    Transferring employment between the public and private sectors in the United Kingdom: acquired rights and revising TUPE

    This paper analyses the reasons for the United Kingdom's long-delayed response to the European Union’s Acquired Rights Directive. It assesses the British government’s overdue updating of the domestic legislation in 2006 in line with the latest version of the Directive, attributing its dilatory response to a combination of technical legal difficulties and conflicting political objectives. The paper concentrates on the ‘privatisation’ of public services, explaining the most recent protection now available to workers whose jobs are out-sourced to the private or voluntary sector. Member States contemplating reform of their own regulatory regimes may find the British experience instructive.</p

    The authors generalize the dynamical system constructed by J. Auslander in 1959, resulting in perhaps the simplest family of examples of minimal but not strictly ergodic systems. A characterization of unique ergodicity and mean-L-stability is given. The new systems are also shown to have zero topological entropy and fail to be weakly rigid. Some results on the set of idempotents in the enveloping semigroup are also achieved

    Speaker-normalized sound representations in the human auditory cortex

    The acoustic dimensions that distinguish speech sounds (like the vowel differences in “boot” and “boat”) also differentiate speakers’ voices. Therefore, listeners must normalize across speakers without losing linguistic information. Past behavioral work suggests an important role for auditory contrast enhancement in normalization: preceding context affects listeners’ perception of subsequent speech sounds. Here, using intracranial electrocorticography in humans, we investigate whether and how such context effects arise in auditory cortex. Participants identified speech sounds that were preceded by phrases from two different speakers whose voices differed along the same acoustic dimension as target words (the lowest resonance of the vocal tract). In every participant, target vowels evoke a speaker-dependent neural response that is consistent with the listener’s perception, and which follows from a contrast enhancement model. Auditory cortex processing thus displays a critical feature of normalization, allowing listeners to extract meaningful content from the voices of diverse speakers

    The Yang-Mills Vacuum in Coulomb Gauge in D=2+1 Dimensions

    The variational approach to the Hamilton formulation of Yang-Mills theory in Coulomb gauge developed by the present authors previously is applied to Yang-Mills theory in 2+1 dimensions and is confronted with the existing lattice data. We show that the resulting Dyson-Schwinger equations (DSE) yield consistent solutions in 2+1 dimensions only for infrared divergent ghost form factor and gluon energy. The obtained numerical solutions of the DSE reproduce the analytic infrared results and are in satisfactory agreement with the existing lattice date in the whole momentum range.Comment: 20 pages, 6 figure

    Idiopathic Fascicular Ventricular Tachycardia

    Idiopathic fascicular ventricular tachycardia is an important cardiac arrhythmia with specific electrocardiographic features and therapeutic options. It is characterized by relatively narrow QRS complex and right bundle branch block pattern. The QRS axis depends on which fascicle is involved in the re-entry. Left axis deviation is noted with left posterior fascicular tachycardia and right axis deviation with left anterior fascicular tachycardia. A left septal fascicular tachycardia with normal axis has also been described. Fascicular tachycardia is usually seen in individuals without structural heart disease. Response to verapamil is an important feature of fascicular tachycardia. Rare instances of termination with intravenous adenosine have also been noted. A presystolic or diastolic potential preceding the QRS, presumed to originate from the Purkinje fibers can be recorded during sinus rhythm and ventricular tachycardia in many patients with fascicular tachycardia. This potential (P potential) has been used as a guide to catheter ablation. Prompt recognition of fascicular tachycardia especially in the emergency department is very important. It is one of the eminently ablatable ventricular tachycardias. Primary ablation has been reported to have a higher success, lesser procedure time and fluoroscopy time

    A first step toward higher order chain rules in abelian functor calculus

    One of the fundamental tools of undergraduate calculus is the chain rule. The notion of higher order directional derivatives was developed by Huang, Marcantognini, and Young, along with a corresponding higher order chain rule. When Johnson and McCarthy established abelian functor calculus, they proved a chain rule for functors that is analogous to the directional derivative chain rule when n=1n = 1. In joint work with Bauer, Johnson, and Riehl, we defined an analogue of the iterated directional derivative and provided an inductive proof of the analogue to the chain rule of Huang et al. This paper consists of the initial investigation of the chain rule found in Bauer et al., which involves a concrete computation of the case when n=2n=2. We describe how to obtain the second higher order directional derivative chain rule for abelian functors. This proof is fundamentally different in spirit from the proof given in Bauer et al. as it relies only on properties of cross effects and the linearization of functors

    Cotton Farmers' Technical Efficiency: Stochastic and Nonstochastic Production Function Approaches

    Technical efficiency for cotton growers is examined using both stochastic (SFA) and nonstochastic (DEA) production function approaches. The empirical application uses farm-level data from four counties in west Texas. While efficiency scores for the individual farms differed between SFA and DEA, the mean efficiency scores are invariant of the method of estimation under the assumption of constant returns to scale. On average, irrigated farms are 80% and nonirrigated farms are 70% efficient. Findings show that in Texas, the irrigated farms, on average, could reduce their expenditures on other inputs by 10%, and the nonirrigated farms could reduce their expenditures on machinery and labor by 12% and 13%, respectively, while producing the same level of output.Crop Production/Industries, Productivity Analysis,

    Efficient Refuge policies for Bt cotton in India

    This study examined the efficient refuge policies for Bt cotton for three cotton growing regions in India. This was accomplished by developing a single-pest, dual-toxin biological model simulating bollworm resistance to the Bt toxin and synthetic pyrethroids, followed by formulating profit functions for Bt and non-Bt cotton for a representative producer in each region. Profits received in subsequent periods were considered in the regulatory model in order to choose a refuge constraint (static problem) or a sequence of refuge policies (dynamic problem) for each region that maximize discounted profits received over 15 years, subject to various economic and biological constraints. Dynamic solutions for the regulatory problem were derived for each region using the Bellman equation. Results suggested that South Indian farmers do not need to grow a refuge, but farmers in the North and Central regions do. Results also suggested that planting sprayed refugia might be more profitable than planting unsprayed refugia. Sensitivity analysis revealed that the refuge requirements were sensitive to the initial Bt resistance level, relative proportion of CBWs in natural refuges, and proportions of heterozygous and homozygous fitnesses in all of the three regions.
