    Signal amplification in a qubit-resonator system

    We study the dynamics of a qubit-resonator system, when the resonator is driven by two signals. The interaction of the qubit with the high-amplitude driving we consider in terms of the qubit dressed states. Interaction of the dressed qubit with the second probing signal can essentially change the amplitude of this signal. We calculate the transmission amplitude of the probe signal through the resonator as a function of the qubit's energy and the driving frequency detuning. The regions of increase and attenuation of the transmitted signal are calculated and demonstrated graphically. We present the influence of the signal parameters on the value of the amplification, and discuss the values of the qubit-resonator system parameters for an optimal amplification and attenuation of the weak probe signal.Comment: 7 pages, 8 figure

    The subject of the research is the public relations governing the serving of the sentence by the convicted person and the exercise of the right to parole.The purpose of the article is to determine the content and formulate proposals for improving the criminal legislation and the practice of its application on the basis of established approaches to the interpretation of the conditions for the application of parole, provided for in Art. 79 of the Criminal Code of the Russian Federation. The hypothesis of the research is the legislative wording of the conditions for the application of parole, provided for by Russian Criminal Code (paragraph "g" of Part 3 of Art. 79) – “at least three-quarters of the sentence imposed for crimes against the sexual inviolability of minors, as well as for grave and especially grave crimes related to the illegal circulation of narcotic drugs, psychotropic substances and their precursors” – do not have a sufficient degree of specificity and does not allow to unambiguously determine the moment of emergence of the right to parole.The methodology. General scientific methods (analysis, synthesis, induction, deduction) as well as private scientific methods of criminal law research (formal-legal and linguistic interpretation of legal acts) – were used. The authors propose to correct the provisions of the Russian Criminal Code and to consolidate the content of the concepts used in the criminal law on the basis of the analysis of various normative legal acts, acts of judicial interpretation and provisions of the doctrine of criminal law.The main scientific results. During the analysis of the provisions of Part 3 of Art. 79 of the Russian Criminal Code, regulating the conditions for the application of parole, the authors reveal a number of inaccuracies in the provisions of the criminal law. Such inaccuracies do not allow to unambiguously determine the grounds for parole of persons who have com-mitted crimes against the sexual integrity of minors, as well as persons who have committed grave and especially grave crimes connected with the illegal circulation of narcotic drugs, psychotropic substances and their precursors. The content of the prescriptions of clause "g" of Part 3 of Art. 79 of the Russian Criminal Code does not have an exact legislative basis, and the interpretation given by the judicial authorities does not always allow us to exclude the uncertainty of the concepts used.Conclusions. The contradictions were identified by the authors related to the inaccuracy of the legislative prescriptions used in determining some conditions for the application of pa-role. The authors conclude the need to amend the criminal law and formulated proposals that clarify the wording of Art. 79 of the Russian Criminal Code. Such corrections will eliminate the duality of understanding of certain conditions of parole and increase the effectiveness of law enforcement practice in this area.В процессе анализа положений ч. 3 ст. 79 Уголовного кодекса РФ, регламентирующей условия применения условно-досрочного освобождения, выявляется ряд неточностей в предписаниях уголовного закона, которые не позволяют однозначно определить основания условно-досрочного освобождения лиц, совершивших преступления против половой неприкосновенности несовершеннолетних, а также лиц, совершивших тяжкие и особо тяжкие преступления, связанные с незаконным оборотом наркотических средств, психотропных веществ и их прекурсоров. Содержание предписаний п. «г» ч. 3 ст. 79 Уголовного кодекса РФ не имеет точного законодательного закрепления, а толкование, даваемое судебными органами, не всегда позволяет исключить неопределенность используемых понятий. На основании анализа различных нормативных правовых актов, актов судебного толкования и положений доктрины уголовного права предлагается скорректировать предписания Уголовного кодекса РФ и закрепить содержание используемых в уголовном законе понятий

    Anharmonic vs. relaxational sound damping in glasses: II. Vitreous silica

    The temperature dependence of the frequency dispersion in the sound velocity and damping of vitreous silica is reanalyzed. Thermally activated relaxation accounts for the sound attenuation observed above 10 K at sonic and ultrasonic frequencies. Its extrapolation to the hypersonic regime reveals that the anharmonic coupling to the thermal bath becomes important in Brillouin-scattering measurements. At 35 GHz and room temperature, the damping due to this anharmonicity is found to be nearly twice that produced by thermally activated relaxation. The analysis also reveals a sizeable velocity increase with temperature which is not related with sound dispersion. This suggests that silica experiences a gradual structural change that already starts well below room temperature.Comment: 13 pages with 8 figure

    Topical issues of legal regulation of medical humanitarian care in a pandemic

    The article is devoted to the scientific understanding of the practical aspects of receiving, customs declaration and use of humanitarian aid in the Russian Federation in the context of a pandemic of the new coronavirus infection COVID-19. The procedure for interaction of a medical organization as a recipient of humanitarian aid with executive authorities and international donors of gratuitous aid has been considered in detail and outlined. The rapid spread of the new coronavirus infection COVID-19 in the world did not provide an opportunity to prepare special measures to regulate legal relations within the framework of humanitarian assistance in the Russian Federation. At the same time, the receiving organization was faced with the task of promptly transferring humanitarian aid to the final recipients in order to prevent the spread of a new coronavirus infection in the Russian Federation. The authors studied the issues of receiving, declaring and transferring humanitarian aid to the final recipients in a pandemic COVID-19, identified collisions of existing legal norms and suggested possible options for improving the system for receiving and distributing humanitarian aid. The necessity of developing and adopting a normative act that comprehensively regulates the procedure for organizing, preparing and receiving humanitarian aid, the procedure for its acceptance with verification of the availability of quantity, compliance, labeling, packaging, technical documentation, as well as its compliance with other requirements, has been proved.The article substantiates expediency of the introduction of amendments to some norms of customs regulation, envisaging the possibility of transferring cargo placed under a special customs procedure to other persons according to the decision of the authorized executive body.The relevance and high practical significance of the article is caused by the need for the timely distribution of large  volumes of humanitarian aid in order to effectively prevent and eliminate the consequences of emergencies

    Weak selection and stability of localized distributions in Ostwald ripening

    We support and generalize a weak selection rule predicted recently for the self-similar asymptotics of the distribution function (DF) in the zero-volume-fraction limit of Ostwald ripening (OR). An asymptotic perturbation theory is developed that, when combined with an exact invariance property of the system, yields the selection rule, predicts a power-law convergence towards the selected self-similar DF and agrees well with our numerical simulations for the interface- and diffusion-controlled OR.Comment: 4 pages, 2 figures, submitted to PR

    On the geometry of C^3/D_27 and del Pezzo surfaces

    We clarify some aspects of the geometry of a resolution of the orbifold X = C3/D_27, the noncompact complex manifold underlying the brane quiver standard model recently proposed by Verlinde and Wijnholt. We explicitly realize a map between X and the total space of the canonical bundle over a degree 1 quasi del Pezzo surface, thus defining a desingularization of X. Our analysis relys essentially on the relationship existing between the normalizer group of D_27 and the Hessian group and on the study of the behaviour of the Hesse pencil of plane cubic curves under the quotient.Comment: 23 pages, 5 figures, 2 tables.     The set of quantum Gaussian channels acting on one bosonic mode can be classified according to the action of the group of Gaussian unitaries. We look for bounds on the classical capacity for channels belonging to such a classification.     Measurement of J/ψγηcJ/\psi\to\gamma\eta_{\rm c} decay rate and ηc\eta_{\rm c} parameters at KEDR

    Using the inclusive photon spectrum based on a data sample collected at the J/ψJ/\psi peak with the KEDR detector at the VEPP-4M e+ee^+e^- collider, we measured the rate of the radiative decay J/ψγηcJ/\psi\to\gamma\eta_{\rm c} as well as ηc\eta_{\rm c} mass and width. Taking into account an asymmetric photon lineshape we obtained Γγηc0=2.98±0.180.33+0.15\Gamma^0_{\gamma\eta_{\rm c}}=2.98\pm0.18 \phantom{|}^{+0.15}_{-0.33} keV, Mηc=2983.5±1.43.6+1.6M_{\eta_{\rm c}} = 2983.5 \pm 1.4 \phantom{|}^{+1.6}_{-3.6} MeV/c2c^2, Γηc=27.2±3.12.6+5.4\Gamma_{\eta_{\rm c}} = 27.2 \pm 3.1 \phantom{|}^{+5.4}_{-2.6} MeV.Comment: 6 pages, 3 figure

    Measurement of J/psi to eta_c gamma at KEDR

    We present a study of the inclusive photon spectra from 5.9 million J/psi decays collected with the KEDR detector at the VEPP-4M e+e- collider. We measure the branching fraction of radiative decay J/psi to eta_c gamma, eta_c width and mass. Our preliminary results are: M(eta_c) = 2979.4+-1.5+-1.9 MeV, G(eta_c) = 27.8+-5.1+-3.3 MeV, B(J/psi to eta_c gamma) = (2.34+-0.15+-0.40)%.Comment: To be published in Proceedings of the PhiPsi09, Oct. 13-16, 2009, Beijing, Chin
