This report highlights the study's findings including: the human resource management function must be elevated to a position of primacy in state government, the state must reengineer the Department of Personnel into an effective human resource management agency with a broader mission than overseeing transactions and compliance with statutes and regulations, and the state must support its human resource function with adequate staff resources

    El complejo de dunas eólicas de la Playa de Frouxeira (Meirás-Valdoviño, La Coruña)

    [Resumen] Dentro del complejo dunar, situado en la parte posterior de la playa de Frouxeira, se han distinguido varios tipos de dunas : montículos aislados, remontantes, parabólicas y blow-outs y cartografiados en cuatro subzonas: dunas activas, subrecientes, remontantes y fósiles. Se establecen las características texturales de las arenas dunares y de playa, tanto granulométricas como a partir de los índices de correlación lineal entre los diferentes parámetros, además del contenido carbonatado. Finalmente, se determina la evolución sedimentaria y su relación con el resto de la cornisa cantábrica, mediante los datos prehistóricos asociados al medio de depósito[Abstract] Several coastal sand dunes are classified ( isolated mounds, climbing, parabolic and blow-outs ) and they are distributed in four areas: active, subrecent, climbing and fossil ones. Textural patterns as well granulometric parameters as lineal correlation index among them are stablished.     Are spine-sheath polarization structures in the jets of active galactic nuclei associated with helical magnetic fields?

    One possible origin for polarization structures across jets of active galactic nuclei (AGNs) with a central 'spine' of orthogonal magnetic field and a 'sheath' of longitudinal magnetic field along one or both edges of the jet is the presence of a helical jet magnetic field. Simultaneous Very Long Baseline Array (VLBA) polarization observations of AGN displaying partial or full spine-sheath polarization structures were obtained at 4.6, 5.0, 7.9, 8.9, 12.9 and 15.4 GHz, in order to search for additional evidence for helical jet magnetic fields, such as transverse Faraday rotation gradients (due to the systematic change in the line-of-sight magnetic-field component across the jet). Results for eight sources displaying monotonic transverse Faraday rotation gradients with significances >= 3 sigma are presented here. Reversals in the directions of the transverse RM gradients with distance from the core or with time are detected in three of these AGNs. These can be interpreted as evidence for a nested helical magnetic field structure, with different directions for the azimuthal field component in the inner and outer regions of helical field. The results presented here support the idea that many spine-sheath polarization structures reflect the presence of helical magnetic fields being carried by these jets

    Infection with a Virulent Strain of Wolbachia Disrupts Genome Wide-Patterns of Cytosine Methylation in the Mosquito Aedes aegypti

    BACKGROUND Cytosine methylation is one of several reversible epigenetic modifications of DNA that allow a greater flexibility in the relationship between genotype and phenotype. Methylation in the simplest models dampens gene expression by modifying regions of DNA critical for transcription factor binding. The capacity to methylate DNA is variable in the insects due to diverse histories of gene loss and duplication of DNA methylases. Mosquitoes like Drosophila melanogaster possess only a single methylase, DNMT2. DESCRIPTION Here we characterise the methylome of the mosquito Aedes aegypti and examine its relationship to transcription and test the effects of infection with a virulent strain of the endosymbiont Wolbachia on the stability of methylation patterns. CONCLUSION We see that methylation in the A. aegypti genome is associated with reduced transcription and is most common in the promoters of genes relating to regulation of transcription and metabolism. Similar gene classes are also methylated in aphids and honeybees, suggesting either conservation or convergence of methylation patterns. In addition to this evidence of evolutionary stability, we also show that infection with the virulent wMelPop Wolbachia strain induces additional methylation and demethylation events in the genome. While most of these changes seem random with respect to gene function and have no detected effect on transcription, there does appear to be enrichment of genes associated with membrane function. Given that Wolbachia lives within a membrane-bound vacuole of host origin and retains a large number of genes for transporting host amino acids, inorganic ions and ATP despite a severely reduced genome, these changes might represent an evolved strategy for manipulating the host environments for its own gain. Testing for a direct link between these methylation changes and expression, however, will require study across a broader range of developmental stages and tissues with methods that detect splice variants.This research was supported by The National Health and Medical Research Council of Australia.     Investigation of Damper Valve Dynamics Using Parametric Numerical Methods

    The objectives of this study are to identify the dynamics of a Tenneco Automotive hydraulic damper valve and to predict valve performance. Accurate simulations of damper valve performance can be used to improve valve designs without the expense of physical testing. The Tenneco damper valve consists of thin shims and a spring preloaded disc that restricts fluid from exiting the main flow orifices. The deflection of the shims and spring are dependent on the flow-rate through the valve. The pressure distribution acting on the deformable valve components is investigated numerically using a dynamic modelling technique. This technique involves sequential geometry and simulation updating, while varying both the geometry and flow-rate. The valve deflection is calculated by post-processing the pressure distribution. Valve performance can be predicted by coupling the valve deflection with CFD pressure results

    On discretization in time in simulations of particulate flows

    We propose a time discretization scheme for a class of ordinary differential equations arising in simulations of fluid/particle flows. The scheme is intended to work robustly in the lubrication regime when the distance between two particles immersed in the fluid or between a particle and the wall tends to zero. The idea consists in introducing a small threshold for the particle-wall distance below which the real trajectory of the particle is replaced by an approximated one where the distance is kept equal to the threshold value. The error of this approximation is estimated both theoretically and by numerical experiments. Our time marching scheme can be easily incorporated into a full simulation method where the velocity of the fluid is obtained by a numerical solution to Stokes or Navier-Stokes equations. We also provide a derivation of the asymptotic expansion for the lubrication force (used in our numerical experiments) acting on a disk immersed in a Newtonian fluid and approaching the wall. The method of this derivation is new and can be easily adapted to other cases

    Relativistic inflow in the Seyfert 1 Mrk 335 revealed through X-ray absorption

    The analysis of hard X-ray features in XMM-Newton data of the bright Sy 1 galaxy Mrk 335 is reported here. The presence of a broad, ionised iron K alpha emission line in the spectrum, first found by Gondoin et al.(2002), is confirmed. The broad line can be modeled successfully by relativistic accretion disc reflection models. Regardless of the underlying continuum we report, for the first time in this source, the detection of a narrow absorption feature at the rest frame energy of ~5.9 keV. If the feature is identified with a resonance absorption line of iron in a highly ionised medium, the redshift of the line corresponds to an inflow velocity of ~0.11-0.15 c. Preliminary results from a longer (100ks) exposure are also presented
