    The local dust foregrounds in the microwave sky: I. Thermal emission spectra

    Analyses of the cosmic microwave background (CMB) radiation maps made by the Wilkinson Microwave Anisotropy Probe (WMAP) have revealed anomalies not predicted by the standard inflationary cosmology. In particular, the power of the quadrupole moment of the CMB fluctuations is remarkably low, and the quadrupole and octopole moments are aligned mutually and with the geometry of the Solar system. It has been suggested in the literature that microwave sky pollution by an unidentified dust cloud in the vicinity of the Solar system may be the cause for these anomalies. In this paper, we simulate the thermal emission by clouds of spherical homogeneous particles of several materials. Spectral constraints from the WMAP multi-wavelength data and earlier infrared observations on the hypothetical dust cloud are used to determine the dust cloud's physical characteristics. In order for its emissivity to demonstrate a flat, CMB-like wavelength dependence over the WMAP wavelengths (3 through 14 mm), and to be invisible in the infrared light, its particles must be macroscopic. Silicate spheres from several millimetres in size and carbonaceous particles an order of magnitude smaller will suffice. According to our estimates of the abundance of such particles in the Zodiacal cloud and trans-neptunian belt, yielding the optical depths of the order of 1E-7 for each cloud, the Solar-system dust can well contribute 10 microKelvin (within an order of magnitude) in the microwaves. This is not only intriguingly close to the magnitude of the anomalies (about 30 microKelvin), but also alarmingly above the presently believed magnitude of systematic biases of the WMAP results (below 5 microKelvin) and, to an even greater degree, of the future missions with higher sensitivities, e.g. PLANCK.Comment: 33 pages, 9 figures, 1 table.     Assessment and diagnosis of Developmental Language Disorder: The experiences of speech and language therapists

Recent research suggests the disorder is not restricted to the language domain and against this background, the challenge for the practitioner is to provide accurate assessment and effective therapy. The language practitioner aims to support the child and their carers to achieve the best outcomes. However, little is known about the experiences of the language practitioner in the assessment process, in contrast to other childhood disorders, yet their expertise is central in the assessment and diagnosis of children with language disorder. Aims: This study aimed to provide a detailed qualitative description of the experiences of speech and language therapists involved in the assessment and diagnosis of children with Developmental Language Disorder. Methods & Procedures: The qualitative study included three focus groups to provide a credible and rich description of the experiences of speech and language therapists involved in the assessment of Developmental Language Disorder. The speech and language therapists who participated in the study were recruited from three NHS Trusts across the UK and all were directly involved in the assessment and diagnosis procedures. The lengths of practitioner experience ranged from 2 years to 38 years. The data was analysed using a thematic analysis in accordance with the principles set out by Braun & Clarke (2006). Outcomes & Results: The data showed a number of key themes concerning the experiences of speech and language therapists in assessing children with Developmental Language Disorder (DLD). These themes ranged from the participants’ experiences of the barriers to early referral, challenges for assessment and the concerns over continued future support. Conclusions & Implications: This study provides first-hand evidence from speech and language therapists in the assessment of children with Developmental Language Disorder, drawing together experiences from language practitioners from different regions. The findings provide insight to the barriers to referral, the potential variations in the assessment process, the role of practitioner expertise and the challenges faced them. The importance of early intervention, useful assessment tools and future support were expressed. Taken together, the results relate to some issues to be addressed on a practical level and a continuing need for initiatives to raise awareness of DLD in the public domain.Peer reviewe

    The Role of the IMF in Future Sovereign Debt Restructurings: Report of the Annenberg House Expert Group

    A meeting of international finance and insolvency experts was held on November 2, 2013 at the Annenberg House in Santa Monica, California. The meeting was co-hosted by the USC Law School and the Annenberg Retreat at Sunnylands. The goal was to solicit the views of experts on the implications of the IMF’s April 26, 2013 paper captioned “Sovereign Debt Restructuring -- Recent Developments and Implications for the Fund’s Legal and Policy Framework”. The April 26 paper may signal a shift in IMF policies in the area of sovereign debt workouts. Although the Expert Group discussed a number of the ideas contained in the April 26 paper, attention focused on paragraph 32 of that paper. That paragraph states in relevant part: “There may be a case for exploring additional ways to limit the risk that Fund resources will simply be used to bail out private creditors. For example, a presumption could be established that some form of a creditor bail-in measure would be implemented as a condition for Fund lending in cases where, although no clear-cut determination has been made that the debt is unsustainable, the member has lost market access and prospects for regaining market access are uncertain.” This Report summarizes the consensus views of the Expert Group on the practical implications of the suggestions contained in paragraph 32 of the April 26 paper

    Effect of Particle Non-Sphericity on Satellite Monitoring of Drifting Volcanic Ash Clouds

    Volcanic eruptions loft gases and ash particles into the atmosphere and produce effects that are both short term (aircraft hazards, interference with satellite measurements) and long term (atmospheric chemistry, climate). Large (greater than 0.5mm) ash particles fall out in minutes [Rose et al, 1995], but fine ash particles can remain in the atmosphere for many days. This fine volcanic ash is a hazard to modem jet aircraft because the operating temperatures of jet engines are above the solidus temperature of volcanic ash, and because ash causes abrasion of windows and airframe, and disruption of avionics. At large distances(10(exp 2)-10(exp 4) km or more) from their source, drifting ash clouds are increasingly difficult to distinguish from meteorological clouds, both visually and on radar [Rose et al., 1995]. Satellites above the atmosphere are unique platforms for viewing volcanic clouds on a global basis and measuring their constituents and total mass. Until recently, only polar AVHRR and geostationary GOES instruments could be used to determine characteristics of drifting volcanic ash clouds using the 10-12 micron window [Prata 1989; Wen and Rose 1994; Rose and Schneider 1996]. The NASA Total Ozone Mapping Spectrometer (TOMS) instruments aboard the Nimbus-7, Meteor3, ADEOS, and Earth Probe satellites have produced a unique data set of global SO2 volcanic emissions since 1978 (Krueger et al., 1995). Besides SO2, a new technique has been developed which uses the measured spectral contrast of the backscattered radiances in the 330-380nm spectral region (where gaseous absorption is negligible) in conjunction with radiative transfer models to retrieve properties of volcanic ash (Krotkov et al., 1997) and other types of absorbing aerosols (Torres et al., 1998)

    Reforms and Collective Action in a Clientelist System: Greece during the Mitsotakis Administration (1990–93)

    Economic reforms face a collective action problem: they trigger the reaction of groups that expect significant losses, while the government must forge a support coalition among those who anticipate gains. This problem may exhibit a distinct pattern in a clientelist system, when the affected groups are client groups attached to political party networks. The case of the Mitsotakis government in Greece (1990–93) illustrates that collective reaction to reforms that hurt client groups affects primarily the internal structure of the clientelist parties, their alliance with client groups and, thereby, their relative capacity for political mobilisation. This pattern makes certain types of economic reform, such as privatisation and structural reforms, particularly risky for governments in a clientelist system

    Growth in densely populated Asia: implications for primary product exporters

    Economic growth and integration in Asia is rapidly increasing the global economic importance of the region. To the extent that this growth continues and is strongest in natural resource-poor Asian economies, it will add to global demand for imports of primary products, to the benefit of (especially nearby) resource-abundant countries. How will global production, consumption and trade patterns change by 2030 in the course of such economic developments and structural changes? We address this question using the GTAP model and Version 8.1 of the 2007 GTAP database, together with supplementary data from a range of sources, to support projections of the global economy from 2007 to 2030 under various scenarios. Factor endowments and real gross domestic product are assumed to grow at exogenous rates, and trade-related policies are kept unchanged to generate a core baseline, which is compared with an alternative slower growth scenario. We also consider the impact of several policy changes aimed at increasing China's agricultural self-sufficiency relative to the 2030 baseline. Policy implications for countries of the Asia-Pacific region are drawn out in the final section

    Extra-Thymic Physiological T Lineage Progenitor Activity Is Exclusively Confined to Cells Expressing either CD127, CD90, or High Levels of CD117

    T cell development depends on continuous recruitment of progenitors from bone marrow (BM) to the thymus via peripheral blood. However, both phenotype and functional characteristics of physiological T cell precursors remain ill-defined. Here, we characterized a putative CD135+CD27+ T cell progenitor population, which lacked expression of CD127, CD90, and high levels of CD117 and was therefore termed triple negative precursor (TNP). TNPs were present in both BM and blood and displayed robust T lineage potential, but virtually no myeloid or B lineage potential, in vitro. However, TNPs did not efficiently generate T lineage progeny after intravenous or intrathymic transfer, suggesting that a physiological thymic microenvironment does not optimally support T cell differentiation from TNPs. Thus, we propose that physiological T cell precursors are confined to populations expressing either CD127, CD90, or high levels of CD117 in addition to CD135 and CD27 and that TNPs may have other physiological functions

    Comparison of TOMS and AVHRR volcanic ash retrievals from the August 1992 eruption of Mt. Spurr

    On August 19, 1992, the Advanced Very High Resolution Radiometer (AVHRR) onboard NOAA-12 and NASA\u27s Total Ozone Mapping Spectrometer (TOMS) onboard the Nimbus-7 satellite simultaneously detected and mapped the ash cloud from the eruption of Mt. Spurr, Alaska. The spatial extent and geometry of the cloud derived from the two datasets are in good agreement and both AVHRR split window IR (11–12µm brightness temperature difference) and the TOMS UV Aerosol Index (0.34–0.38µm ultraviolet backscattering and absorption) methods give the same range of total cloud ash mass. Redundant methods for determination of ash masses in drifting volcanic clouds offer many advantages for potential application to the mitigation of aircraft hazards

    Squeezing the limit: Quantum benchmarks for the teleportation and storage of squeezed states

    We derive fidelity benchmarks for the quantum storage and teleportation of squeezed states of continuous variable systems, for input ensembles where the degree of squeezing ss is fixed, no information about its orientation in phase space is given, and the distribution of phase space displacements is a Gaussian. In the limit where the latter becomes flat, we prove analytically that the maximal classical achievable fidelity (which is 1/2 without squeezing, for s=1s=1) is given by s/(1+s)\sqrt{s}/(1+s), vanishing when the degree of squeezing diverges. For mixed states, as well as for general distributions of displacements, we reduce the determination of the benchmarks to the solution of a finite-dimensional semidefinite program, which yields accurate, certifiable bounds thanks to a rigorous analysis of the truncation error.     Conidiobolus pachyzygosporus invasive pulmonary infection in a patient with acute myeloid leukemia: case report and review of the literature.

    Conidiobolus spp. (mainly C. coronatus) are the causal agents of rhino-facial conidiobolomycosis, a limited soft tissue infection, which is essentially observed in immunocompetent individuals from tropical areas. Rare cases of invasive conidiobolomycosis due to C. coronatus or other species (C.incongruus, C.lamprauges) have been reported in immunocompromised patients. We report here the first case of invasive pulmonary fungal infection due to Conidiobolus pachyzygosporus in a Swiss patient with onco-haematologic malignancy. A 71 year-old female was admitted in a Swiss hospital for induction chemotherapy of acute myeloid leukemia. A chest CT performed during the neutropenic phase identified three well-circumscribed lung lesions consistent with invasive fungal infection, along with a positive 1,3-beta-d-glucan assay in serum. A transbronchial biopsy of the lung lesions revealed large occasionally septate hyphae. A Conidiobolus spp. was detected by direct 18S rDNA in the tissue biopsy and subsequently identified at species level as C. pachyzygosporus by 28S rDNA sequencing. The infection was cured after isavuconazole therapy, recovery of the immune system and surgical resection of lung lesions. This is the first description of C. pachyzygosporus as human pathogen and second case report of invasive conidiobolomycosis from a European country
