    The Diffusion of Impact Assessment Practices in Europe

    The diffusion of the use of various forms of impact assessments (IAs) in different political settings and legal traditions illustrates the great malleability of the tool. This diversity is not only reflected in the adoption of different models of IA across the various jurisdictions examined, but also in the way this practice is effectively implemented. Factors explaining the various types of IA implemented in various European jurisdictions include the patterns of diffusion from one country to another, the interaction of politics with expert knowledge and the prevailing “evidence eco-system” in each jurisdiction. In this study we explore diffusion patterns, not only in terms of the adoption of the tool of IA, but also in terms of the specific types of IA implemented. We do so by introducing a taxonomy developed with the purpose to describe the interaction of politics and expertise in each jurisdiction. The last part of the chapter empirically connects the diffusion process with the type of IA prevalent in a jurisdiction

    Characterization and Vector Competence Studies of Chikungunya Virus Lacking Repetitive Motifs in the 3′ Untranslated Region of the Genome

    Using reverse genetics, we analyzed a chikungunya virus (CHIKV) isolate of the Indian Ocean lineage lacking direct repeat (DR) elements in the 3′ untranslated region, namely DR1a and DR2a. While this deletion mutant CHIKV-∆DR exhibited growth characteristics comparable to the wild-type virus in Baby Hamster Kidney cells, replication of the mutant was reduced in Aedes albopictus C6/36 and Ae. aegypti Aag2 cells. Using oral and intrathoracic infection of mosquitoes, viral infectivity, dissemination, and transmission of CHIKV-∆DR could be shown for the well-known CHIKV vectors Ae. aegypti and Ae. albopictus. Oral infection of Ae. vexans and Culex pipiens mosquitoes with mutant or wild-type CHIKV showed very limited infectivity. Dissemination, transmission, and transmission efficiencies as determined via viral RNA in the saliva were slightly higher in Ae. vexans for the wild-type virus than for CHIKV-∆DR. However, both Ae. vexans and Cx. pipiens allowed efficient viral replication after intrathoracic injection confirming that the midgut barrier is an important determinant for the compromised infectivity after oral infection. Transmission efficiencies were neither significantly different between Ae. vexans and Cx. pipiens nor between wild-type and CHIKV-∆DR. With a combined transmission efficiency of 6%, both Ae. vexans and Cx. pipiens might serve as potential vectors in temperate regions

    The Eurasian Economic Union: integration without liberalisation?

    The Eurasian Economic Union (EaEU) came into being in 2015 with the ostensible goal of increasing integration among its member states. An implicit assumption behind this goal was to further trade liberalisation, at least within the bloc, as a means to promote additional trade. This paper assesses the development of the EaEU against this promise. Going beyond an analysis of the dynamics of mutual trade, the main focus of this paper is to understand the EaEU’s institutional processes, examining if the commitments and framework put in place by the EaEU could actually contribute to trade liberalisation. Focusing on the trade policies at the level of the EaEU and the political economy of protectionism, our assessment is not favourable. In particular, the charge that the EaEU remains a geopolitical rather than economic project rings true, as trade liberalisation has been halting in individual member states and across the bloc as a whole. This reality is further illustrated in the external trade policies of the Union, most prominently in trade agreements concluded with Vietnam, Iran, Singapore and Serbia, and relations with other major trade partners. The paper argues that, in line with often overlooked theoretical predictions, the institutional framework of the EaEU is not robust enough to ensure that integration processes actually deliver on their stated objectives
