    Public Interests Provision in the Activities of Control and Accounts Bodies of the Subjects of the Russian Federation

    This contribution deals with the analysis of the activity of control and accounts bodies (CAB) in the subjects of the Russian Federation. Based on the results of monitoring the data published at the official websites of the CAB and using the method of comparative legal analysis, the Author makes an attempt at assessing the activity of CAB in terms of openness, studies the issues in the legal regulation of their activity, reviews available feedback mechanisms and the forms of protection and representation of interests of civil society in the course of financial control implementation. We conclude that currently the created information resources ensure publicity in the work of CAB of the subjects of the Russian Federation by providing information on the composition, structure, performance (publication of reports, statistical and analytical materials), contact information including schedules for citizens however there is a number of problems and shortcomings in terms of ensuring the interaction of citizens and control and accounts bodies, among which one can point out that some websites do not provide the possibility of submitting on-line appeals, as well as obtaining information on the results of the examination of the [email protected] of Legal Sciences, Dean of the Faculty of Personnel Management and Civil Service of the Institute of Public Administration and Civil Service of the Russian Presidential Academy of National Economy and Public Administration, Russian Federation.     Purpose To study concentrations of metabolites and growth factors as well as hematological parameters in patients with delayed lower limb fracture healing Material and methods Concentrations of several metabolites and growth factors as well as hematological parameters were studied in 13 patients with a delay in healing of femoral and tibial fractures after 7 to 11 months following injury. Seven patients with consolidated diaphyseal femoral and tibial fractures examined 10 to 12 months after the injury were a control group. Ten healthy subjects that did not have any history of fractures were a reference group. Results Unlike individuals of control and reference groups, patients with delayed fracture healing showed significantly higher concentrations of lactate, triglycerides, TGF-α and TGF-β2 in their serum while IGF-1 levels were significantly lower. Hematology tests did not show differences between the groups. Conclusion Local hypoxia, acidosis and expression of GFs that support osteolysis were the main pathophysiological processes that could cause the delay in long-bone fracture healing

    The prospects of using hawthorn fruits for the production of biologically active food additives and food products based on them

    Due to the wide range of pharmacological properties and the presence of bioactive components with antioxidant action hawthorn fruits can be widely used as part of dietary supplements for the prevention or improvement of diseases associated with oxidation and (or) obesity, as well as concomitant cardiovascular diseases. An urgent task of the modern pharmaceutical and food industry in the development of biologically active food additives is the use of hawthorn varieties that are resistant to the accumulation of heavy metals and have increased resistance to excess toxic elements. The chemical composition and safety indicators of fresh hawthorn fruits have been studied and it has been established that the studied fruits of zoned hawthorn varieties in terms of safety indicators meet the requirements of the State Pharmacopoeia of the Russian Federation and can subsequently be used in the development of biologically active food additives. An analysis of the safety indicators of powders made from hawthorn fruits dried at different temperatures was carried out. It has been established that maximum preservation of ascorbic acid in hawthorn fruit processing products is facilitated by drying fresh fruits at 50°C

    Changing climate both increases and decreases European river floods

    Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere. These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe. Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe, because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results—arising from the most complete database of European flooding so far—suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century, suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management
