    Mapping hierarchies of mobility in the Baikal Amur Mainline region : a quantitative account of needs and expectations relating to railroad usage

    The construction of railroad infrastructure in East Siberia and the Russian Far East was a key aspect of Soviet industrialization during the 1970s and 1980s. Although built primarily for freight transportation, the Baikal-Amur Mainline (BAM) and the Amur-Yakutsk Mainline (AYaM) have also been used for passenger transport and have thus contributed to increased mobility and heightened local expectations about future mobility. This article presents the results of an extensive survey carried out in the BAM/AYaM region, which maps experiences of individual mobility, including usage-related needs, practices, and expectations. The findings show low levels of satisfaction differing across the region’s social and spatial diversity. The paper argues that hierarchies of mobility prevail at two related levels in the BAM/AYaM region: 1) the state’s regional development policies favor industrial development, focusing on freight transportation while neglecting local passengers’ needs for improved individual mobility; and 2) intersectional structural conditions along lines of diversity, such as gender, age, ethnicity, and place of residence, result in mobility disadvantage and lower mobility satisfaction.     Combining Community Observations and Remote Sensing to Examine the Effects of Roads on Wildfires in the East Siberian Boreal Forest

    The paper is aimed at assessing the associations between the road networks geography and dynamics of wildfire events in the East Siberian boreal forest. We examined the relationship between the function of roads, their use, and management and the wildfire ignition, propagation, and termination during the catastrophic fire season of 2016 in the Irkutsk Region of Russia. Document analysis and interviews were utilized to identify main forest users and road infrastructure functional types and examine wildfire management practices. We combined community observations and satellite remotely sensed data to assess relationships between the location, extent, and timing of wildfires and different types of roads as fire sources, barriers, and suppression access points. Our study confirms a strong spatial relationship between the wildfire ignition points and roads differentiated by their types with the highest probability of fire ignition near forestry roads and the lowest near subsistence roads. Roads also play an important role in wildfire suppression, working as both physical barriers and access points for firefighters. Our research illustrates the importance of local and Indigenous observations along the roads for monitoring and understanding wildfires, including “zombie fires”. It also has practical implications for fire management collectively developed by authorities and local communities

    Fires on Ice: Emerging Permafrost Peatlands Fire Regimes in Russia’s Subarctic Taiga

    Wildfires in permafrost areas, including smoldering fires (e.g., “zombie fires”), have increasingly become a concern in the Arctic and subarctic. Their detection is difficult and requires ground truthing. Local and Indigenous knowledge are becoming useful sources of information that could guide future research and wildfire management. This paper focuses on permafrost peatland fires in the Siberian subarctic taiga linked to local communities and their infrastructure. It presents the results of field studies in Evenki and old-settler communities of Tokma and Khanda in the Irkutsk region of Russia in conjunction with concurrent remote sensing data analysis. The study areas located in the discontinuous permafrost zone allow examination of the dynamics of wildfires in permafrost peatlands and adjacent forested areas. Interviews revealed an unusual prevalence and witness-observed characteristics of smoldering peatland fires over permafrost, such as longer than expected fire risk periods, impacts on community infrastructure, changes in migration of wild animals, and an increasing number of smoldering wildfires including overwintering “zombie fires” in the last five years. The analysis of concurrent satellite remote sensing data confirmed observations from communities, but demonstrated a limited capacity of satellite imagery to accurately capture changing wildfire activity in permafrost peatlands, which may have significant implications for global climate

    The edition addresses indigenous peoples in Russia. Firstly, Arbahan Magomedov analyzes a new political phenomenon in modern Russia: the growing assertiveness of indigenous peoples in the context of the accelerated industrial development of the Arctic. At the center of the study is the political rise of the “Voice of the Tundra” protest community and its leader Eiko Serotetto. Secondly, Vera Kuklina discusses the impact of reindustrialization on remote regions and local communities in these regions. She cites the cumulative impact of the Baikal-Amur Mainline, Strength of Siberia gas pipeline, and multiple forestry companies on the Evenki community in the Kazachinsko-Lenskii raion of Irkutsk Oblast.Das Thema dieser Ausgabe sind die indigenen Völker Russlands. Zuerst analysiert Arbahan Magomedov ein neues politisches Phänomen im modernen Russland: den wachsenden Einfluss der indigenen Völker im Kontext der beschleunigten industriellen Entwicklung der Arktis.     Concerning relationship between production technology of ceramic vessels and their functional purposes: characteristic of the pastes (According to investigations at the Bolgar settlement 2011-2012)

    Results of research in the mode of preparing molding compositions as one of technological stages in Bulgar pottery production are presented in the article. The subject of study was the common Bulgar ceramics from the Bulgar settlement site of the Golden Horde period (2011-2012 excavations). Four basic functional groups of ceramics were selected: kitchen, transportation, tableware, technical items. The study was conducted with the aim of identifying the dependence of pottery technology on the pottery functional purpose. While analyzing the materials, a complex methodology has been applied: a synthesis of traditional archaeological and natural science methods (A.A. Bobrinsky’s technical and technological method, petrography, X-ray phase analysis). The studies have shown that different functional forms of pottery had generated a variety of approaches to their manufacture. In most cases, special recipes were absent, but a certain differentiation could be traced in the choice of raw materials for the manufacture of vessels for different functional purposes. A further detailed study of the stages associated with raw materials selection and extraction, as well as that of the vessel hollow body design, and the methods of vessel strengthening (drying and firing) are in prospect

    Taiga Landscape Degradation Evidenced by Indigenous Observations and Remote Sensing

    Siberian taiga is subject to intensive logging and natural resource exploitation, which promote the proliferation of informal roads: trails and unsurfaced service roads neither recognized nor maintained by the government. While transportation development can improve connectivity between communities and urban centers, new roads also interfere with Indigenous subsistence activities. This study quantifies Land-Cover and Land-Use Change (LCLUC) in Irkutsk Oblast, northwest of Lake Baikal. Observations from LCLUC are used in spatial autocorrelation analysis with roads to identify and examine major drivers of transformations of social–ecological–technological systems. Spatial analysis results are informed by interviews with local residents and Indigenous Evenki, local development history, and modern industrial and political actors. A comparison of relative changes observed within and outside Evenki-administered lands (obshchina) was also conducted. The results illustrate: (1) the most persistent LCLUC is related to change from coniferous to peatland (over 4% of decadal change); however, during the last decade, extractive and infrastructure development have become the major driver of change leading to conversion of 10% of coniferous forest into barren land; (2) anthropogenic-driven LCLUC in the area outside obshchina lands was three times higher than within during the980s and 1990s and more than 1.5 times higher during the following decades

    Between Soviet Legacy and Corporate Social Responsibility: Emerging Benefit Sharing Frameworks in the Irkutsk Oil Region, Russia

    Benefit sharing arrangements are a central element of the interactions between oil companies and local communities in resource regions of the Arctic and sub-Arctic. This paper focused on developing a systematic understanding and typology of benefit sharing arrangements within the oil sector in the Russian Arctic and sub-Arctic, using the Irkutsk Oil Region as a case study. It provided a critical analysis of prevalent arrangements and practices (modes and mechanisms of benefit sharing), as well as examined institutional and social underpinnings of these benefit sharing frameworks. Qualitative methodology with semi-structured interviews were used. The paper demonstrated that sub-Arctic communities are not equally benefiting from oil and gas extraction. Despite a considerable variety of existing arrangements revealed by this study, no benefit sharing mode or mechanism prevalent today ensures sustainable development of local communities. This may stem from the incompatibility between post-Soviet legacies, corporate social responsibility principles, and local institutional frameworks. Although focused on a particular region, this research was indicative of general benefit sharing patterns in modern Russia and beyond
