Federal Research, Additional Actions Needed to Improve Public Access to Research Results: Report to Congressional Requesters [with Responses from Federal Agencies]
Why GAO Did This Study Research and development helps catalyze breakthroughs that improve the overall health and wellbeing of our society. Federal research and development expenditures averaged about 100 million in annual research and development expenditures to develop a plan to support increased public access to the results of federally funded research.
GAO was asked to examine public access to federally funded research results. This report examines the extent of agenciesâ (1) progress implementing plans to increase public access to federally funded research results and (2) coordination on public access plan implementation. GAO administered a questionnaire to 19 federal agencies selected based on annual research and development expenditure amounts, among other criteria; reviewed agency documents; and interviewed officials from 11 agencies, OSTP, and 21 stakeholder organizations.
What GAO Found
The 19 agencies that GAO reviewed have made progress implementing their plans to increase public access to federally funded research results (publications and data), as called for in a 2013 Office of Science and Technology Policy (OSTP) memorandum. However, some agencies have not fully implemented some aspects of their plans, in particular those related to data access and mechanisms to ensure researchers comply with public access requirements.
Agencies are coordinating with each other and with nonfederal stakeholders to implement public access plans, including through an interagency group led by OSTP and five other agencies. However, the group has not fully implemented selected leading practices identified by GAO that can enhance and sustain interagency collaboration, such as defining and articulating common outcomes. For example, according to OSTP staff, key outcomes have not yet been decided upon. Agency officials and stakeholders identified several challenges to implementing public access plans that interagency coordination might help them address, such as
âą Absence of common standards in several areas;
âą Measuring effectiveness of public access plan implementation; and
âą Balancing providing public access with safeguarding sensitive information.
By taking steps to fully implement relevant leading collaboration practices, the interagency group could help agencies better marshal their collective efforts to address common challenges to public access plan implementation.
What GAO Recommends
GAO is making 37 recommendations to 16 agencies to promote full and effective implementation of agency public access plans. For example, GAO recommends that OSTP and 5 agencies leading a public access interagency group take steps to fully implement selected leading collaboration practices. Of the 16 agencies, 15 agreed with GAOâs recommendations while 1 (OSTP) disagreed. GAO continues to believe the recommendation to OSTP is warranted
Franchises lost and gained: post-coloniality and the development of womenâs rights in Canada
The Canadian constitution is to some extent characterised by its focus on equality, and in particular gender equality. This development of womenâs rights in Canada and the greater engagement of women as political actors is often presented as a steady linear process, moving forwards from post-enlightenment modernity. This article seeks to disturb this âdiscourse of the continuous,â by using an analysis of the pre-confederation history of suffrage in Canada to both refute a simplistic linear view of womenâs rights development and to argue for recognition of the Indigenous contribution to the history of womenâs rights in Canada.
The gain of franchise and suffrage movements in Canada in the late nineteenth and early twentieth century are, rightly, the focus of considerable study (Pauker 2015), This article takes an alternative perspective. Instead, it examines the exercise of earlier franchises in pre-confederation Canada. In particular it analyses why franchise was exercised more widely in Lower Canada and relates this to the context of the removal of franchises from women prior to confederation
Assessment of Brain Age in Posttraumatic Stress Disorder: Findings from the ENIGMA PTSD and Brain Age Working Groups
Background
Posttraumatic stress disorder (PTSD) is associated with markers of accelerated aging. Estimates of brain age, compared to chronological age, may clarify the effects of PTSD on the brain and may inform treatment approaches targeting the neurobiology of aging in the context of PTSD. Method
Adult subjects (N = 2229; 56.2% male) aged 18â69 years (mean = 35.6, SD = 11.0) from 21 ENIGMA-PGC PTSD sites underwent T1-weighted brain structural magnetic resonance imaging, and PTSD assessment (PTSD+, n = 884). Previously trained voxel-wise (brainageR) and region-of-interest (BARACUS and PHOTON) machine learning pipelines were compared in a subset of control subjects (n = 386). Linear mixed effects models were conducted in the full sample (those with and without PTSD) to examine the effect of PTSD on brain predicted age difference (brain PAD; brain age â chronological age) controlling for chronological age, sex, and scan site. BrainageR most accurately predicted brain age in a subset (n = 386) of controls (brainageR: ICC = 0.71, R = 0.72, MAE = 5.68; PHOTON: ICC = 0.61, R = 0.62, MAE = 6.37; BARACUS: ICC = 0.47, R = 0.64, MAE = 8.80). Using brainageR, a three-way interaction revealed that young males with PTSD exhibited higher brain PAD relative to male controls in young and old age groups; old males with PTSD exhibited lower brain PAD compared to male controls of all ages. Discussion
Differential impact of PTSD on brain PAD in younger versus older males may indicate a critical window when PTSD impacts brain aging, followed by age-related brain changes that are consonant with individuals without PTSD. Future longitudinal research is warranted to understand how PTSD impacts brain aging across the lifespan
An Ultra-short Period Rocky Super-Earth with a Secondary Eclipse and a Neptune-like Companion around K2-141
Ultra-short period (USP) planets are a class of low mass planets with periods
shorter than one day. Their origin is still unknown, with photo-evaporation of
mini-Neptunes and in-situ formation being the most credited hypotheses.
Formation scenarios differ radically in the predicted composition of USP
planets, it is therefore extremely important to increase the still limited
sample of USP planets with precise and accurate mass and density measurements.
We report here the characterization of an USP planet with a period of 0.28 days
around K2-141 (EPIC 246393474), and the validation of an outer planet with a
period of 7.7 days in a grazing transit configuration. We derived the radii of
the planets from the K2 light curve and used high-precision radial velocities
gathered with the HARPS-N spectrograph for mass measurements. For K2-141b we
thus inferred a radius of and a mass of
, consistent with a rocky composition and lack of a thick
atmosphere. K2-141c is likely a Neptune-like planet, although due to the
grazing transits and the non-detection in the RV dataset, we were not able to
put a strong constraint on its density. We also report the detection of
secondary eclipses and phase curve variations for K2-141b. The phase variation
can be modeled either by a planet with a geometric albedo of in
the Kepler bandpass, or by thermal emission from the surface of the planet at
3000K. Only follow-up observations at longer wavelengths will allow us to

Remodeling of the Cortical Structural Connectome in Posttraumatic Stress Disorder:Results from the ENIGMA-PGC PTSD Consortium
BACKGROUND: Posttraumatic stress disorder (PTSD) is accompanied by disrupted cortical neuroanatomy. We investigated alteration in covariance of structural networks associated with PTSD in regions that demonstrate the case-control differences in cortical thickness (CT) and surface area (SA). METHODS: Neuroimaging and clinical data were aggregated from 29 research sites in >1,300 PTSD cases and >2,000 trauma-exposed controls (age 6.2-85.2 years) by the ENIGMA-PGC PTSD working group. Cortical regions in the network were rank-ordered by effect size of PTSD-related cortical differences in CT and SA. The top-n (n = 2 to 148) regions with the largest effect size for PTSD > non-PTSD formed hypertrophic networks, the largest effect size for PTSD < non-PTSD formed atrophic networks, and the smallest effect size of between-group differences formed stable networks. The mean structural covariance (SC) of a given n-region network was the average of all positive pairwise correlations and was compared to the mean SC of 5,000 randomly generated n-region networks. RESULTS: Patients with PTSD, relative to non-PTSD controls, exhibited lower mean SC in CT-based and SA-based atrophic networks. Comorbid depression, sex and age modulated covariance differences of PTSD-related structural networks. CONCLUSIONS: Covariance of structural networks based on CT and cortical SA are affected by PTSD and further modulated by comorbid depression, sex, and age. The structural covariance networks that are perturbed in PTSD comport with converging evidence from resting state functional connectivity networks and networks impacted by inflammatory processes, and stress hormones in PTSD
