisoners/100,000 population. These experiences are worthwhile to study when most countries are still experiencing increasing incarceration rates. And so are the underlying principles of Nordic penal policy, which still rest on the values of Nordic Welfare State and the idea that social policy is the best criminal policy.Peer reviewe

Mielentilatutkimusten väheneminen ja väkivaltarikollisten psykiatrinen hoito

Hankkeessa selvitettiin mielentilatutkimusten vähenemisen syitä ja seurauksia, alentuneesti syyntakeisten hoidon toteutumista vankilassa sekä psykiatrisista syistä keskeytettyjen vankeusrangaistuksen määriä. Aikaisempia havaintoja vahvistaen mielentilatutkimusten määrä vaikuttaa laskeneen sen seurauksena, että alentunut syyntakeisuus -kategorian käyttö on supistunut marginaaliseksi. Tutkimusten määrään näyttävät vaikuttaneen myös oikeudenkäymiskaareen vuonna 2006 tehty muutos sekä henkirikosten määrän väheneminen. Alentuneen syyntakeisuuden kategoria puolestaan on vähentynyt lääketieteellisissä diagnoosikäytännöissä ja persoonallisuushäiriöiden arvioinneissa tapahtuneiden muutosten takia. Syyntakeisuussäännösten soveltamiskäytäntöä kiristivät myös korkeimman oikeuden ennakkoratkaisut etenkin 2000-luvulla.Alentuneesti syyntakeisiksi katsotut henkilöt vaikuttivat hyötyvän mielentilatutkimuksesta. Alentunutta syyntakeisuutta ei kuitenkaan tunnisteta erityisen kohtelun syyksi vankilassa, mutta ryhmän rangaistusajan suunnitelmissa terveydellisiä tavoitteita huomioitiin. Heillä oli myös muita vankeja enemmän terveyteen liittyviä käyntejä vankilan ulkopuolella. Alentuneesti syyntakeisten tarpeenmukainen hoito tulee turvata vankilassa sekä lisätä keinoja hoitoon sitouttamiseksi. Vankeusrangaistuksia on keskeytetty lisääntyvästi psykiatrisen tahdosta riippumattoman hoidon tarpeen vuoksi
