    The Validity of Conscientiousness Is Overestimated in the Prediction of Job Performance

    Introduction Sensitivity analyses refer to investigations of the degree to which the results of a meta-analysis remain stable when conditions of the data or the analysis change. To the extent that results remain stable, one can refer to them as robust. Sensitivity analyses are rarely conducted in the organizational science literature. Despite conscientiousness being a valued predictor in employment selection, sensitivity analyses have not been conducted with respect to meta-analytic estimates of the correlation (i.e., validity) between conscientiousness and job performance. Methods To address this deficiency, we reanalyzed the largest collection of conscientiousness validity data in the personnel selection literature and conducted a variety of sensitivity analyses. Results Publication bias analyses demonstrated that the validity of conscientiousness is moderately overestimated (by around 30%; a correlation difference of about .06). The misestimation of the validity appears to be due primarily to suppression of small effects sizes in the journal literature. These inflated validity estimates result in an overestimate of the dollar utility of personnel selection by millions of dollars and should be of considerable concern for organizations. Conclusion The fields of management and applied psychology seldom conduct sensitivity analyses. Through the use of sensitivity analyses, this paper documents that the existing literature overestimates the validity of conscientiousness in the prediction of job performance. Our data show that effect sizes from journal articles are largely responsible for this overestimation

    The Copernicus spacecraft, to be launched on May 4, 2009, is designed for scientific exploration of the planet Pluto. The main objectives of this exploration is to accurately determine the mass, density, and composition of the two bodies in the Pluto-Charon system. A further goal of the exploration is to obtain precise images of the system. The spacecraft will be designed for three axis stability control. It will use the latest technological advances to optimize the performance, reliability, and cost of the spacecraft. Due to the long duration of the mission, nominally 12.6 years, the spacecraft will be powered by a long lasting radioactive power source. Although this type of power may have some environmental drawbacks, currently it is the only available source that is suitable for this mission. The planned trajectory provides flybys of Jupiter and Saturn. These flybys provide an opportunity for scientific study of these planets in addition to Pluto. The information obtained on these flybys will supplement the data obtained by the Voyager and Galileo missions. The topics covered include: (1) scientific instrumentation; (2) mission management, planning, and costing; (3) power and propulsion system; (4) structural subsystem; (5) command, control, and communication; and (6) attitude and articulation control

    Economic Activities of German Local Authorities – Critical Notes from a Public Finance Perspective

    Within the last two decades, local authorities throughout Germany have increased their revenue by stepping up their economic activities. Municipal business ventures range from energy supply to catering services and even food retail, and are almost all justified by some public purpose or other. In 2010, local authorities in western Germany earned 5.3 pc of total revenue from their economic activities, compared to 4.7 pc in 1992. The share in eastern Germany was rising over the same period from 4.3 pc to 5.1 pc. In fact in 2010 a total of € 9.3 billion was earned by local authorities this way (compared to € 6.0 billion in 1992). The aim of the paper is to examine this trend from the perspective of public finance by drawing on the theory of public goods, the theory of fiscal federalism and some aspects of new political economy. Although the results vary somewhat depending on the angle taken, on balance the new economic activities by local government in Germany must be assessed negatively
