    In two recent New York cases churches sought permits to use residential property for church purposes, including worship, social gatherings, construction of an adjacent parking lot, and, in one case, establishment of a school and playground. In each case the zoning board denied the permit on grounds that a church would change the residential character of the neighborhood, decrease the enjoyment of neighboring property, depreciate property values, and that the contemplated use of the property for other than worship was prohibited by the ordinance. The lower court upheld the decisions of both zoning boards. On appeal to the New York Court of Appeals, held, reversed. The zoning board decisions are arbitrary and unreasonable in that they bear no substantial relation to the public health, safety, morals or general welfare of the community. Community Synagogue v.     Magnetic Excitations and Phase Separation in the Underdoped La2-xSrxCuO4 Superconductor Measured by Resonant Inelastic X-Ray Scattering

    We probe the collective magnetic modes of La2CuO4 and underdoped La2xSrxCuO4 (LSCO) by momentum resolved resonant inelastic x-ray scattering (RIXS) at the Cu L3 edge. For the undoped antiferromagnetic sample, we show that the single magnon dispersion measured with RIXS coincides with the one determined by inelastic neutron scattering, thus demonstrating that x rays are an alternative to neutrons in this field. In the spin dynamics of LSCO, we find a branch dispersing up to 400 meV coexisting with one at lower energy. The high-energy branch has never been seen before. It indicates that underdoped LSCO is in a dynamic inhomogeneous spin state
