Good governance at the local level: toward a global village or a city republic?

Obecne inicjatywy podejmowane pod przewodnim hasłem „dobrego współrządzenia” (ang.: good governance) wydają się być niewłaściwymi odpowiedziami na niewłaściwe pytania. Upowszechniająca się liberalizacja i partycypacja społeczeństwa, jako występujące w praktycepochodne równoległych debat dotyczących nowego zarządzania publicznego oraz kapitału społecznego, wykształciły współczesną sytuację, w której dobre rządzenie przyczynia się do zmniejszania zakresu wpływu publicznego natomiast powiększa kanały partycypacji. Praktyczne zastosowanie idei dobrego współrządzenia w postaci różnorodnych rządowych planów odnowy przeprowadzanych w przeciągu kilku ostatnich dekad, doprowadziło do skupienia się raczej na formie rządzenia a nie na jego treści. Wymagany jest jednak wspólny wysiłek, aby skierować współpracę regionalną na cel w postaci zrównoważonej gospodarki, przyjmując za oczywiste takie zasady dobrego współrządzenia, jak otwartość, głos obywateli, jakość stanowionego prawa, kontrola korupcji, odpowiedzialność, efektywność oraz spójność. Dokumenty szczebla lokalnego wymagają zaistnienia „republiki miejskiej” jako przyszłego wizerunku władz miejskich, aby te przetrwały, nie zaś złudzenia globalnej wioski

Ambtenaren zijn lui! Een poging tot verklaring van stereotype beelden over ambtenaren en overheidsdiensten

Burgers hebben vaak een vrij negatief beeld over ambtenaren en overheidsdiensten in het algemeen, terwijl deze burger vaak tegelijkertijd vrij positief is over bepaalde specifieke overheidsdiensten. Stereotype theorie kan dit verschil deels verklaren. De context waarin een burger naar zijn of haar mening wordt gevraagd, bepaalt of deze mening een weerspiegeling van de objectieve kwaliteit van een overheidsdienst dan wel van een stereotypisch beeld over de werking van overheidsdiensten zal zijn. Er worden tevens een aantal strategieën aangereikt om het beeld van ambtenaren en overheidsdiensten te verbeteren

De kloof met de burger: crisis of creatie?

Het wantrouwen van de burger in de overheid neemt toe. Het ongenoegen stijgt, niet alleen in België, maar in de meeste Westerse landen. Dat is althans de mening van veel commentatoren, politici en actieve burgers. Maar klopt een dergelijke stelling? De cijfers dwingen ons het beeld enigszins te nuanceren. In dit artikel zullen we, aan de hand van een aantal cijfers, aantonen dat niet zozeer de ‘reële’ kloof belangrijk is, maar wel het debat erover. A toolkit for prosthetists and orthotists to facilitate progress in professional communication over the next 50 years

Background: In this celebratory issue of Prosthetics and Orthotics International, we review professional communication skills in the field of prosthetics and orthotics. Objective: We aim to reflect on communication skills in the past 50 years, to discuss developments in the coming 50 years, and to create a toolkit and research agenda to facilitate progress in professional communication in the next 50 years. Results: Despite being a key area in prosthetics and orthotics training programmes, we found no studies on professional communication with an experimental design published in Prosthetics and Orthotics International. As an alternative, we provide clinical reflections on the changes in professional communication in the past 50 years, and we discuss questionnaire-based and qualitative studies that provide evidence for the importance of communication in pedorthic footwear provision. In the coming 50 years, professional communication in the field of prosthetics and orthotics may be impacted by aging populations, global mobility, information technology, technological advances and emphasis on prevention. We discuss each of these topics. To facilitate progress in professional communication, we have created a toolkit with resources for prosthetics and orthotics professionals, prosthetics and orthotics students and other interested professionals. Conclusions: We hope this toolkit will inspire others to use, extend and implement it in their daily practice. As a research agenda, we strongly recommend undertaking research on interventions to improve professional communication and to study its effect on clinically meaningful outcomes

Construction of Self-Dual Integral Normal Bases in Abelian Extensions of Finite and Local Fields

Let $F/E$ be a finite Galois extension of fields with abelian Galois group $\Gamma$. A self-dual normal basis for $F/E$ is a normal basis with the additional property that $Tr_{F/E}(g(x),h(x))=\delta_{g,h}$ for $g,h\in\Gamma$. Bayer-Fluckiger and Lenstra have shown that when $char(E)\neq 2$, then $F$ admits a self-dual normal basis if and only if $[F:E]$ is odd. If $F/E$ is an extension of finite fields and $char(E)=2$, then $F$ admits a self-dual normal basis if and only if the exponent of $\Gamma$ is not divisible by $4$. In this paper we construct self-dual normal basis generators for finite extensions of finite fields whenever they exist. Now let $K$ be a finite extension of \Q_p, let $L/K$ be a finite abelian Galois extension of odd degree and let \bo_L be the valuation ring of $L$. We define $A_{L/K}$ to be the unique fractional \bo_L-ideal with square equal to the inverse different of $L/K$. It is known that a self-dual integral normal basis exists for $A_{L/K}$ if and only if $L/K$ is weakly ramified. Assuming $p\neq 2$, we construct such bases whenever they exist

‘Deep impact for high impact agencies?' Assessing the role of bureaucratic encounters in evaluations of government

Public sector reforms often focus on high impact agencies in order to restore trust in government and in public administration. Using an in-person survey on citizens’ attitudes towards public services, we test what public agencies contribute to citizens’ general image of government. It is shown that general measures of satisfaction with the functioning of public services contain more than just an evaluation of bureaucratic encounters. Political factors influence this assessment. Specific evaluations of service quality can differ substantially from attitudes towards public services at large. Therefore, low trust in government, a negative attitude towards public administration at large and a positive image of many specific public services may coexist
