The Hired Gun Mechanism
We present and experimentally test a mechanism that provides a simple, natural, low cost, and realistic solution to the problem of compliance with socially determined efficient actions, such as contributing to a public good. We note that small self-governing organizations often place enforcement in the hands of an appointed leader–the department chair, the building superintendent, the team captain. This hired gun, we show, need only punish the least compliant group member, and then only punish this person enough so that the person would have rather been the second least compliant. We show experimentally this mechanism, despite having very small penalties out of equilibrium, reaches the full compliance equilibrium almost instantly.

Rank-order competition in the voluntary provision of impure public goods
Publicly provided goods often create differential payoffs due to timely or spatial distances of group members. We design and test a provision mechanism which utilizes rank competition to mitigate free-riding in impure public goods. In our Rank-Order Voluntary Contribution Mechanism (Rank-Order-VCM) group members compete via observable contributions for a larger share of the public good; high contributors receive preferential access (a larger share), while low contributors receive restricted access (a lower share). In a laboratory experiment Rank-Order-VCM elicits median contributions equal to the full endowment throughout the finitely played games with constant groups. In the control treatment, with randomly assigned ranks, the contributions are significantly lower and decline over time. We thus provide evidence of rank competition, in situations where discriminatory access to public goods is possible, being efficiency enhancing

Remote state preparation and teleportation in phase space
Continuous variable remote state preparation and teleportation are analyzed
using Wigner functions in phase space. We suggest a remote squeezed state
preparation scheme between two parties sharing an entangled twin beam, where
homodyne detection on one beam is used as a conditional source of squeezing for
the other beam. The scheme works also with noisy measurements, and provide
squeezing if the homodyne quantum efficiency is larger than 50%. Phase space
approach is shown to provide a convenient framework to describe teleportation
as a generalized conditional measurement, and to evaluate relevant degrading
effects, such the finite amount of entanglement, the losses along the line, and
the nonunit quantum efficiency at the sender location.Comment: 2 figures, revised version to appear in J.Opt.
Gravity and Light: Combining Gravitational Wave and Electromagnetic Observations in the 2020s
As of today, we have directly detected exactly one source in both gravitational waves (GWs) and electromagnetic (EM) radiation, the binary neutron star merger GW170817, its associated gamma-ray burst GRB170817A, and the subsequent kilonova SSS17a/AT 2017gfo. Within ten years, we will detect hundreds of events, including new classes of events such as neutron-star-black-hole mergers, core-collapse supernovae, and almost certainly something completely unexpected. As we build this sample, we will explore exotic astrophysical topics ranging from nucleosynthesis, stellar evolution, general relativity, high-energy astrophysics, nuclear matter, to cosmology. The discovery potential is extraordinary, and investments in this area will yield major scientific breakthroughs. Here we outline some of the most exciting scientific questions that can be answered by combining GW and EM observations
Social Preferences and the Efficiency of Bilateral Exchange
Under what conditions do social preferences, such as altruism or a concern for fair outcomes, generate efficient trade? I analyze theoretically a simple bilateral exchange game: Each player sequentially takes an action that reduces his own material payoff but increases the other player’s. Each player’s preferences may depend on both his/her own material payoff and the other player’s. I identify necessary conditions and sufficient conditions on the players’ preferences for the outcome of their interaction to be Pareto efficient. The results have implications for interpreting the rotten kid theorem, gift exchange in the laboratory, and gift exchange in the field
The dynamics of internalised and extrinsic motivation in the ethical decision making of small business owners

motivations to comply with tax obligations. In a study of 330 small business owners, we
assess the role of internalised motivation to pay taxes versus extrinsic motivation in driving
tax compliance. First, we find that internalised and extrinsic motivation have distinct
predictors. Internalised motivation is related to strong personal moral norms to comply and a
sense that the fiscal system is fair. Extrinsic motivation is related to perceptions that penalties
are severe, that checks are likely, and is associated with a perceived lack of tax knowledge.
Second, we find that, when considered together, internalised motivation but not extrinsic
motivation predicts self-reported tax compliance. Third, we test the undermining hypothesis
by which the presence of extrinsic motivation may crowd out the positive effect of
internalised motivation. We find evidence of a motivation crowding effect only at very high
levels of extrinsic motivation. We discuss avenues for further integration of motivation
theory in research on tax compliance behaviour, and more generally the study of regulatory

Cooperation and Self-Regulation in a Model of Agents Playing Different Games
A simple model for cooperation between "selfish" agents, which play an
extended version of the Prisoner's Dilemma(PD) game, in which they use
arbitrary payoffs, is presented and studied. A continuous variable,
representing the probability of cooperation, [0,1], is assigned to
each agent at time . At each time step a pair of agents, chosen at
random, interact by playing the game. The players update their using a
criteria based on the comparison of their utilities with the simplest estimate
for expected income. The agents have no memory and use strategies not based on
direct reciprocity nor 'tags'. Depending on the payoff matrix, the systems
self-organizes - after a transient - into stationary states characterized by
their average probability of cooperation and average equilibrium
per-capita-income . It turns out that the model
exhibit some results that contradict the intuition. In particular, some games
which - {\it a priory}- seems to favor defection most, may produce a relatively
high degree of cooperation. Conversely, other games, which one would bet that
lead to maximum cooperation, indeed are not the optimal for producing

An ASKAP Search for a Radio Counterpart to the First High-significance Neutron Star-Black Hole Merger LIGO/Virgo S190814bv
We present results from a search for a radio transient associated with the LIGO/Virgo source S190814bv, a likely neutron star-black hole (NSBH) merger, with the Australian Square Kilometre Array Pathfinder. We imaged a 30 deg2 field at ΔT = 2, 9, and 33 days post-merger at a frequency of 944 MHz, comparing them to reference images from the Rapid ASKAP Continuum Survey observed 110 days prior to the event. Each epoch of our observations covers 89% of the LIGO/Virgo localization region. We conducted an untargeted search for radio transients in this field, resulting in 21 candidates. For one of these, AT2019osy, we performed multiwavelength follow-up and ultimately ruled out the association with S190814bv. All other candidates are likely unrelated variables, but we cannot conclusively rule them out. We discuss our results in the context of model predictions for radio emission from NSBH mergers and place constrains on the circum-merger density and inclination angle of the merger. This survey is simultaneously the first large-scale radio follow-up of an NSBH merger, and the most sensitive widefield radio transients search to-date
Spatial patterns and scale freedom in a Prisoner's Dilemma cellular automata with Pavlovian strategies
A cellular automaton in which cells represent agents playing the Prisoner's
Dilemma (PD) game following the simple "win-stay, loose-shift" strategy is
studied. Individuals with binary behavior, such as they can either cooperate
(C) or defect (D), play repeatedly with their neighbors (Von Neumann's and
Moore's neighborhoods). Their utilities in each round of the game are given by
a rescaled payoff matrix described by a single parameter Tau, which measures
the ratio of 'temptation to defect' to 'reward for cooperation'. Depending on
the region of the parameter space Tau, the system self-organizes - after a
transient - into dynamical equilibrium states characterized by different
definite fractions of C agents (2 states for the Von Neumann neighborhood and 4
for Moore neighborhood). For some ranges of Tau the cluster size distributions,
the power spectrums P(f) and the perimeter-area curves follow power-law
scalings. Percolation below threshold is also found for D agent clusters. We
also analyze the asynchronous dynamics version of this model and compare
