A regional perspective of the creative economy in Brazil

In a knowledge-based economy, initiatives based on the Creative Economy framework are supposed to promote regional economic diversification in developing countries. In Brazil, policy initiatives have focused on those activities with a view to design public policies oriented to reducing socio-economic and regional inequalities, as well as spreading those activities throughout the territory, especially towards less favored regions. Based on the Brazilian experience, this article discusses whether the pre-existing regional distribution of various types of creative activities favors or hinders the reduction of regional inequalities as a result of a policy focused on promoting creative activities and what actions could be adopted to achieve this result. Specifically, the paper discusses whether this expansion can promote an effective reduction of regional inequalities in terms of the number and quality of jobs and wage levels associated with those activities. The analysis suggests that the regional decentralization of creative activities towards less developed regions has been relatively limited in Brazil, as the more developed regions have remained more specialized in trades with higher digital and technological content, while the less developed regions have remained relatively more specialized in activities related to the cultural heritage. To reduce this imbalance, the support of local institutions and ST infrastructure related to creative activities appears to be very important, which points out to the relevance of comprehensive policies well-adapted to very diverse local realities. This effort should have the impact of new digital-based technologies converge with the strengthening of economic potential of local and regional cultural heritage, by enhancing professional qualification of workers devoted to those activities

PADRÕES DE RELACIONAMENTOS ENTRE GRUPOS DE PESQUISA E O SETOR PRODUTIVO DO BRASIL: UMA ANÁLISE MULTIVARIADA DOS TIPOS DE RELACIONAMENTO POR ÁREA DE CONHECIMENTO

This article aims to develop an analysis about universities-firms interaction in the Brazilian national system of innovation from the view of academic research group, disaggregated in different in knowledge areas. Some indexes are defined by a principal component analysis (PCA), comprising the interactions types in order to identify similarities and differences among the research areas which covers particularities of the Brazilian national system of innovation. The analysis shows that the types of interactions are very different to the research groups in Brazil and vary according to the area of knowledge in which they are inserted. The result shows that interaction in Brazil assumes many types and is also heterogeneous to different sciences. This point helps to qualify national system of science and technology besides particularities and guides policies that sire virtuous cycles.O artigo tem como objetivo realizar uma análise da interação entre universidade e empresa no sistema nacional de inovação brasileiro pela ótica dos grupos de pesquisa, separado em áreas do conhecimento. Para tanto, são definidos indicadores a partir da técnica de componente principal com o objetivo de analisar as semelhanças e diferenças entre as áreas de conhecimento dos tipos de interação que cubram as particularidades do sistema nacional de inovação brasileiro. A análise realizada demonstra que os tipos de interação são muito diversos para os grupos de pesquisa do Brasil e variam de acordo com a área de conhecimento na qual eles estão inseridos. Os resultados demonstram que a interação no Brasil assume várias formas e é heterogênea nas diferentes ciências. Esse ponto serve para qualificar o sistema de ciência e tecnologia nacional perante suas particularidades, além de guiar políticas que gerem ciclos virtuosos

Indicadores para a análise da dinâmica inovativa em arranjos produtivos locais: uma análise exploratória aplicada ao arranjo eletrometal-mecânico de Joinville/SC

Starting from the evidences of an updated literature about Local Production Systems, the paper tries to identify some indicators that can be used to analyze those agglomerations. The indicators were based on data collected from a questionnaire applied on a sample of 83 firms, with different sizes, inserted in the electrical and metal-mechanical agglomeration located in the region of Joinville-SC. The 24 indicators selected were divided in four groups, related with aspects of technological efforts, technological learning, technological cooperation and technological performance. The indicators were manipulated through the use of multivariate techniques, in order to identify the main factors that could be used to differentiate firms' capabilities and to generate different clusters comprising groups of enterprises in the agglomeration which similar characteristics regarding those factors. Moreover, the analysis performed also permits the identification of a core of dynamic firms that can stimulate the strengthening of technological capabilities in the agglomeration.A partir da recente literatura sobre arranjos produtivos locais, este trabalho procura construir indicadores para a análise destas aglomerações. Os indicadores foram elaborados com base em informações obtidas em questionário aplicado em campo, numa amostra de 83 empresas, dos mais diversos portes, atuando no arranjo eletrometal-mecânico da região de Joinville/SC. Os 24 indicadores selecionados foram divididos em quatro grupos relacionados ao esforço tecnológico, à aprendizagem tecnológica, à cooperação e ao desempenho tecnológico. Com base nos indicadores, procurou-se utilizar técnicas estatísticas de Análise Multivariada de modo a caracterizar os principais fatores que diferenciam as capacitações das firmas e a identificar os diversos agrupamentos de empresas no interior de um arranjo produtivo local. Com os resultados obtidos, foi possível identificar um núcleo de empresas dinâmicas que estimulam as capacitações tecnológicas do arranjo

Formas de aprendizagem e graus de inovação de produto no Brasil: uma análise exploratória dos padrões setoriais de aprendizagem

O objetivo do artigo é ampliar a compreensão da dinâmica da inovação das firmas brasileiras. Para isso, indicadores de tipos de aprendizagem e graus de inovação foram construídos, e suas relações testadas econometricamente. Dentre os resultados, além de diferenças setoriais significativas, destacamos: (i) que inovações de maior grau decorrem de formas de aprendizagem que combinam conhecimentos codificados (como os advindos das fontes avançadas de C&T) com tácitos (frutos de interação com clientes, por exemplo); (ii) que as inovações de menor grau derivam, quase que exclusivamente, da aprendizagem de conhecimentos tácitos e, que, (iii) os clientes são sempre fontes importantes aos processos de inovação. Desta última constatação, levantamos a hipótese de que a limitada dinâmica inovadora das firmas brasileiras pode ser explicada por um aprisionamento à qualidade das demandas de seus clientes. O estímulo às exportações é a principal recomendação de política derivada, por admitir-se que clientes mais sofisticados poderão induzir trajetórias tecnológicas mais promissoras

ESFORÇOS DE APRENDIZAGEM NA INDÚSTRIA BRASILEIRA: UMA ANÁLISE EXPLORATÓRIA DE DADOS SETORIAIS DA PINTEC

Through a evolucionary/neoschumpeterian perspective, this article identifies and analyses recent efforts of learning in Brazilian industry. For that, we applied two techniques of multivariate statistical analysis, on a group of indicators built starting from the Brazilian Innovation Survey (PINTEC II) of the Brazilian Institute of Geografy and Statistics, regarding the innovative expenditure of the firms, and to the given relevance for the firms to sources of information and the cooperation forms used in its learning processes.O artigo identifica e analisa esforços de aprendizagem na indústria brasileira, no início da década atual, sob a perspectiva evolucionária/neoschumpeteriana. Para isso, são aplicadas duas técnicas de análise estatística multivariada, sobre um conjunto de indicadores construídos a partir da Pesquisa de Inovação Tecnológica do Instituto Brasileiro de Geografia e Estatística (PINTEC II), referentes ao dispêndio inovador das firmas, à relevância dada pelas firmas às fontes de informação e às formas de cooperação utilizadas em seus processos de aprendizagem. Os resultados revelaram quatro grupos de setores distintos segundo a intensidade da aprendizagem via: (i) interação e cooperação, (ii) dos dispêndios em atividades de inovação e (iii) dos dispêndios em P&D ocasional
