Introduction

This special issue of the Fordham International Law Journal contains seven outstanding articles by jurists from seven countries on three continents. The articles have a common thread in highlighting the necessity for respect of human rights and the human dignity that they are designed to protect. They also demonstrate the significant advances made since the end of World War II of international human rights law. In an age of terrorism there is an inevitable tension between measures designed to protect the lives of innocent civilians and their fundamental civil liberties

Given the violence in Darfur and the ensuing international reaction, the Fordham International Law Journal decided to publish a special issue on Darfur. It is timely in light of the continuing violence in the Darfur region. This article serves as the Introduction to the special issue

A comparison of unsupervised classification procedures on LANDSAT MSS data for an area of complex surface conditions in Basilicata, Southern Italy

Two unsupervised classification procedures were applied to ratioed and unratioed LANDSAT multispectral scanner data of an area of spatially complex vegetation and terrain. An objective accuracy assessment was undertaken on each classification and comparison was made of the classification accuracies. The two unsupervised procedures use the same clustering algorithm. By on procedure the entire area is clustered and by the other a representative sample of the area is clustered and the resulting statistics are extrapolated to the remaining area using a maximum likelihood classifier. Explanation is given of the major steps in the classification procedures including image preprocessing; classification; interpretation of cluster classes; and accuracy assessment. Of the four classifications undertaken, the monocluster block approach on the unratioed data gave the highest accuracy of 80% for five coarse cover classes. This accuracy was increased to 84% by applying a 3 x 3 contextual filter to the classified image. A detailed description and partial explanation is provided for the major misclassification. The classification of the unratioed data produced higher percentage accuracies than for the ratioed data and the monocluster block approach gave higher accuracies than clustering the entire area. The moncluster block approach was additionally the most economical in terms of computing time

Part I of this Note analyzes whether Congress violated the limited Times restriction by extending the terms of existing copyrights. Part II examines whether the CTEA promotes the Progress of Science\u27 \u27 Finally, Part Ill highlights questions the U.S. Supreme Court must resolve to maintain the balance between the rights of the copyright holder and the interests of the public

Theoretical value of the recommended expanded European Standard Set of STR loci for the identification of human remains

We have undertaken a series of simulations to assess the effectiveness of commercially available sets of STR loci, including the loci recommended for inclusion in the expanded European Standard Set, for the purpose of human identification. A total of 9200 genotype simulations were performed using DNA · VIEW. The software was used to calculate likelihood ratios (LRs) for 23 groups of relatives, and to determine the probability of identification given scenarios that ranged between 10 and 250,000 victims. The additional loci included in the recommended expanded European Standard Set, when used in conjunction with the Identifiler® kit, significantly improved the typical LRs for tested scenarios and the likely success of providing correct identifications
