    An Examination of Philadelphia Murder: A Quest to Understand the 2004-2006 Surge in Violent Crime

    This paper examines the 2004-2006 surge in violent crime, specifically murder in Philadelphia, Pennsylvania. Interviews were conducted with local prominent criminal justice professionals. Interviewees were asked what they believe is wrong with the local criminal justice system, and how the system can be enhanced. Crime predictors were identified and suggestions for mitigating them were offered. The findings suggest that reduced funding, lack of collaboration amongst component agencies rank as leading causes for ineffectiveness. One person stated that due to the war in Iraq and Afghanistan, funding streams for juvenile justice programs have been reduced, resulting in fewer programs designed to provide these youth with needed resources to steer them away from crime. It was suggested that restructuring these agencies will improve their operational goals, and create better accountability and improved relationships with the community. It is also recommended that the agencies working within the criminal justice system pool their resources and collaborate regularly to enhance their effectiveness

    Theodicy and Animals

    It is widely acknowledged among those philosophers and theologians who have given the matter much thought that the fact of animal suffering challenges Theism in a distinctive way. Standard attempts to reconcile human suffering with a perfectly powerful and benevolent deity don’t seem to apply easily to the case of animals. Animals can hardly be said to deserve their suffering or be morally improved by it, nor is it generally supposed that animals will be compensated for their pain in an afterlife. On the face of it, then, animal pain appears to be a bothersome evil still left over when all the theodicy work is done. I would like to consider some of the attempts to deal with animal suffering in theodicy, showing why each ultimately fails. Rather than attempting to provide the successful theodicy myself, I will try to show what the theodicies reveal about the relationship between Theism and moral attitudes toward animals

    Enhancement of pigmeat quality by altering pre-slaughter management

    End of project reportThe studies presented in this report were conducted to investigate the effect of breed, slaughter weight, castration of male pigs and strategic feeding strategies on the performance of pigs to slaughter and on their carcass quality. The effect of breed, gender and feeding regimen on the performance of pigs and their carcass quality was examined in the first study (Section 3). From weaning to slaughter Landrace-sired pigs grew at a similar rate but had a better feed conversion efficiency compared with Duroc-sired pigs. Landrace-sired pigs also had a higher carcass lean and greater muscle depth than Duroc-sired pigs. Entire male pigs grew more efficiently, had lower lean content in their carcasses and had a reduced kill out yield when compared with gilts. The eye muscle depth was greater for gilts than entire males. Diluting the diet with grass-meal (GM) reduced growth rate, caused a deterioration in feed conversion efficiency, reduced back fat thickness, reduced eye muscle thickness and reduced kill out yield compared to the control feeding regimen of a cereal based diet. Compensatory growth was observed during a re-alimentation period following a period of diet dilution with grass-meal. However, where it did occur, in most cases it was only partial. Adding 5% rapeseed oil instead of lard to the finisher diet increased nitrogen utilization efficiency and phosphorous utilization efficiency. The effect of gender (boar, castrate, gilt) and slaughter weight (80 to 120kg) on pig performance, carcass quality, meat quality, and nitrogen excretion was investigated in the second study (Section 4). Boars grew faster than gilts and more efficiently than castrates or gilts. Castrates had a higher kill out yield than boars. Nitrogen excretion from castrates was similar to gilts which were both higher than that from boars. The processing value of carcasses from castrates may be higher than that of boars and gilts. In particular castrates had heavier loins and bellies than either boars or gilts. Carcasses from castrates and gilts had a higher temperature (recorded 24 hours post slaughter) than boars. However, pH24 was not affected by gender. The intramuscular fat content of the l. dorsi in castrates was higher than that of boars or gilts, however at 1.65% this was well below the level (2.0%) above which any noticeable sensory attributes might be detected. Feed intake increased with increasing slaughter weight and feed conversion efficiency deteriorated. N excretion also increased with each increment in weight. Carcass lean content increased up to 90kg live EOP 4939.doc 4 25/10/2005 weight then reached a plateau and declined after 110kg live weight. Heavier carcasses yielded more product for approximately the same slaughtering cost and the associated larger muscles could make it easier to use seam butchery techniques that result in lean, well-trimmed, attractive cuts and joints. The pH45 and pH24 were reduced with increasing slaughter weight and drip loss increased. Heavier pigs may be more prone to the development of PSE than lighter pigs as their carcass temperature remains higher for longer than that of lighter pigs

    Results of 1/4-Scale Experiments. Vapor Simulant And Liquid Jet A Tests

    A quarter-scale engineering model of the center wing tank (CWT) of a 747-100 was constructed. This engineering model replicated the compartmentalization, passageways, and venting to the atmosphere. The model was designed to scale the fluid dynamical and combustion aspects of the explosion, not the structural failure of the beams or spars. The effect of structural failure on combustion was examined by using model beams and spars with deliberately engineered weak connections to the main tank structure. The model was filled with a simulant fuel (a mixture of propane and hydrogen) and ignited with a hot wire. The simulant fuel was chosen on the basis of laboratory testing to model the combustion characteristics (pressure rise and flame speed) of Jet A vapor created by a Jet A liquid layer at 50C at an altitude of 13.8 kft. A series of experiments was carried out in this model in order to: (a) investigate combustion in a CWT geometry; and (b) provide guidance to the TWA 800 crash investigation. The results of the experiments were observed with high-speed film, video, and still cameras, fast and slow pressure sensors, thermocouples, photodetectors, and motion sensors. A special pseudo-schlieren system was used to visualize flame propagation within the tank. This report describes the test program, facility, instrumentation, the first 30 experiments, comparisons between experiments, and performance of the instrumentation; then examines the significance of these results to the TWA 800 crash investigation. The key results of this study are: Flame Motion: The motion of flame was dominated by the effects of turbulence created by jetting through the passageways and vent stringers. A very rapid combustion event (lasting 10 to 20 ms) occurred once the flame traveled outside of the ignition bay and interacted with the turbulent flow. Most of the gas within the tank was burned during this rapid event. Compartments: The combustion time decreased with an increasing number of compartments (bays) within the tank. With six bays, combustion took only 100 to 150 ms to be completed from the time of ignition until the end of the rapid combustion phase. The total combustion event was three to four times shorter with compartments than without. Venting: Venting to the outside of the tank through the model vent stringers had a negligible effect on the combustion progress or on the peak pressure reached at the end of the burn. Ignition Location: Variation of the ignition location produced distinctive pressure loads on the structural components. Liquid Fuel: Lofting of a cold liquid fuel layer was produced by the combustion-induced gas motion. Although this spray of liquid eventually ignited and burned, it did not contribute to the pressure loading. Structural Failure: Structural failure resulted in flame acceleration, decreasing the overall combustion time. TWA 800 Investigation: The pressure loads were sufficiently high, up to 4 bar, and the combustion events were sufficiently short, that the forward portion (spanwise beam 3, front spar) of the CWT structure would fail as a direct consequence of the explosion. A combination of pressure loads was produced in some tests consistent with the TWA 800 wreckage. Replica tests, structural modeling, and sensitivity studies on fuel concentration are needed before any conclusions can be drawn about probable ignition locations. Cargo Bay: Tests with a simplified model of a half-full cargo bay indicated that repeated pressure waves with an amplitude of 1 bar or less are produced when an explosion scenario similar to TWA 800 is tested. Future Testing: Future studies should include replica tests, tests with Jet A vapor and warm liquid Jet A layers, and sensitivity tests to examine ignition location, fuel concentration, and vent area perturbations. Summary: Explosion tests in a 747-100 CWT model reveal that a very complex pattern of combustion occurs due the interaction of the flame and the flow-generated turbulence. A wide range of structural load patterns occur, depending on the location of the ignition source. Some of these load patterns are consistent with damage believed to be associated with the initial explosion event in TWA 800. Sensitivity of the loading to the ignition location indicates that narrowing down the ignition location in TWA 800 may be possible. However, the complexity of the combustion and structural failure processes in the actual center wing tank mandates extremely careful consideration of the uncertainties that enter into this process

    During the summers of 2000, 2001, and 2002, 1,950 fecal samples from 4 families, 10 genera, and 16 species of rodents in Alaska, U.S.A. (N = 1,711), and Siberia, Russia (N = 239) were examined for coccidia (Apicomplexa: Eimeriidae). The 4 families sampled were Dipodidae (jumping mice), Erethizontidae (New World porcupines), Muridae (mice, rats), and Cricetidae (voles, lemmings). Nineteen oocyst morphotypes were observed, of which 10 were consistent with descriptions of known coccidia species from murid hosts, 8 were similar to oocysts described previously from other genera than those in which they are found here (and are called Eimeria species 1-8), and 1 is described as new. In the Dipodidae, all from Alaska, 0/15 Zapus hudsonius had coccidian oocysts in their feces when examined. In the Erethizontidae, all from Alaska, 0/5 Erethizon dorsatum had oocysts when examined. In the Muridae, all from Russia, 0/5 Apodemus peninsulae had oocysts when examined. In the Cricetidae from Alaska, we found the following infections: 15/72 (21%) Lemmus trimucronatus,/i\u3e (Eimeria spp. 3, 4, 5); 10/29 (34%) Microtus longicaudus (Eimeria saxei, Eimeria wenrichi); 41/88 (47%) Microtus miurus (Eimeria coahiliensis, Eimeria ochrogasteri, Eimeria saxei, Eimeria wenrichi); 278/405 (68%) Microtus oeconomus (E. ochrogasteri, E. saxei, E. wenrichi); 116/159 (73%) Microtus pennsylvanicus (E. saxei, E. wenrichi); 9/52 (17%) Microtus xanthognathus (E. wenrichi); 218/699 (31%) Myodes rutilus (Eimeria cernae, Eimeria gallati, Eimeria marconii, Isospora clethrionomydis, Isospora clethrionomysis, and a new Eimeria species); 34/187 (18%) Synaptomys borealis (Eimeria spp. 6, 7, 8, Eimeria synaptomys). In the Cricetidae from Siberia, we found the following infections: 5/24 (21%) Alticola macrotis (Eimeria spp.1, 2); 0/5 Dicrostonyx torquatus; 1/11 (9%) Lemmus lemmus (Eimeria sp. 3); 30/48 (52%) Mi. oeconomus (E. saxei, E. wenrichi); 5/53 (9%) Myodes rufocanus (E. cernae, E. gallati, I. clethrionomydis, the new Eimeria sp.); 21/85 (25%) Myodes rutilus (E. cernae, E. gallati, E. marconii, the new Eimeria sp.); 0/8 Myopus schisticolor. Oocysts of the new species, found in both My. rutilus (Alaska, Siberia) and My. rufocanus (Siberia), are ellipsoidal with a striated outer wall and measured 30.6 × 20.5 (27–33 × 19–23) μm; micropyle and oocyst residuum absent, but a polar granule is present. Sporocysts are ellipsoidal, 14.5 × 9.1 (13–16 × 8–10) μm; Stieda body, sub-Stieda body and sporocyst residuum are present
