    Inequality, Transfers and Growth: New Evidence from the Economic Transition in Poland

    This paper challenges the conventional wisdom that inequality in Poland increased markedly during the economic transition that began in 1989-90. Using micro data from the Household Budget Surveys, we find that, after a brief spike in 1989, income and consumption inequality actually declined to below pre-transition levels during 1990-92 and then increased gradually, rising only moderately above pre-transition levels by 1997. In sharp contrast, inequality in labor earnings increased markedly and consistently throughout the 1990-97 period. We find that social transfer mechanisms, including pensions, played an important role in mitigating increases in both overall inequality and poverty. We argue that, from a political economy perspective, transfer mechanisms were well-designed to reduce political resistance to market-oriented reforms in the early years of transition, paving the way for rapid growth. Finally, we provide cross-country evidence from the transition economies that is consistent with our interpretation of the Polish experience and is also consistent with recent work in growth theory which suggests that redistribution that reduces inequality can enhance growth.

    In this paper, results for active vibration control predicted from experimental measurements on a lightweight structure are compared with purely computational predictions. The structure studied is a 4.5m long satellite boom consisting of 10 identical bays with equilateral triangular cross sections. First, the results from a Fortran code that is based on a receptance analysis are validated against the experimental forced response of the boom structure. Exhaustive searches are then carried out to find the optimum positions for one and two actuators. Finally, a genetic algorithm is employed to find high-quality positions for three actuators on the structure that will achieve the greatest reductions in vibration transmission. Having found these actuator positions, experiments are then carried out to verify the quality of the theoretical predictions. It was found that the attenuation achievable in practice for one, two and three actuators were, respectively, 15.1, 26.1 and 33.5 dB

    Are the distributions of Fast Radio Burst properties consistent with a cosmological population?

    High time resolution radio surveys over the last few years have discovered a population of millisecond-duration transient bursts called Fast Radio Bursts (FRBs), which remain of unknown origin. FRBs exhibit dispersion consistent with propagation through a cold plasma and dispersion measures indicative of an origin at cosmological distances. In this paper we perform Monte Carlo simulations of a cosmological population of FRBs, based on assumptions consistent with observations of their energy distribution, their spatial density as a function of redshift and the properties of the interstellar and intergalactic media. We examine whether the dispersion measures, fluences, inferred redshifts, signal-to-noises and effective widths of known FRBs are consistent with a cosmological population. Statistical analyses indicate that at least 50 events at Parkes are required to distinguish between a constant co-moving FRB density, and a FRB density that evolves with redshift like the cosmological star formation rate density.Comment: 11 pages, 7 figures, 3 table

    Robust study design is as important on the social as it is on the ecological side of applied ecological research

    1. The effective management of natural systems often requires resource users to change their behaviour. This has led to many applied ecologists using research tools developed by social scientists. This comes with challenges as ecologists often lack relevant disciplinary training. 2. Using an example from the current issue of Journal of Applied Ecology that investigated how conservation interventions influenced conservation outcomes, we discuss the challenges of conducting interdisciplinary science. We illustrate our points using examples from research investigating the role of law enforcement and outreach activities in limiting illegal poaching and the application of the theory of planned behaviour to conservation. 3. Synthesis and applications. Interdisciplinary research requires equal rigour to be applied to ecological and social aspects. Researchers with a natural science background need to access expertise and training in the principles of social science research design and methodology, in order to permit a more balanced interdisciplinary understanding of social–ecological system

    Extensive Genomic Diversity among Bovine-Adapted Staphylococcus aureus: Evidence for a Genomic Rearrangement within CC97

    peer-reviewedStaphylococcus aureus is an important pathogen associated with both human and veterinary disease and is a common cause of bovine mastitis. Genomic heterogeneity exists between S. aureus strains and has been implicated in the adaptation of specific strains to colonise particular mammalian hosts. Knowledge of the factors required for host specificity and virulence is important for understanding the pathogenesis and management of S. aureus mastitis. In this study, a panel of mastitis-associated S. aureus isolates (n = 126) was tested for resistance to antibiotics commonly used to treat mastitis. Over half of the isolates (52%) demonstrated resistance to penicillin and ampicillin but all were susceptible to the other antibiotics tested. S. aureus isolates were further examined for their clonal diversity by Multi-Locus Sequence Typing (MLST). In total, 18 different sequence types (STs) were identified and eBURST analysis demonstrated that the majority of isolates grouped into clonal complexes CC97, CC151 or sequence type (ST) 136. Analysis of the role of recombination events in determining S. aureus population structure determined that ST diversification through nucleotide substitutions were more likely to be due to recombination compared to point mutation, with regions of the genome possibly acting as recombination hotspots. DNA microarray analysis revealed a large number of differences amongst S. aureus STs in their variable genome content, including genes associated with capsule and biofilm formation and adhesion factors. Finally, evidence for a genomic arrangement was observed within isolates from CC97 with the ST71-like subgroup showing evidence of an IS431 insertion element having replaced approximately 30 kb of DNA including the ica operon and histidine biosynthesis genes, resulting in histidine auxotrophy. This genomic rearrangement may be responsible for the diversification of ST71 into an emerging bovine adapted subgroup

    A Cosmic Census of Radio Pulsars with the SKA

    The Square Kilometre Array (SKA) will make ground breaking discoveries in pulsar science. In this chapter we outline the SKA surveys for new pulsars, as well as how we will perform the necessary follow-up timing observations. The SKA's wide field-of-view, high sensitivity, multi-beaming and sub-arraying capabilities, coupled with advanced pulsar search backends, will result in the discovery of a large population of pulsars. These will enable the SKA's pulsar science goals (tests of General Relativity with pulsar binary systems, investigating black hole theorems with pulsar-black hole binaries, and direct detection of gravitational waves in a pulsar timing array). Using SKA1-MID and SKA1-LOW we will survey the Milky Way to unprecedented depth, increasing the number of known pulsars by more than an order of magnitude. SKA2 will potentially find all the Galactic radio-emitting pulsars in the SKA sky which are beamed in our direction. This will give a clear picture of the birth properties of pulsars and of the gravitational potential, magnetic field structure and interstellar matter content of the Galaxy. Targeted searches will enable detection of exotic systems, such as the ~1000 pulsars we infer to be closely orbiting Sgr A*, the supermassive black hole in the Galactic Centre. In addition, the SKA's sensitivity will be sufficient to detect pulsars in local group galaxies. To derive the spin characteristics of the discoveries we will perform live searches, and use sub-arraying and dynamic scheduling to time pulsars as soon as they are discovered, while simultaneously continuing survey observations. The large projected number of discoveries suggests that we will uncover currently unknown rare systems that can be exploited to push the boundaries of our understanding of astrophysics and provide tools for testing physics, as has been done by the pulsar community in the past.Comment: 20 pages, 7 figures, to be published in: "Advancing Astrophysics with the Square Kilometre Array", Proceedings of Science, PoS(AASKA14)04
