Software application programming interfaces (APIs), frameworks, and databases don’t always account for situations in which the rules for time zones and daylight saving time (DST) change. Software programmers frequently find dealing with dates, times, time-zone, and changes to DST rules to be unintuitive and error prone. This disclosure describes simple, intuitive techniques that enable developers to work with dates and times in a consistent manner free of unpredictable time or duration shifts. The disclosure defines primitive, derived, and chained date-times, notions incorporated transparently into the programming model that result in predictable date and time behavior under updates to time-zone rules

A nova África e o Brasil na era Lula : o renascimento da Política atlântica Brasileira

ABSTRACT: In the post-Cold War world, Africa has been an important focus of Brazilian foreign policy. Having a significant historical weight in building our nation, African countries are also part of the moves adopted by Brazil's foreign policy. The main purpose of the present text is to show this relevant regional dimension regarding Brazil's international insertion during the Lula era. The work is divided in two parts: the first part approaches Africa's international insertion throughout recent years and the second analyses the dimension occupied by African affairs in Brazil during the Lula era. The main argument is that the new role played by Africa in the international scene coincides with a global Brazil. __________________________________________________________________________________ RESUMONo mundo pós-Guerra Fria, a África tem tido um papel de destaque para política externa brasileira. Além de ter significativo peso histórico na formação da nação, os países africanos também são parte do movimento adotado pela política externa brasileira. O propósito central deste texto é mostrar essa dimensão regional relevante da inserção internacional do Brasil na era Lula. O trabalho está dividido em duas partes: a primeira versa sobre a inserção internacional da África em anos recentes e a segunda analisa a dimensão ocupada pelo continente na política externa brasileira. Construção e desconstrução do discurso culturalista na politica africana do Brasil

O objetivo deste texto é o de mostrar que, ao lado da formulação da política africana do Brasil (1961-hoje), foi construído um discurso para consumo interno e externo que visava apresentar a nova política como uma conseqüência natural dos séculos de contatos do Brasil com a África. Esse discurso, aqui definido como "culturalista", espraiou-se através da política externa do Brasil para a África ao longo dessas décadas. Além disso, ele construiu ilusões e ações que tornaram a política africana do Brasil um capítulo especial e distinto das demais políticas externas brasileiras. O texto está dividido em quatro partes. A primeira explora o próprio nascimento da política africana e do discurso culturalista. A segunda discute os conteúdos desse discurso e as ilusões engendradas por ele. A terceira mostra as diferentes acepções e usos do discurso culturalista ao longo das décadas em estudo, além da desconstrução do mesmo feita por setores marginais à diplomacia brasileira. Finalmente, na quarta parte, faz-se uma avaliação do discurso culturalista em suas vinculações com o universo dos interesses que o produziram

The influence of Motivations and Barriers in the Benefits. An empirical study of EMAS certified business in Spain

The main objective of this research is to analyze through a structured questionnaire, the influence of the motivations that lead companies to implement Eco-Management and Audit Scheme (EMAS) and the barriers found in the benefits perceived by companies, as well as, the degree of difficulty perceived for the implementation of the different requirements to be fulfilled, which are established in the regulation. An extensive review of the academic literature published on motivations, barriers, difficulties and benefits in environmental standards has been carried out in order to establish the working hypotheses which refer to the relationship between motivations, barriers with the benefits and degree of difficulty in implementing the requirements. The empirical investigation was carried out in a sample of 114 of the 255 companies of the Autonomous Community of Galicia (Spain) that have EMAS certification. The methodology used was the use of the application of a regression analysis to test the hypotheses; pre- viously the measurement scales were validated and an exploratory factorial analysis was applied in order to determine the structure of the different variables considered in the study. The results show that the motivations affect the benefits positively and on the contrary, affect the barriers negatively (reduce them) and it was observed that the greater the barriers, the lower the benefits obtained from the implementation of EMAS (negative influence).
