POtenzialità della tecnica EIS per il rilievo del degrado delle barriere termiche sottoposte a prove di ossidazione ciclica

reserved3Questo lavoro è dedicato allo studio dell’evoluzione dei rivestimenti tipici delle parti calde delle turbine a gas, costituiti da uno strato metallico e da uno ceramico di zirconia parzialmente stabilizzata con ittria, con funzione di barriera termica. Vengono dapprima mostrati i risultati di una campagna sperimentale svolta su campioni invecchiati in prove di ossidazione ciclica a due diverse temperature e sottoposti ad analisi metallografiche per individuare i meccanismi di degrado indotti dall’esposizione alle elevate temperature e dall’azione di ripetuti cicli termici. Viene poi presa in esame la possibilità di applicare una tecnica di controllo non distruttivo (la spettroscopia d’impedenza elettrochimica) per rilevare il grado crescente di danneggiamento. La variazione degli spettri d’impedenza ottenuti ha confermato la sensibilità della tecnica allo spessore dello strato ceramico, alle sue caratteristiche (porosità e microcriccatura) e alla formazione dello strato di ossido all’interfaccia metallo/ceramico. I risultati ottenuti vengono discussi alla luce delle analisi metallografiche quantitative e delle informazioni reperibili in letteratura. Si suggeriscono infine alcune linee di ulteriore sviluppo.A. Characterization of the functionally graded shear modulus of a half-space

In this article, a method is proposed for determining parameters of the exponentialy varying shear modulus of a functionally graded half-space. The method is based on the analytical solution of the problem of pure shear of an elastic functionally graded half-space by a strip punch. The half-space has the depth-wise exponential variation of its shear modulus, whose parameters are to be determined. The problem is reduced to an integral equation that is then solved by asymptotic methods. The analytical relations for contact stress under the punch, displacement of the free surface outside the contact area and other characteristics of the problem are studied with respect to the shear modulus parameters. The parameters of the functionally graded half-space shear modulus are determined (a) from the coincidence of theoretical and experimental values of contact stresses under the punch and from the coincidence of forces acting on the punch, or (b) from the coincidence of theoretical and experimental values of displacement of the free surface of the half-space outside the contact and coincidence of forces acting on the punch, or (c) from other conditions. The transcendental equations for determination of the shear modulus parameters in cases (a) and (b) are given. By adjusting the parameters of the shear modulus variation, the regions of "approximate-homogeneous" state in the functionally graded half-space are developed

Place of financial controlling in the financial management of industrial enterprises

У статті розглянуто проблеми, пов’язані із впровадженням та розвитком фінансового контролінгу як функції фінансового менеджменту промислових підприємств. Проаналізовано та конкретизовано проблеми фінансового менеджменту і контролінгу на українських промислових підприємствах в сучасних умовах. Визначено роль і місце фінансового контролінгу в системі фінансового менеджменту підприємства. На підставі аналізу проблем фінансового менеджменту та контролінгу доведено, що фінансовий контролінг є найбільш раціональним способом досягнення ефективної діяльності промислового підприємства. Обґрунтовано необхідність застосування та удосконалення окремих специфічних методів та інструментів фінансового контролінгу на промислових підприємствах.В статье рассмотрены проблемы, связанные с внедрением и развитием финансового контроллинга как функции финансового менеджмента промышленных предприятий. Проанализированы и конкретизированы проблемы финансового менеджмента и контроллинга на украинских промышленных предприятиях в современных условиях. Определены роль и место финансового контроллинга в системе финансового менеджмента предприятия. На основании анализа проблем финансового менеджмента и контроллинга доказано, что финансовый контроллинг является наиболее рациональным способом достижения эффективной деятельности промышленного предприятия. Обоснована необходимость применения и усовершенствования отдельных специфических методов и инструментов контроллинга на промышленных предприятиях.The article deals with the problems associated with the introduction and development of financial controlling as the financial management function of industrial enterprises. It analyzes and concretizes specific problems of financial management and controlling of Ukrainian industrial enterprises in the modern conditions. The role and place of financial controlling in the system of financial management of the company are identified. СУЩНОСТЬ ГОСУДАРСТВЕННОГО КОНТРОЛЯ (НАДЗОРА) И ГЕНЕЗИС ЕГО ЗАКОНОДАТЕЛЬНОГО ОПРЕДЕЛЕНИЯ

The article considers theoretical issues related to government control (supervision) within public administration system, as well as trends in the development of legislation related to the concept of government control. The article analyzes the terms “government control”, “administrative supervision” and “state control (supervision)” in the context of public administration theory and administrative law. The article describes the purpose and stages of control and supervisory activities of government bodies based on the case study in the economic relations sphere. The author substantiates legislative recognition of the concept of “state control (supervision)” in the modern Russian supervisory legislation. The methodological basis of the article uses the latest achievements in the cognitive theory. The study employed general philosophical methods, theoretical methods (dialectics, comparative method, systematic analysis, synthesis, analogy, deduction, observation, and modeling), traditional legal methods (formal logic), as well as the method of expert estimates, etc. The main conclusion drawn from the results of study is the confirmation of legislative recognition of the concept of “state control (supervision)” which combines the external government control with elements of administrative supervision, particularly when concerning administrative coercive measures. The novelty of the paper is in introducing the model based on concepts, objectives and functions of government control (supervision) in view to further develop control and supervisory legislation within the system of public administration.Предметом статьи являются теоретические проблемы государственного контроля (надзора) в системе публичного управления, тенденции развития законодательства, в котором раскрывается понятие государственного контроля. В статье с позиций теории государственного управления, административного права анализируются термины «государственный контроль», «административный надзор», «государственный контроль (надзор)». Раскрыты цель и стадии контрольно-надзорной деятельности органов государственного управления на примере экономической сферы отношений. Обосновано законодательное закрепление понятия «государственный контроль (надзор)» в современном контрольно-надзорном законодательстве Российской Федерации. Методологическую основу статьи составили современные достижения теории познания. В процессе исследования применялись общефилософские, теоретические методы (диалектика, компаративистский метод, системный анализ, синтез, аналогия, дедукция, наблюдение, моделирование), традиционно правовые методы (формально-логический), а также метод экспертных оценок и др. Основной вывод, который сделан по итогам исследования, состоит в правильности законодательного закрепления понятия «государственный контроль (надзор)», совмещающего внешний государственный контроль с элементами административного надзора в части применения таких мер административного принуждения. Новизна статьи заключается в предложенной модели развития контрольно-надзорного законодательства в системе публичного управления на основе рассмотренных понятий, целей, функций государственного контроля (надзора)
