    Resolving land tenure security is essential to deliver forest restoration

    Tropical countries are making ambitious commitments to Forest Landscape Restoration with the aim of locking up carbon, conserving biodiversity and benefiting local livelihoods. However, global and national analyses of restoration potential frequently ignore socio-legal complexities which impact both the effectiveness and equitability of restoration. We show that areas with the highest restoration potential are disproportionately found in countries with weak rule of law and frequently in those with substantial areas of unrecognized land tenure. Focusing on Madagascar, at least 67% of the areas with highest restoration potential must be on untitled land, where tenure is often unclear or contested, and we show how unresolved tenure issues are one of the most important limitations on forest restoration. This is likely to be a bigger problem than currently recognized and without important efforts to resolve local tenure issues, opportunities to equitably scale up forest restoration globally are likely to be significantly over-estimated.UK Government’s Foreign, Commonwealth & Development OfficeEuropean Unio

    Lois et rĂšglements sur la faune sauvage Ă  Madagascar : ProgrĂšs accomplis et besoins du futur

    In many countries wildlife species are threatened by hunting for meat or collection for the pet trade. Wildlife laws which control where these activities can occur, limit the timing of exploitation, or provide strict protection for some species are therefore an important component of the conservation strategy. However it is important that these wildlife laws reflect the ecology and threat status of the species concerned, and that they are aligned with any relevant international conventions. In this article we discuss the legal framework for exploiting and protecting tetrapod species in Madagascar. We review the 2006 update to wildlife legislation with respect to international treaties, other national legislation and the IUCN Red List of Threatened Species. We also present a summary of the different categories of hunting (sport, commercial, scientific, and subsistence) and the control of hunting in protected areas. Madagascar has a sound legal framework for the use and protection of wildlife and the classification of species into protected, pest and legally hunted is clear and mostly fits well with the species’ classification according to the IUCN Red List and CITES. A revision of the protected species list managed is needed however to (i) include marine mammals that are protected by fisheries law and the Convention on Migratory Species and to (ii) better reflect the rights of people whose livelihoods rely heavily on the income or protein derived from hunting animals. Renewed effort to communicate and enforce wildlife legislation is needed, especially regarding the illegal hunting and export of protected species. This would also support the ongoing initiative to expand the protected area system and could be integrated into a revised National Biodiversity Strategy and Action Plan that Madagascar should produce for 2011-2020 as part of its commitment to implementing the Convention on Biological Diversity. RÉSUMÉLes lois et rĂšglements dĂ©terminant les niveaux de protection des espĂšces de la faune et de la flore sauvages sont des indicateurs importants de l’importance qu’accorde un pays Ă  la conservation de sa biodiversitĂ©.     Protecting Quantum Information Encoded in Decoherence Free States Against Exchange Errors

    The exchange interaction between identical qubits in a quantum information processor gives rise to unitary two-qubit errors. It is shown here that decoherence free subspaces (DFSs) for collective decoherence undergo Pauli errors under exchange, which however do not take the decoherence free states outside of the DFS.     Can majority support save an endangered language? A case study of language attitudes in Guernsey

    Many studies of minority language revitalisation focus on the attitudes and perceptions of minorities, but not on those of majority group members. This paper discusses the implications of these issues, and presents research into majority andf minority attitudes towards the endangered indigenous vernacular of Guernsey, Channel Islands. The research used a multi-method approach (questionnaire and interview) to obtain attitudinal data from a representative sample of the population that included politicians and civil servants (209 participants). The findings suggested a shift in language ideology away from the post-second world war ‘culture of modernisation’ and monolingual ideal, towards recognition of the value of a bi/trilingual linguistic heritage. Public opinion in Guernsey now seems to support the maintenance of the indigenous language variety, which has led to a degree of official support.     Qualitative and Quantitative Evidence on the True Local Welfare Costs of Forest Conservation in Madagascar: Are Discrete Choice Experiments a Valid ex ante Tool?

    Protected areas may impose local welfare costs through the enforcement of use restrictions. Predicting their welfare impacts before their establishment could help with the design of compensation schemes. Discrete choice experiments (DCEs) are increasingly used for ex ante evaluations but their validity is largely untested in low-income settings. Using a case study of a new REDD+ (Reducing Emissions from Deforestation and forest Degradation) project in eastern Madagascar, we explore the validity of DCEs in two ways: (i) whether the estimates of welfare costs derived from DCE are affected by respondents’ prior experience of conservation (ii) whether DCE results have high theoretical and content validity. We surveyed households who have varying degrees of experience of restrictions to swidden agriculture. We also qualitatively debriefed a sub-sample of respondents to better understand their thought processes. Latent class analysis shows that DCE outcomes vary with conservation experience. Households more experienced with forest protection are less willing to trade-off rights to clear forest for swidden agriculture with any compensatory interventions whereas less experienced households highly favor support for alternative agricultural techniques and a secure right to clear one hectare of forest. Although the results show apparent non-attendance to some attributes (e.g., cash payments), qualitative debriefings suggest that respondents infact do expect relatively low or no utility from the given attributes and hence have theoretically valid preferences. Similarly, the DCE has generally high content validity. Although DCE can elicit current preferences in this context, using ex ante DCE to estimate the welfare costs of such a long-term intervention requires caution. We conclude that it is difficult to robustly estimate compensation in advance of an intervention, there is therefore a need to rethink conservation approaches, and the feasibility of achieving fair compensations for conservation-imposed restrictions

    Training future generations to deliver evidence‐based conservation and ecosystem management

To be effective, the next generation of conservation practitioners and managers need to be critical thinkers with a deep understanding of how to make evidence-based decisions and of the value of evidence synthesis. 2. If, as educators, we do not make these priorities a core part of what we teach, we are failing to prepare our students to make an effective contribution to conservation practice. 3. To help overcome this problem we have created open access online teaching materials in multiple languages that are stored in Applied Ecology Resources. So far, 117 educators from 23 countries have acknowledged the importance of this and are already teaching or about to teach skills in appraising or using evidence in conservation decision-making. This includes 145 undergraduate, postgraduate or professional development courses. 4. We call for wider teaching of the tools and skills that facilitate evidence-based conservation and also suggest that providing online teaching materials in multiple languages could be beneficial for improving global understanding of other subject areas

    Nature documentaries and saving nature: Reflections on the new Netflix series Our Planet

    Netflix recently launched its high‐profile nature documentary Our Planet. Voiced by Sir David Attenborough in English (with Salma Hayek, Penelope Cruz and other Hollywood actors voicing versions simultaneously released in 10 other languages), Netflix are making a clear play for core BBC territory. However, they claim that this is a nature documentary with a difference as it puts the threats facing nature front and center to the narrative. We coded the scripts of Our Planet, and those of three recent Attenborough‐voiced BBC documentaries, to explore the extent to which threats (and conservation action and success) are discussed. The only other series which comes close to the frequency with which these issues are discussed is Blue Planet II, but Our Planet is unique in weaving discussion of these issues throughout all episodes rather than keeping them to a dedicated final episode. However, although Our Planet sounds different to other documentaries, the visuals are very similar. Nature is still mostly shown as pristine, and the presence or impacts of people on the natural world very seldom appear. We discuss the potential consequences of nature documentaries erasing humans from the land/seascape. We also discuss the mechanisms by which nature documentaries may have a positive impact on conservation. Despite links between information provision and behaviour change being complex and uncertain, nature documentaries may, at least in theory, elicit change in a number of ways. They may increase willingness amongst viewers to make personal lifestyle changes, increase support for conservation organizations, and generate positive public attitudes and subsequently social norms towards an issue, making policy change more likely. Netflix is certainly bringing biodiversity and the threats it faces into the mainstream, but the mechanisms by which viewing these representations translates to concrete behaviour change are poorly understood. Increasing interest in robust impact evaluation, integrating qualitative and quantitative methods, means the time is right to explore how both showing nature on screens and talking about the threats it faces, affects people in ways which might, ultimately, contribute to saving it

    HST/NICMOS Observations of NGC 1333: The Ratio of Stars to Sub-Stellar Objects

    We present an analysis of NICMOS photometry and low-resolution grism spectroscopy of low-mass stars and sub-stellar objects in the young star-forming region NGC 1333. Our goal is to constrain the ratio of low-mass stars to sub- stellar objects down to 20 Mjup in the cluster as well as constrain the cluster IMF down to 30 Mjup in combination with a previous survey of NGC 1333 by Wilking et al. Our survey covers 4 fields of 51.2" x 51.2", centered on brown dwarf candidates previously identified in Wilking et al. We extend previous work based on the use of a water vapor index for spectral typing to wavelengths accessible with NICMOS on the HST. Spectral types were derived for the 14 brightest objects in our fields, ranging from <M0 - M8, which at the age of the cluster (0.3 Myr) corresponds to a range in mass of >0.25 - 0.02 Msun. In addition to the spectra, we present an analysis of the color-magnitude diagram using pre-main sequence evolutionary models of D'Antona & Mazzitelli. Using an extinction-limited sample, we derive the ratio of low-mass stars to brown dwarfs. Comparisons of the observed ratio to that expected from the field IMF of Chabrier indicate that the two results are consistent. We combine our data with that of Wilking et al. to compute the ratio of intermediate-mass stars (0.1 - 1.0 Msun) to low-mass objects (0.03 - 0.1 Msun) in the cluster. We also report the discovery of a faint companion to the previously confirmed brown dwarf ASR 28, as well as a possible outflow surrounding ASR 16. If the faint companion is confirmed as a cluster member, it would have a mass of ~ 5 Mjup (mass ratio 0.15) at a projected distance of 350 AU, similar to 2MASS 1207-3923 B.Comment: 33 pages, 6 figures, accepted for publication by A
