    Some space shuttle tile/strain-isolator-pad sinusoidal vibration tests

    Vibration tests were performed on the tile/strain-isolator-pad system used as thermal protection for the space shuttle orbiter. Experimental data on normal and in-plane vibration response and damping properties are presented. Three test specimens exhibited shear type motion during failures that occurred in the tile near the tile/strain-isolator-pad bond-line. A dynamic instability is described which has large in-plane motion at a frequency one-half that of the nominal driving frequency. Analysis shows that this phenomenon is a parametric response

    Depuis leurs premières conceptualisations, les politiques publiques d'accueil systématique d'événements sportifs (PASES) ont beaucoup évolué du fait de la transformation concomitante du sport et des événements, ainsi que l'émergence du concept de marketing territorial. Au cours des dernières décennies, ces politiques publiques se sont popularisées pour ne plus être simplement l'oeuvre de collectivités locales, mais également régionales, voire nationales. Cet article s'intéresse aux principales évolutions des PASES à la lumière de la ville de Lausanne et du canton de Vaud. Bien que la situation lausannoise soit particulière à bien des égards, dû notamment à la présence en Suisse et sur le territoire vaudois du siège de nombreuses fédérations sportives internationales (une soixantaine basée dans le pays, dont notamment le CIO, la FIFA, l'UEFA, etc.), des exemples sont également mobilisés pour d'autres territoires (Monaco, Doha, Londres, Danemark, Russie) afin de montrer que les évolutions lausannoises ne sont pas uniques. L'article entend ainsi donner un panorama des évolutions managériales actuelles qui transforment les PASES en SASES (stratégies d'accueil systématique d'événements sportifs), le cas lausannois servant de fil rouge pour présenter six grandes transitions observables. Abstract Since their first conceptualizations, systematic sports events hosting policies (SSEHP) evolved due to the simultaneous transformation of sport and sports events, as well as the emergence of territorial marketing. In the last decades, the popularity of SSEHP among territorial managers grew dramatically to move from purely local polices to regional and even national policies. This article focuses on the main evolutions of these SSEHP through the case of one city, Lausanne, and its canton, Vaud. Although, Lausanne's situation is particular in many ways, due to the presence throughout the country of many international sports federations (over sixty among which, the IOC, FIFA, UEFA, etc.), examples from other destinations (Monaco, Doha, London, Denmark, Russia) are also used to show that the evolutions observed in Lausanne are not unique. This article aims to give an overview of the major managerial evolutions which transform SSEHP into SSEHS (systematic sports events hosting strategies).     This multi-year study is aimed at focusing on the recognition of sediment and other affluents in a selected area of the Ross Barnett Reservoir. The principle objectives are the determination of land use types, effect of land use on erosion, and the correlation of sediment with land use in the area. The I2S multi-band imagery was employed in conjunction with ground truth data for both water and land use studies.     Development of a Smooth Trajectory Maneuver Method to Accommodate the Ares I Flight Control Constraints

    Six degree-of-freedom (DOF) launch vehicle trajectories are designed to follow an optimized 3-DOF reference trajectory. A vehicle has a finite amount of control power that it can allocate to performing maneuvers. Therefore, the 3-DOF trajectory must be designed to refrain from using 100% of the allowable control capability to perform maneuvers, saving control power for handling off-nominal conditions, wind gusts and other perturbations. During the Ares I trajectory analysis, two maneuvers were found to be hard for the control system to implement; a roll maneuver prior to the gravity turn and an angle of attack maneuver immediately after the J-2X engine start-up. It was decided to develop an approach for creating smooth maneuvers in the optimized reference trajectories that accounts for the thrust available from the engines. A feature of this method is that no additional angular velocity in the direction of the maneuver has been added to the vehicle after the maneuver completion. This paper discusses the equations behind these new maneuvers and their implementation into the Ares I trajectory design cycle. Also discussed is a possible extension to adjusting closed-loop guidance

    Chance-constrained generic energy storage operations under decision-dependent uncertainty

    Compared with large-scale physical batteries, aggregated and coordinated generic energy storage (GES) resources provide low-cost, but uncertain, flexibility for power grid operations. While GES can be characterized by different types of uncertainty, the literature mostly focuses on decision-independent uncertainties (DIUs), such as exogenous stochastic disturbances caused by weather conditions. Instead, this manuscript focuses on newly-introduced decision-dependent uncertainties (DDUs) and considers an optimal GES dispatch that accounts for uncertain available state-of-charge (SoC) bounds that are affected by incentive signals and discomfort levels. To incorporate DDUs, we present a novel chance-constrained optimization (CCO) approach for the day-ahead economic dispatch of GES units. Two tractable methods are presented to solve the proposed CCO problem with DDUs: (i) a robust reformulation for general but incomplete distributions of DDUs, and (ii) an iterative algorithm for specific and known distributions of DDUs. Furthermore, reliability indices are introduced to verify the applicability of the proposed approach with respect to the reliability of the response of GES units. Simulation-based analysis shows that the proposed methods yield conservative, but credible, GES dispatch strategies and reduced penalty cost by incorporating DDUs in the constraints and leveraging data-driven parameter identification. This results in improved availability and performance of coordinated GES units

    NanoSail-D: The First Flight Demonstration of Solar Sails for Nanosatellites

    The NanoSail-D mission is currently scheduled for launch onboard a Falcon Launch Vehicle in the late June 2008 timeframe. The NanoSail-D, a CubeSat-class satellite, will consist of a sail subsystem stowed in a Cubesat 2U volume integrated with a CubeSat 1U volume bus provided by the NASA Ames Research Center (ARC). Shortly after deployment of the NanoSail-D from a Poly Picosatellite Orbital Deployer (P-POD) ejection system, the solar sail will deploy and mission operations will commence. This demonstration flight has two primary mission objectives: 1) to successfully stow and deploy the sail and 2) to demonstrate de-orbit functionality. Given a nearterm opportunity for launch, the project was met with the challenge of delivering the flight hardware in approximately six months, which required a significant constraint on flight system functionality. As a consequence, passive attitude stabilization will be achieved using permanent magnets to de-tumble and orient the body with the magnetic field lines and then rely on atmospheric drag to passively stabilize the sailcraft in an essentially maximum drag attitude. This paper will present an introduction to solar sail propulsion systems, overview the NanoSail-D spacecraft, describe the performance analysis for the passive attitude stabilization, and present a prediction of flight data results from the mission

    Ensemble model output statistics for wind vectors

    A bivariate ensemble model output statistics (EMOS) technique for the postprocessing of ensemble forecasts of two-dimensional wind vectors is proposed, where the postprocessed probabilistic forecast takes the form of a bivariate normal probability density function. The postprocessed means and variances of the wind vector components are linearly bias-corrected versions of the ensemble means and ensemble variances, respectively, and the conditional correlation between the wind components is represented by a trigonometric function of the ensemble mean wind direction. In a case study on 48-hour forecasts of wind vectors over the North American Pacific Northwest with the University of Washington Mesoscale Ensemble, the bivariate EMOS density forecasts were calibrated and sharp, and showed considerable improvement over the raw ensemble and reference forecasts, including ensemble copula coupling
