    Parties, promiscuity and politicisation: business-political networks in Poland

    Research on post-communist political economy has begun to focus on the interface between business and politics. It is widely agreed that informal networks rather than business associations dominate this interface, but there has been very little systematic research in this area. The literature tends to assume that a politicised economy entails business-political networks that are structured by parties. Theoretically, this article distinguishes politicisation from party politicisation and argues that the two are unlikely to be found together in a post-communist context. Empirically, elite survey data and qualitative interviews are used to explore networks of businesspeople and politicians in Poland. Substantial evidence is found against the popular idea that Polish politicians have business clienteles clearly separated from each other according to party loyalties. Instead, it is argued that these politicians and businesspeople are promiscuous. Since there seems to be little that is unusual about the Polish case, this conclusion has theoretical, methodological, substantive and policy implications for other post-communist countries

    Aggregation and Representation in the European Parliament Party Groups

    While members of the European Parliament are elected in national constituencies, their votes are determined by the aggregation of MEPs in multinational party groups. The uncoordinated aggregation of national party programmes in multinational EP party groups challenges theories of representation based on national parties and parliaments. This article provides a theoretical means of understanding representation by linking the aggregation of dozens of national party programmes in different EP party groups to the aggregation of groups to produce the parliamentary majority needed to enact policies. Drawing on an original data source of national party programmes, the EU Profiler, the article shows that the EP majorities created by aggregating MEP votes in party groups are best explained by cartel theories. These give priority to strengthening the EP’s collective capacity to enact policies rather than voting in accord with the programmes they were nationally elected to represent

    Appropriation and subversion: pre-communist literacy, communist party saturation, and post-communist democratic outcomes

    Twenty-five years after the collapse of communism in Europe, few scholars disagree that the past continues to shape the democratic trajectories of postcommunist states. Precommunist education has featured prominently in this literature’s bundle of “good” legacies because it ostensibly helped foster resistance to communism. The authors propose a different causal mechanism—appropriation and subversion—that challenges the linearity of the above assumptions by analyzing the effects of precommunist literacy on patterns of Communist Party recruitment in Russia’s regions. Rather than regarding precommunist education as a source of latent resistance to communism, the authors highlight the Leninist regime’s successful appropriation of the more literate strata of the precommunist orders, in the process subverting the past democratic edge of the hitherto comparatively more developed areas. The linear regression analysis of author-assembled statistics from the first Russian imperial census of 1897 supports prior research: precommunist literacy has a strong positive association with postcommunist democratic outcomes. Nevertheless, in pursuing causal mediation analysis, the authors find, in addition, that the above effect is mediated by Communist Party saturation in Russia’s regions. Party functionaries were likely to be drawn from areas that had been comparatively more literate in tsarist times, and party saturation in turn had a dampening effect on the otherwise positive effects of precommunist education on postcommunist democracy

    Co-opting the state: how weak parties can make stable party systems

    Conventional understandings of party system institutionalisation assume that institutionalised parties are necessary for interparty competition to stabilise. However, this approach neglects the role of the state in shaping party competition. Using survey data from Bangladesh, India and Pakistan, it is shown that weakly institutionalised parties can lead to institutionalised party systems if parties are able to successfully co-opt the state and use state resources to supplement party deficiencies.     Political Party Mortality in Established Party Systems:A Hierarchical Competing Risks Approach

    Existing scholarship offers few answers to fundamental questions about the mortality of political parties in established party systems. Linking party research to the organization literature, we conceptualize two types of party death, dissolution and merger, reflecting distinct theoretical rationales. They underpin a new framework on party organizational mortality theorizing three sets of factors: those shaping mortality generally and those shaping dissolution or merger death exclusively. We test this framework on a new data set covering the complete life cycles of 184 parties that entered 21 consolidated party systems over the last five decades, resorting to multilevel competing risks models to estimate the impact of party and country characteristics on the hazards of both types of death. Our findings not only show that dissolution and merger death are driven by distinct factors, but also that they represent separate logics not intrinsically related at either the party or systemic level
