Do only big cities innovate? : technological maturity and the location of innovation
Innovation enhances economic performance. High rates of innovation are associated with high rates of productivity growth, and faster productivity growth leads to higher real wages and improvements in standards of living. Consequently, many local policymakers are eager to encourage higher rates of innovation in their areas. Theoretical and empirical studies of the geography of innovation find that relatively populous regions are the most conducive to innovative activity. Large and densely populated places offer more developed markets for the specialized inputs used in innovation. Populous places also offer innovators greater opportunities to learn from one another. On the surface, these findings seem to offer little hope to smaller, more sparsely populated regionsâplaces that would like to compete for innovative activity and the benefits of a knowledge economy. Are large populations a prerequisite for innovation? Orlando and Verba explore this common perception and find it is not always true. More populous regions dominate in relatively new technological fields, where innovations are more original. But less populous regions can compete in relatively mature technological fields, where innovations are more incremental. This finding should be of interest to research and development professionalsâand to policymakers who are seeking ways to enhance regional innovative activity.Cities and towns

Modeling industry 4.0 based fog computing environments for application analysis and deployment
The extension of the Cloud to the Edge of the network through Fog Computing can have a significant impact on the reliability and latencies of deployed applications. Recent papers have suggested a shift from VM and Container based deployments to a shared environment among applications to better utilize resources. Unfortunately, the existing deployment and optimization methods pay little attention to developing and identifying complete models to such systems which may cause large inaccuracies between simulated and physical run-time parameters. Existing models do not account for application interdependence or the locality of application resources which causes extra communication and processing delays. This paper addresses these issues by carrying out experiments in both cloud and edge systems with various scales and applications. It analyses the outcomes to derive a new reference model with data driven parameter formulations and representations to help understand the effect of migration on these systems. As a result, we can have a more complete characterization of the fog environment. This, together with tailored optimization methods than can handle the heterogeneity and scale of the fog can improve the overall system run-time parameters and improve constraint satisfaction. An Industry 4.0 based case study with different scenarios was used to analyze and validate the effectiveness of the proposed model. Tests were deployed on physical and virtual environments with different scales. The advantages of the model based optimization methods were validated in real physical environments. Based on these tests, we have found that our model is 90% accurate on load and delay predictions for application deployments in both cloud and edge
Extending political participation in China: new opportunities for citizens in the policy process

This paperâs contribution is to set out new mechanisms that enable Chinese citizens to evaluate government performance, contribute to decision-making, shape policy agendas and feed back on implementation. Based on fieldwork in the city of Hangzhou, we argue that the local party-state orchestrates citizen participation in the policy process, but members of the public nevertheless do have influence. Political participation is widening in China, but it is still controlled. It is not yet clearly part of a process of democratization, but it does establish the principle of citizen rights to oversee the government
Why do only some people who support parties actually join them? Evidence from Britain
What makes people join a political party is one of the most commonly studied questions in research on party members. Nearly all this research, however, is based on talking to people who have actually joined parties. This article simultaneously analyses surveys of members of political parties in Britain and surveys of non-member supporters of those same parties. This uniquely enables us to model the decision to join parties. The results suggest that most of the elements that constitute the influential âGeneral Incentives Modelâ are significant. But it also reveals that, while party supporters imagine that selective benefits, social norms and opposing rival partiesâ policies are key factors in membersâ decisions to join a party, those who actually do so are more likely to say they are motivated by attachments to their partyâs values, policies and leaders, as well as by an altruistic desire to support democracy more generally
