    The purpose of the Ohio Motor Vehicle Safety Responsibility Act is to reduce the number of unsatisfied judgments entered against those found liable in motor vehicle accidents. The new Act provides that an operator of a motor vehicle must either carry liability insurance or be in a position to deposit security if and when he is involved in an accident. Under the present Financial Responsibility Act, the registrar revokes an operator\u27s license where there is a failure to satisfy a final judgment. The new Act enables the registrar to revoke this license before a judicial body has made a determination of liability

    The choral literature of Sven-David Sandström has become standard literature for many choirs in Scandanavia, but has been given very little attention in English publications. His neo-romantic style uses dense harmonies and madrigalisms to portray the texts while remaining faithful to traditional formal structures. The purpose of this monograph is to offer comprehensive insight into some of his music. This document focuses on the development of music in the life of Sven-David Sandström with particular attention given to his compositions, Etyd nr 4, som i e-moll and Laudamus Te. In chapter one, Sven-David Sandström’s influences, philosophies, and compositional styles are discussed through his music. Etyd nr 4, som i e-moll and Laudamus Te are analyzed structurally and stylistically in chapters two and three, respectively. Chapter four summarizes stylistic tendencies found in the analyzed pieces. A complete list of Sandström’s a cappella choral works to date and a pronunciation guide for Etyd nr 4, som i e-moll is also provided

    Determining the influence on technology integration by the problem solving styles of instructors of history, classics and humanities courses

    More is spent on a single B-2 bomber than the combined annual budgets of the National Endowments for the Arts, the Humanities, and the Corporation for Public Broadcasting. History, classical, humanities studies instructors are traditionally the last to receive instruction on integrating technology in their fields. The purpose of this study was to investigate how history, humanities and classical studies instructors at a mid-Atlantic university used a web-page designed to supplement and/or support their traditional classroom instruction. This study looked at how individual problem solving styles of instructors influenced the level at which they integrated new Internet technologies in their instruction. Data was collected using an instrument based on Rieber and Welliver\u27s hierarchy of technology integration and from interviews conducted during the semester of instruction. It was found that an instructor\u27s assessment of his/her problem solving style could influence the level at which he or she integrated technology

    On the 19th day of May, 1971, the Supreme Court of Ohio denied habeas corpus relief to Michael Edsall, a fourteen year old boy who had been banished from Lake County, Ohio. In denying habeas corpus relief to Mike Edsall, the Ohio Supreme Court concluded that the Juvenile Court had jurisdiction over both the person of Mike Edsall and the subject matter, and that an appeal from the decision would have been the appropriate means by which the order of the Juvenile Court could be reviewed. But in so doing, the Supreme Court avoided dealing with the substantive issue of whether banishment was a valid order of a court

    Conflict and Cooperation in Municipalities: Do Variations in Form of Government Have an Effect?

    One measure of governance quality is the level of reported conflict and cooperation that is present between and among elected officials and administrators. High levels of conflict or low levels of cooperation can hinder the decision-making process. However, there are few attempts to assess the causes of conflict and cooperation in the existing literature. This study uses an expanded typology of local government form and additional independent variables to determine what factors are likely to lead to conditions conducive to cooperation and lower perceived conflict in the local governance process. Data on government performance and indicators of perceived conflict and cooperation were collected from a national survey of municipal mayors, council members, and chief administrators in cities with populations of 50,000 to 250,000. Our results suggest that form of government and proportion of council members elected by district are two factors that significantly influence governance at the local level

    433 Eros Landing – Development of NEAR Shoemaker’s Controlled Descent Sequence

    On February 12th, 2001, the NEAR Shoemaker spacecraft made its historic descent to the surface of the asteroid 433 Eros, becoming the first spacecraft to soft land on a small celestial body. Development of the final descent activity offered the NEAR team a difficult technical challenge as the spacecraft had been designed solely as a free flyer, not as a lander. The NEAR Shoemaker spacecraft rendezvoused with 433 Eros on February 14th, 2000. Following an intensive year of orbital operations collecting science data at decreasingly lower altitudes, the spacecraft was prepared to conduct its final activity, descending from its current 36 km orbit in a series of five propulsive maneuvers to land on the surface of 433 Eros. As a free flyer, the spacecraft’s orbital operations were extremely successful, collecting an order of magnitude more images of the asteroid’s surface than originally planned. However, since the spacecraft was not designed to be a lander, landing presented a whole new challenge to the Navigation, Mission Design, Guidance and Control, and Mission Operations Teams. This paper discusses the development of the controlled descent sequence from an operations perspective, focusing on the inherent difficulties of performing an activity for which the spacecraft was not originally designed, and the way in which these challenges were overcome by the NEAR team

    Engine System Model Development for Nuclear Thermal Propulsion

    In order to design, analyze, and evaluate conceptual Nuclear Thermal Propulsion (NTP) engine systems, an improved NTP design and analysis tool has been developed. The NTP tool utilizes the Rocket Engine Transient Simulation (ROCETS) system tool and many of the routines from the Enabler reactor model found in Nuclear Engine System Simulation (NESS). Improved non-nuclear component models and an external shield model were added to the tool. With the addition of a nearly complete system reliability model, the tool will provide performance, sizing, and reliability data for NERVA-Derived NTP engine systems. A new detailed reactor model is also being developed and will replace Enabler. The new model will allow more flexibility in reactor geometry and include detailed thermal hydraulics and neutronics models. A description of the reactor, component, and reliability models is provided. Another key feature of the modeling process is the use of comprehensive spreadsheets for each engine case. The spreadsheets include individual worksheets for each subsystem with data, plots, and scaled figures, making the output very useful to each engineering discipline. Sample performance and sizing results with the Enabler reactor model are provided including sensitivities. Before selecting an engine design, all figures of merit must be considered including the overall impacts on the vehicle and mission. Evaluations based on key figures of merit of these results and results with the new reactor model will be performed. The impacts of clustering and external shielding will also be addressed. Over time, the reactor model will be upgraded to design and analyze other NTP concepts with CERMET and carbide fuel cores

    The emergence of proton nuclear magnetic resonance metabolomics in the cardiovascular arena as viewed from a clinical perspective

    The ability to phenotype metabolic profiles in serum has increased substantially in recent years with the advent of metabolomics. Metabolomics is the study of the metabolome, defined as those molecules with an atomic mass less than 1.5 kDa. There are two main metabolomics methods: mass spectrometry (MS) and proton nuclear magnetic resonance (1H NMR) spectroscopy, each with its respective benefits and limitations. MS has greater sensitivity and so can detect many more metabolites. However, its cost (especially when heavy labelled internal standards are required for absolute quantitation) and quality control is sub-optimal for large cohorts. 1H NMR is less sensitive but sample preparation is generally faster and analysis times shorter, resulting in markedly lower analysis costs. 1H NMR is robust, reproducible and can provide absolute quantitation of many metabolites. Of particular relevance to cardio-metabolic disease is the ability of 1H NMR to provide detailed quantitative data on amino acids, fatty acids and other metabolites as well as lipoprotein subparticle concentrations and size. Early epidemiological studies suggest promise, however, this is an emerging field and more data is required before we can determine the clinical utility of these measures to improve disease prediction and treatment. This review describes the theoretical basis of 1H NMR; compares MS and 1H NMR and provides a tabular overview of recent 1H NMR-based research findings in the atherosclerosis field, describing the design and scope of studies conducted to date. 1H NMR metabolomics-CVD related research is emerging, however further large, robustly conducted prospective, genetic and intervention studies are needed to advance research on CVD risk prediction and to identify causal pathways amenable to intervention
