    Approaches to Effective Use of Human Resources in Public Service

    The research aims at performance assessment of human resource usage in public service as in the case of the Republic of Kazakhstan. The authors made their main emphasis on the methodological problem of public servants’ performance assessment. The paper includes an analysis of the assessment methodology for human resource management and presents systemic problems that prevent establishment of a professional community of civil servants. The discussed problems are associated with a movement of staff, their career development, and a staffing level in government bodies. In the research, the authors reviewed findings from the questionnaire survey of public servants. They, too, collected in-house performance assessment forms for such public servants. The authors suggested an algorithm to make decisions of methods helpful to evaluate performance in staff development programs. The findings might be useful for public authorities to develop government programs and strategies in HR management

    Ensuring economic activity with human resources in economy of market type is carried out by means of labor market. In the article features of the Russian labor market as in general, and at the regional level are analysed. It is shown that regional labor markets in Russia have the high level of asymmetry in development that affects regional development. The reasons of such situation which is defined as the general differentiation of social and economic systems of regions of Russia, and the created informal institutes are established. Authors proposed the measures of the state social and economic policy focused on leveling of the available distinctions of regional labor markets which realization will promote rapprochement of their characteristics

    Natural population movement and COVID-19: data from Russia

    The COVID-19 pandemic is highly infectious, so it paralyzed the health systems of many countries causing a high mortality rate. Official data on COVID-19 deaths at many sites are questioned, and the figures are considered several times higher than official data. In this sense, the objective of the study was to determine the impact of the COVID-19 pandemic on the natural movement of the population and, in addition, to evaluate the real mortality rate from COVID-19 in Russia from the construction of predictive mortality models. The study used data from the World Health Organization and the Statistical Service of the Federal State of Russia; se used linear and polynomial models to construct mortality models. The study revealed an underestimation of the official COVID-19 death rate by 2.4 to 6.8 times, depending on the data source. There was a sharp increase in mortality in Russia in 2020 among people over 50 years of age, and with the increase in age, mortality increased. The main reasons for the sharp increase in mortality were coronary heart disease, cerebrovascular diseases, and respiratory diseases, among others
