La legislación rusa sobre el autogobierno local

This article offers a study of the norms of the Constitution of the Russian Federation and the federal legislation of Russia on the local self-government. The article focuses on the legal nature of the norms of the Constitution of Russia, the main decisions of the Constitutional Court of the Russian Federation on this issue, and the works of leading Russian scientists. The tendency of the development of Russian legislation on the local self-government in recent years is determined; including the constitutional reform in Russia of 2020 regarding the local self-government is analyzed. In the conclusion it states that a detailed constitutional regulation does not guarantee the rapid and effective development of the principle of decentralization of power at the local level. The ordinary legislation, judicial practice of the Constitutional Court and the political situation are very important in this process.En este artículo se ofrece un estudio de las normas de la Constitución de la Federación de Rusia y de la legislación federal de Rusia sobre el autogobierno local. El artículo se centra en la naturaleza jurídica de las normas de la Constitución de Rusia, las principales decisiones del Tribunal Constitucional de la Federación de Rusia sobre la materia, y los trabajos de los principales científicos rusos. Se ha determinado la tendencia del desarrollo de la legislación rusa sobre el autogobierno local en los últimos años, incluso se ha analizado la reforma constitucional de 2020 en Rusia con respecto al autogobierno local. En la conclusión se señala que la regulación constitucional bastante detallada aún no garantiza el desarrollo rápido y efectivo del principio de descentralización del poder en el ámbito local. La legislación ordinaria, la jurisprudencia del Tribunal Constitucional y la situación política tienen mucha importancia en este proceso

МЕСТНОЕ САМОУПРАВЛЕНИЕ В ИСПАНИИ: СТАТУС И ОСОБЕННОСТИ ПРАВОВОГО РЕГУЛИРОВАНИЯ

The article examines the local self-government legislation of Spain and legal positions of the Constitutional Court of Spain. The norms of the Constitution of Spain regulating the issues of the organization of local self-government are analyzed. The influence of various aspects on their content is studied. The authors also studied the problem of distribution of legal regulation of the local government powers between the state and the autonomous communities taking into consideration the features of the administrative-territorial structure of Spain. The study appears to be relevant due to the fact that the issues of legal regulation of local government in Spain within the Russian science of municipal law are practically not studied. The study of foreign experience in this field helps to expand the scope of scientific researches. Spanish experience in this area also seems relevant due to the relatively recent change in the political regime. The aim of the work is to identify the features of the legal regulation of local government in Spain. As a result of the study, it was established that in Spain the subsidiary procedure for the legal regulation of local self-government by the state and autonomous communities is applied. The content of the norms of the Spanish Constitution on local self-government is determined. The distinctive features of the Spanish legislation on local self-government are identified.Исследуется законодательство Испании о местном самоуправлении и правовые позиции Конституционного суда Испании. В частности, анализируются нормы Конституции Испании, регулирующие вопросы организации местного самоуправления, изучено влияние различных аспектов на их содержание. Исследован вопрос о распределении полномочий по правовому регулированию местного самоуправления между государством и автономными сообществами с учетом особенностей административно-территориального устройства Испании. Актуальность темы обусловлена вопросами правового регулирования местного самоуправления в Испании в рамках отечественной науки муниципального права, ибо они практически не изучены. Исследование зарубежного опыта в данной сфере способствует расширению сферы научных исследований. Опыт Испании в указанной сфере представляется актуальным также в связи с относительно недавним изменением политического режима в государстве. Цель исследования в выявлении отличительных особенностей правового регулирования местного самоуправления в Испании. В результате проведенного исследования установлено, что в Испании применяется субсидиарный порядок правового регулирования местного самоуправления государством и автономными сообществами. Определено содержание норм Конституции Испании о местном самоуправлении. Выявлены отличительные черты испанского законодательства о местном самоуправлении

Motivation as a key element of psychological potential for entrepreneurial activities among the retired military personnel

The article considers with the problem of diagnosing the motivation of military personnel leaving the reserve, in order to assess their psychological potential for entrepreneurial activity. The currently known approaches to assessing the psychological potential of entrepreneurial activity are analysed. The necessity of identifying diagnostics of motivation as a key element for predicting the success of a serviceman who is transferred to the reserve in creating his own business is noted. Based on the analysis of the research results obtained during the implementation of the national project “Small Business Course” for military personnel and members of their families, the most significant motivators for two types of entrepreneurs were identified: innovators (capable of generating new ideas and modifying them from a business plan) and imitators ( who prefer to distribute previously developed technologies)

In the clinic of orthopedic dentistry an embarrassing situation can arise in the constructing of non-removable orthopedic construction, used for fixing clasp denture in the esthetic significant zone. The wax model, the layout model, technical landmark are tools for creating esthetic and functional orthopedic constructions. Using technique of constructing non-removable orthopedic construction for fixing clasp denture proposed by the author allows to achieve good esthetic and functional results of prosthetics.В клинике ортопедической стоматологии может возникнуть затруднительная ситуация при конструировании несъемной ортопедической конструкции, используемой для фиксации бюгельного протеза в эстетически значимой зоне. Use of device for eliminating exostosis in prosthetic dentistry

The article is devoted to the use of the device for eliminating exostosis in prosthetic dentistry. Bony prominences that are met on upper and lower jaws are called exostoses. Exostoses - proliferation of bone tissue localized in the oral cavity, most often on the vestibular surface of the maxilla and mandible alveolar part. While using the device for orthopedic eliminating exostosis with partial absence of teeth, there is a screw activation displacement of the metal plate or part of the denture base matching the size of the exostosis area. The exerted pressure on the exostosis contributes its volume reduction.Статья посвящена использованию аппарата для устранения экзостозов в клинике ортопедической стоматологии. На нижней и верхней челюстях встречаются костные выступы, носящие название экзостозов. Экзостозы – разрастания костной ткани, локализуются в полости рта, наиболее часто на вестибулярной поверхности верхней челюсти и альвеолярной дуге нижней челюсти. При использовании аппарата для ортопедического устранения экзостозов при частичном отсутствии зубов, проводят активацию винта и смещение металлической пластины, либо участка базиса протеза, соответствующих размеров области экзостоза, оказываемое давление на экзостоз способствует его уменьшению в объеме
