    Victims and the sentencing process: developing participatory rights?

    Recent years have seen a number of developments pertaining to the notion that victims should be afforded a ‘voice’ in the criminal justice system. The theoretical and structural parameters of the adversarial system are not, however, conducive to exercising such a role. For many, conferring procedural rights on victims jeopardises the due process rights of the accused, as well as the public nature of the criminal justice system. In light of the recent decision to roll out the ‘Victims' Focus Scheme’ across England and Wales, this paper explores a number of issues of principle that arise – not least the deeper policy implications of an apparent re-alignment of the normative parameters of the criminal justice system to incorporate the private interests of third parties

    Imaging IR spectrometer, phase 2

    The development is examined of a prototype multi-channel infrared imaging spectrometer. The design, construction and preliminary performance is described. This instrument is intended for use with JPL Table Mountain telescope as well as the 88 inch UH telescope on Mauna Kea. The instrument is capable of sampling simultaneously the spectral region of 0.9 to 2.6 um at an average spectral resolution of 1 percent using a cooled (77 K) optical bench, a concave holographic grating and a special order sorting filter to allow the acquisition of the full spectral range on a 128 x 128 HgCdTe infrared detector array. The field of view of the spectrometer is 0.5 arcsec/pixel in mapping mode and designed to be 5 arcsec/pixel in spot mode. The innovative optical design has resulted in a small, transportable spectrometer, capable of remote operation. Commercial applications of this spectrometer design include remote sensing from both space and aircraft platforms as well as groundbased astronomical observations

    Understanding the magnetic resonance spectrum of nitrogen vacancy centers in an ensemble of randomly-oriented nanodiamonds

    Nanodiamonds containing nitrogen vacancy (NV-) centers show promise for a number of emerging applications including targeted in vivo imaging and generating nuclear spin hyperpolarization for enhanced NMR spectroscopy and imaging. Here, we develop a detailed understanding of the magnetic resonance behavior of NV- centers in an ensemble of nanodiamonds with random crystal orientations. Two-dimensional optically detected magnetic resonance spectroscopy reveals the distribution of energy levels, spin populations, and transition probabilities that give rise to a complex spectrum. We identify overtone transitions that are inherently insensitive to crystal orientation and give well-defined transition frequencies that access the entire nanodiamond ensemble. These transitions may be harnessed for high-resolution imaging and generation of nuclear spin hyperpolarization. The data are well described by numerical simulations from the zero- to high-field regimes, including the intermediate regime of maximum complexity. We evaluate the prospects of nanodiamond ensembles specifically for nuclear hyperpolarization and show that frequency-swept dynamic nuclear polarization may transfer a large amount of the NV- center's hyperpolarization to nuclear spins by sweeping over a small region of its spectrum.Comment: 6 pages, 5 figure
