Automatic learning of gait signatures for people identification
This work targets people identification in video based on the way they walk
(i.e. gait). While classical methods typically derive gait signatures from
sequences of binary silhouettes, in this work we explore the use of
convolutional neural networks (CNN) for learning high-level descriptors from
low-level motion features (i.e. optical flow components). We carry out a
thorough experimental evaluation of the proposed CNN architecture on the
challenging TUM-GAID dataset. The experimental results indicate that using
spatio-temporal cuboids of optical flow as input data for CNN allows to obtain
state-of-the-art results on the gait task with an image resolution eight times
lower than the previously reported results (i.e. 80x60 pixels).Comment: Proof of concept paper. Technical report on the use of ConvNets (CNN)

El Control Judicial de las Normas de Calidad Ambiental (Comentario a la sentencia del Segundo Tribunal Ambiental de 16 de diciembre de 2014, Rol 22- 2014)
The author analyzes the judgment of the Second Environmental Court on complaint against Decree N° 20 of 2013, Ministry of Environment, which “provides health-based national air quality standard for PM 10, in particular the values that define emergency and repeal Decree N° 59 of 1998, Ministry General Secretariat of the Presidency. In his critique, finds a weak conception of the principle of legality, which affects the interpretation offered by the court of the scope of judicial review exercised by the environmental courts. He also argues that much of the interpretive problems in this case, relating to access to justice and the duty to give reasons for administrative decision, can be resolved in the light of a system of administrative law, which belongs environmental law.El autor analiza la sentencia del Segundo Tribunal Ambiental sobre la reclamación en contra del Decreto Supremo N° 20, de 2013, del Ministerio del Medio Ambiente, que “establece norma de calidad primaria para material particulado respirable MP10, en especial de los valores que definen situaciones de emergencia y deroga Decreto Nº 59, de 1998, del Ministerio Secretaría General de la Presidencia”. En su crítica, constata una concepción débil del principio de legalidad, que afecta la interpretación que ofrece el tribunal del alcance del control judicial que ejercen los tribunales ambientales. Asimismo, sostiene que gran parte de los problemas interpretativos de este caso, referidos al acceso a
la justicia y estándar de fundamentación del acto administrativo, se resuelven a la luz de un sistema de derecho administrativo, al cual pertenece el derecho ambiental

A Supplemental computer-assisted intervention to prevent early reading difficulties in spanish learners: a randomised controlled trial
Difficulties implementing effective instruction for at-risk students arise from two challenges: evidence-based knowledge transfer and lack of economic resources. Computer-assisted programs can offer a suitable solution, providing quality instruction with low cost resources.
Thirty first grade students with learning difficulties were identified and paired on at least four pretest reading measures (reading efficiency of monosyllabic and disyllabic items, words, pseudowords, and texts). Each pair was assigned to two different intervention programs: a computer-assisted instructional program (CAP) focused on developing phonological route versus to the Spanish public school assistance services (AS). Computer-assisted instruction consisted of four individual 12-15 minute sessions per week focused on syllable decoding plus a collective comprehension session per week of 1 hour. CAP was delivered by university students. The assistance services typically consisted of one hour per week, individually or in small groups, delivered by trained teachers. Both programs were applied during eleven weeks.

Habitat computing: Towards the creation of tech-enabled mexican neighborhoods
The use of personal computers and Internet at home is becoming more and more common in some developing countries such as Mexico, where affordable prices and credit plans have contributed to this trend. Undoubtedly, the presence of information technology in the households has effects in the life of families and their communities; however how beneficial these effects are depends on the way technology is contextualized to support domestic and community practices. Achieving a proper contextualization is the goal of what we call habitat computing. This paper presents the case of Real del Sol, a housing community in Mexico where an implementation of habitat computing is being developed. Houses are built with Internet access and personal computers as part of their basic infrastructure. We analyze here the role, usage and development of the Real del Sol community intranet, which is a key element on supporting the vision of the project. © Springer-Verlag Berlin Heidelberg 2007
