    A concept of injecting compounds into the exhaust cloud was proposed to neutralize the acidic nature of the low-level stabilized ground cloud (SGC) was studied. The potential Inadvertent Weather Modification caused by exhaust cloud characteristics from three hours to seven days after launch was studied. Possible effects of the neutralized SGC in warm and cloud precipitation processes were discussed. Based on a detailed climatology of the Florida Peninsula, the risk for weather modification under a variety of weather situations was assessed

    Based on the climatology of the Florida Peninsula, we assessed the risk for weather modification. Certain weather situations warrant launch rescheduling because of the risk of possible impact on hurricanes, hail formation and lightning activity, strong wind developments, and intensification of high rainfall rates. The cumulative effects of 40 launches per year on weather modification were found to be insignificant

    Theory and observations of ice particle evolution in cirrus using Doppler radar: evidence for aggregation

    Vertically pointing Doppler radar has been used to study the evolution of ice particles as they sediment through a cirrus cloud. The measured Doppler fall speeds, together with radar-derived estimates for the altitude of cloud top, are used to estimate a characteristic fall time tc for the `average' ice particle. The change in radar reflectivity Z is studied as a function of tc, and is found to increase exponentially with fall time. We use the idea of dynamically scaling particle size distributions to show that this behaviour implies exponential growth of the average particle size, and argue that this exponential growth is a signature of ice crystal aggregation.Comment: accepted to Geophysical Research Letter

    Localism and energy: Negotiating approaches to embedding resilience in energy systems

    Tensions are evident in energy policy objectives between centralised top-down interconnected energy systems and localised distributed approaches. Examination of these tensions indicates that a localised approach can address a systemic problem of interconnected systems; namely vulnerability. The challenge for energy policy is to realise the interrelated goals of energy security, climate and environmental targets and social and economic issues such as fuel poverty, whilst mitigating vulnerability. The effectiveness of conventional approaches is debateable. A transition to a low carbon pathway should focus on resilience, counter to vulnerability. This article draws from on-going work which evaluates the energy aspects of a Private Finance Initiative (PFI) project to refurbish and re-build a local authority’s entire stock of sheltered accommodation to high environmental standards. Initial findings suggest that whereas more conventional procurement processes tend to increase systemic vulnerability, a user focussed process driven through PFI competitive dialogue is beginning to motivate some developers to adopt innovative approaches to energy system development. Conceptually these findings strongly suggest that embedding ‘Open Source’ principles in energy system development acts to work against systemic vulnerabilities by embedding resilience

    States are at the forefront of climate-related energy policy in the US, developing innovative policy and regional institutions for reducing carbon dioxide and other greenhouse gases. States matter because the larger ones use more energy and produce more carbon emissions than most nations and because their policies, though heterogeneous and until recently quite limited in scope, are shaping the context for national climate action. Despite this significance, little is known about trends in state carbon emissions or the effectiveness of state policies in reducing emissions. This paper describes a framework for analyzing and comparing state carbon emissions performance using sectoral indicators of emissions, energy consumption and carbon intensity linked to key policy domains. The paper also describes the range of state experience across indicators during the period 1990-2001, establishing a baseline of leading, lagging and average experience against which future state and regional change can be assessed. The conceptual framework and the empirical analysis of emission trends are intended to provide a better understanding of, and means for monitoring, state contributions toward achieving energy system sustainability.

    This paper examines sustainability transition dynamics in the US electricity system, drawing on the socio-technical systems approach. We view system change as unfolding along several critical dimensions and geographical scales, including dynamics in the environment, science, civil society, discourse, and state regulatory institutions, as well as in capital and technology formations. A particular emphasis is given to the interaction of discourses, policy networks, and institutions. We trace four distinct regimes which have characterized the evolution of this discourse-network-institutional nexus over the last century. The research examines dynamics that present a challenge to the incumbent energy regime based on fossil fuels, nuclear and hydropower, and demonstrates how the actor-network supporting renewables and energy efficiency has grown stronger and more capable of moving toward a sustainability transition than at any time since the sustainable energy movement began a generation ago.socio-technical systems; sustainability transition; technological change; electricity systems; energy policy
