    Perceptions of staff and students about the NC(V) model of workplace Engineering artisan training offered by South African TVET colleges

    Vocational training is a contentious issue in South Africa, where large per centages are regularly cited for unemployment statistics, and in particular for youth and post-school unemployment. Vocational study programmes at Technical and Vocational Education and Training (TVET) colleges are often seen as one possible remedy to these problems. The Department of Higher Education and Training’s (DHET) long-term objective is to increase the number of learners that will qualify as artisans, which represent a major scarce/critical skills area in South Africa. However, the throughput and certification rates of TVET students are disconcertingly low, with National Certificate (Vocational) (NC(V)) Engineering courses regularly cited as having some of the lowest rates. This article reports on a small research study on the perceptions of TVET staff and students about NC(V) Engineering programmes, conducted at two TVET colleges in South Africa. Qualitative and quantitative methods were used to collect data from NC(V) Engineering students and lecturers. The most important findings of the study include that there is a critical collaboration gap between industry and the TVET sector and that both NC(V) staff and students experience the need for addressing the (im)balance of time spent on practical versus theoretical training as part of NC(V) programmes. A clear understanding of the perceptions and concerns of TVET NC(V) Engineering lecturers and students may assist in addressing issues locally, at individual TVET colleges, and globally, at national policy and Sector Education and Training Authority (SETA) level, that could in future serve to contribute to improved academic performance, including higher throughput and certification rates, of NC(V) Engineering students

    Published ArticleThe characterisation and monitoring of Ti6Al4V (ELI) feedstock powder is an essential requirement for the full qualification of medical implants and aerospace components produced in selective laser melting systems. Virgin and reused samples of this powder were characterised by determining their physical and chemical properties through techniques complying with international standards. This paper presents the results obtained for Ti6Al4V (ELI) powder of two different particle size distributions received from the same supplier. The characteristics of these powders after several reuse cycles in two different selective laser melting systems are also presented and discussed

    Conference ProceedingsThe South African Additive Manufacturing Strategy recommends research and development towards “Qualified AM parts for medical and aerospace” as one of the national priorities. In response to this, the national Collaborative Program in Additive Manufacturing includes a sub-programme on “Qualification of Additive Manufacturing of Ti6Al4V for Medical Implants and Aerospace Parts”. This sub-programme entails comprehensive systematic research aimed at establishing a database of material and process data needed for qualification of the AM powders, AM processes and post-process treatments used for medical and aerospace applications. The paper describes the approach taken to characterise the Ti6Al4V (ELI) powder in the as received state and after exposure during repeated AM build cycles, by determining the physical and chemical properties of powder used in two selective laser melting (SLM) machines and a laser engineered net shaping (LENS) machine. Properties of the powder that were determined include the particle size, particle size distribution, morphology, oxygen and nitrogen gas content, and elemental composition. Characterisation techniques employed are Scanning Electron Microscopy, Laser Diffraction, Inductively Coupled Plasma-Optical Emission Spectroscopy (ICP-OES), and Inert Gas Fusion. The results of the analyses on as-received powder and powder after exposure to numerous build cycles in the different AM machines are presented and discussed

    South African Tax Incentives To Alleviate Unemployment: Lessons From United States Of America Approaches

    A quarter of the labour force in South Africa is currently unemployed with the majority of the unemployed being unskilled youth. One of the major causes seems to be the commanding power of trades union resulting in a high minimum wage for unskilled workers, which results in a reduction in the demand for unskilled labour.  To reduce the current unemployment rate in South Africa, policy decisions should be focused on youth employment with emphasis on skills development. Policy should also stimulate growth of small, medium and micro enterprises in order to stimulate job creation. A literature review indicates that current tax incentives in South Africa do not incentivise employers to hire unskilled youth labour, and are not applied on a wide enough scale to significantly impact the overall unemployment statistics. The proposed youth wage subsidy will increase the demand for unskilled labour by reducing the cost of labour. However, to have the desired impact, the participation rate must be high. The proposed subsidy was analysed against the successes and failures of subsidies implemented in the USA. It was found that many of the flaws identified in the USA have been avoided. Based on the above, the recommendation is that the proposed youth wage subsidy is plausible in a South African context and should be implemented. The main concern is that newly employed youth would replace workers who do not meet the qualifications of the subsidy. This would have to be taken into account by policy makers

    Tropical seaweeds improve cardiovascular and metabolic health of diet-induced obese and hypertensive rats

    Seaweeds have been an important part of the diet of coastal populations in Asia possibly for millennia but only a few scattered coastal communities in Europe and the Americas have maintained these traditions (Mouritsen et al, 2019). Our studies have investigated the potential of two tropical seaweeds grown commercially in Asia, Sarconema and Caulerpa spp., as functional foods for the reversal of metabolic syndrome and possible mechanisms. Sarconema spp. are a source of carrageenans used as thickening and gelling agents in foods while Caulerpa spp. are consumed in South-East Asia as low-energy foods with high contents of vitamins and minerals. For our studies, male Wistar rats were divided into groups in a 16-week protocol: corn starch diet-fed rats (C); C rats supplemented with 5% dried seaweed for the last 8 weeks; high-carbohydrate, high-fat diet-fed rats (H); and H rats supplemented with 5% dried seaweed for the last 8 weeks. H rats developed obesity, hypertension, dyslipidaemia, glucose intolerance, fatty liver and increased left ventricular collagen deposition, infiltration of inflammatory cells and plasma liver enzyme activities. Seaweed supplementation decreased body weight, abdominal and liver fat, systolic blood pressure, plasma lipid concentrations, plasma activities of liver enzymes and collagen deposition. Further, seaweed supplementation modulated gut microbiota. Possible mechanisms for improved cardiovascular and metabolic health include a reduced infiltration of inflammatory cells into organs as well as an increased intake of fibre modulating gut microbiota composition

    Tuberculous meningitis disproportionately affects young children. As the most devastating form of tuberculosis, it is associated with unacceptably high rates of mortality and morbidity even if treated. Challenging to diagnose and treat, tuberculous meningitis commonly causes long-term neurodisability in those who do survive. There remains an urgent need for strengthened surveillance, improved rapid diagnostics technology, optimised anti-tuberculosis drug therapy, investigation of new host-directed therapy, and further research on long-term functional and neurodevelopmental outcomes to allow targeted intervention. This review focuses on the neglected field of paediatric tuberculous meningitis and bridges current clinical gaps with research questions to improve outcomes from this crippling disease

    Caulerpa lentillifera (sea grapes) improves cardiovascular and metabolic health of rats with diet-induced metabolic syndrome

    Caulerpa lentillifera (sea grapes) is widely consumed in South-East Asia as a low-energy food with high contents of vitamins and minerals. This study investigated dried sea grapes containing 16.6% insoluble fibre commercially produced in Vietnam as an intervention. We hypothesised that insoluble fibre is the primary metabolite that will reverse diet-induced metabolic syndrome. Male Wistar rats (n = 48) were randomly allocated to four groups in a 16 week protocol. Two groups were fed either corn starch (C) or high-carbohydrate, high-fat (H) diets for the full 16 weeks. The other two groups received C and H diets for eight weeks and then received C. lentillifera added to these diets for the final eight weeks (CCL and HCL, respectively). High carbohydrate, high-fat diet-fed rats developed obesity, hypertension, dyslipidaemia, fatty liver disease and increased left ventricular collagen deposition. C. lentillifera supplementation in HCL rats decreased body weight, systolic blood pressure, plasma concentrations of total cholesterol and non-esterified fatty acids, inflammatory cells in heart and liver, and visceral adiposity. The Firmicutes to Bacteroidetes ratio decreased in the gut microbiota of HCL rats. Therefore, C. lentillifera attenuated cardiovascular and metabolic symptoms of metabolic syndrome in rats, possibly by preventing infiltration of inflammatory cells together with modulating gut microbiota
