    The new Spanish Autonomous Communities fiscal stability framework

    From to beginning of year 2002, the Spanish Autonomous Communities (CC. AA.) fiscal performance is conditioned by a new legal framework compounded from the financial agreement and the legislation on budget stability. This new framework implies a change in the CC. AA. fiscal behaviour. Are the CC. AA. ready to provide its citizens the public services they demand and fulfil its fiscal stability commitments? Are all the CC. AA. in the same position? Using political economic models and data on past budget execution, this paper is aimed at shedding light over the factors that jeopardize the CC.     Stability of Feverfew and its Active Principle Parthenolide: An Elusive Antimigraine Herbal Medicine

    Background Feverfew is a traditional herbal remedy for the relief of arthritis, migraine, toothache, and menstrual difficulties. It is widely accepted that parthenolide, a sesquiterpene lactone, is its main active principle. However, the decrease of parthenolide in commercial preparations is a well-known process with no technical solution so far. Aims To review the evidence for the mechanism of the degradation of parthenolide and similar sesquiterpene lactones. Methods Systematic review. Results and Conclusion In conclusion, and without discarding any degradation of parthenolide into non-identifiable fragments, the fate of this compound in dry, powdered feverfew is to undergo a covalent binding to plant proteins resulting in a biologically inactive adduct - in accordance with the direct and indirect data found in the literature. This process seems to be virtually unstoppable, and temperature and light do not seem to be playing a significant role under normal storage conditions according to some authors. In the presence of a high level of humidity, parthenolide may undergo an acid-induced cyclisation giving rise to a guaianolide-type sesquiterpene lactone, a class of compound that is commonly found in Feverfew. Microbial degradations are not likely to play an important role if the formulation complies with Pharmacopoeial microbiological quality requirements. The experimental and clinical data in the literature do not report on any increase in the toxicity of stored feverfew.&nbsp

    Incremental learning of skills in a task-parameterized Gaussian Mixture Model

Some of them allow the generalization of tasks through parameters, although they require new training when trajectories different from the ones used to estimate the model need to be added. One of the ways to re-train a robot is by incremental learning, which supplies additional information of the task and does not require teaching the whole task again. The present study proposes three techniques to add trajectories to a previously estimated task-parameterized Gaussian mixture model. The first technique estimates a new model by accumulating the new trajectory and the set of trajectories generated using the previous model. The second technique permits adding to the parameters of the existent model those obtained for the new trajectories. The third one updates the model parameters by running a modified version of the Expectation-Maximization algorithm, with the information of the new trajectories. The techniques were evaluated in a simulated task and a real one, and they showed better performance than that of the existent model.Peer ReviewedPostprint (author's final draft

El índice de impacto se considera medida de calidad científico-académica de una revista y se basa en el reconocimiento de otros científicos a la validez de los trabajos publicados en la misma. Muchas revistas cuentan con un cargo específico de Editor Científico, cuya misión es mantener e incrementar la calidad científica de la publicación, y cuyo éxito o fracaso es medido en última instancia por este baremo.     Electrospraying assisted by pressurized gas as an innovative high-throughput process for the microencapsulation and stabilization of docosahexaenoic acid-enriched fish oil in zein prolamine

    [EN] Zein, a prolamine obtained from maize, was employed to encapsulate a fish oil highly enriched with docosahexaenoic acid (DHA) by an innovative process termed electrospraying assisted by pressurized gas (EAPG). This technology combines high electric voltage with pneumatic spray to yield a high-throughput encapsulation process. Semi-spherical zein flowable capsules with mean sizes of 1.4 mu m containing the DHA-enriched fish oil were produced by EAPG from inert ethanol solutions at room conditions, presenting a high encapsulation efficiency. The oxidative stability tests carried out in the zein microcapsules obtained by EAPG showed that the DHA-enriched fish oil was efficiently protected over storage time. Sensory tests were also performed on fortified reconstituted milk with the freshly prepared zein/DHA-enriched fish oil microcapsules, suggesting negligible oxidation effects after 45 days. The results described herein indicate that EAPG is a promising innovative high-throughput electrospraying-based methodology for the encapsulation of bioactives and, therefore, the resultant DHA-enriched fish oil containing microcapsules can be industrially applied for the formulation of fortified foods. Industrial relevance: An innovative process, termed electrospraying assisted by pressurized gas (EAPG), is herein originally presented as a novel encapsulation methodology. This technology is based on the combination of high voltage and pneumatic spray, allowing the formation of microcapsules at room temperature conditions. Thus, EAPG shows a great deal of potential to encapsulate nutraceuticals and other bioactives that are sensitive to thermal degradation and/or oxidation.     Agent organisations: from independent agents to virtual organisations and societies of agents

    Real world applications using agent-based solutions can include many agents that needs to communicate and interact with each other in order to meet their objectives. In organisations; Agent open multi-agent systems, problems can include not only the organisation of a large number of agents, but can also be heterogeneous and of unpredictable provenance or behavior. An overview of the alternatives for dealing with these problems is presented, highlighting the way they try to solve or mitigate them. This approach allows the development of complex systems in which there are agents that show very different behaviours and that are able to adapt to unforeseen changes in the environment.     Photometry of the Type Ia Supernovae 1999cc, 1999cl, and 2000cf

    We present previously unpublished BVRI photometry of the Type Ia supernovae 1999cc and 2000cf along with revised photometry of SN 1999cl. We confirm that SN 1999cl is reddened by highly non-standard dust, with R_V = 1.55 +/- 0.08. Excepting two quasar-lensing galaxies whose low values of R_V are controversial, this is the only known object with a published value of R_V less than 2.0. SNe 1999cl and 2000cf have near-infrared absolute magnitudes at maximum in good agreement with other Type Ia SNe of mid-range decline rates.Comment: 28 pages, 5 figures, accepted for publication in the Astronomical Journal, 5 November 200

    PHYTOCHEMICAL FINGERPRINT AND BIOLOGICAL ACTIVITIES OF THREE MALAYSIAN FICUS DELTOIDEA CULTIVARS.

    Background Ficus deltoidea (Moraceae), is a Malay Traditional Medicine locally known as Mas Cotek. Three varieties (angustifolia, deltoidea and kunslerii) has been indictincty used.  Aims We here aim to better understand their chemistry and bioactivities to inform future scientific and agronomic research. Methods We extracted and analyzed samples from these varieties by HPTLC and HPLC-UV. The in vitro screening looked up to the scavenging activities against both DPPH and NO radicals, inhibitory activity upon tyrosinase and cytotoxicity against human prostate cancer cells PC3, DU145 and LNCaP using the sulforhodamine B proliferation assay and the MTT mitochondrial viability assay. Results We achieved to analytically differentiate the three varieties  in term of the presence of flavonoids, establishing that vitexin, orientin and isoorientin may act as intraspecific and interorgan phytomarkers Their biological activities point out to the antioxidant value of extracts from the deltoidea and kunslerii varieties whilst the inhibition of tyrosinase is only present in the roots extract of the var. deltoidea which here we show is also endowed with cytotoxic activity against prostate cancer cells. Conclusion We suggest that the three Malaysian Ficus deltoidea botanical varieties (angustifolia, deltoidea and kunslerii) can be also considered chemovars. The least bioactive chemovar was angustifolia. The most active extract was from the roots of var. deltoidea that shows antioxidant, antimelanogenic and cytotoxic potential.  Keywords: Chemotaxonomy; Prostate Cancer; Tyrosinase; Antioxidant; Ficus
