Controlling Stocks and Flows to Promote Quality: The Environment, With Applications to Physical and Human Capital
Our analysis melds two traditional approaches to promoting quality. The first is restoring the stock of quality. The second is curbing its flow of deterioration. Although both approaches are widely used in real world settings, analytic models have tended to focus on one strategy or the other. We consider a class of problems, which we call SFQ' problems, in which both stocks and flows can be controlled to promote quality. We develop our results in the context of environmental quality, drawing on real-world examples from atomic wastes to zebra mussels. But the lessons are general, and we show how they apply to promoting the quality of both physical and human capital. We first study optimal policies in the limiting cases when only abatement or restoration is possible. We then focus on the full SFQ world, where both approaches can be used. We show that the optimal policy employs both instruments. Moreover, when combined optimally, neither strategy takes the form it would in the absence of the other.

Long-term electrode behavior during treatment of arsenic contaminated groundwater by a pilot-scale iron electrocoagulation system.
Iron electrocoagulation (Fe-EC) is an effective technology to remove arsenic (As) from groundwater used for drinking. A commonly noted limitation of Fe-EC is fouling or passivation of electrode surfaces via rust accumulation over long-term use. In this study, we examined the effect of removing electrode surface layers on the performance of a large-scale (10,000 L/d capacity) Fe-EC plant in West Bengal, India. We also characterized the layers formed on the electrodes in active use for over 2 years at this plant. The electrode surfaces developed three distinct horizontal sections of layers that consisted of different minerals: calcite, Fe(III) precipitates and magnetite near the top, magnetite in the middle, and Fe(III) precipitates and magnetite near the bottom. The interior of all surface layers adjacent to the Fe(0) metal was dominated by magnetite. We determined the impact of surface layer removal by mechanical abrasion on Fe-EC performance by measuring solution composition (As, Fe, P, Si, Mn, Ca, pH, DO) and electrochemical parameters (total cell voltage and electrode interface potentials) during electrolysis. After electrode cleaning, the Fe concentration in the bulk solution increased substantially from 15.2 to 41.5 mg/L. This higher Fe concentration led to increased removal of a number of solutes. For As, the concentration reached below the 10 Όg/L WHO MCL more rapidly and with less total Fe consumed (i.e. less electrical energy) after cleaning (128.4 Όg/L As removed per kWh) compared to before cleaning (72.9 Όg/L As removed per kWh). Similarly, the removal of P and Si improved after cleaning by 0.3 mg/L/kWh and 1.1 mg/L/kWh, respectively. Our results show that mechanically removing the surface layers that accumulate on electrodes over extended periods of Fe-EC operation can restore Fe-EC system efficiency (concentration of solute removed/kWh delivered). Since Fe release into the bulk solution substantially increased upon electrode cleaning, our results also suggest that routine electrode maintenance can ensure robust and reliable Fe-EC performance over year-long timescales
Early stages of building a rare disease registry, methods and 2010 data from the Belgian Neuromuscular Disease Registry (BNMDR)
The Belgian Neuromuscular Disease Registry, commissioned in 2008, aims to collect data to improve knowledge on neuromuscular diseases and enhance quality health services for neuromuscular disease patients. This paper presents a clear outline of the strategy to launch a global national registry. All patients diagnosed with one of the predefined 62 neuromuscular disease groups and living in Belgium may be included in the yearly updated Registry. Basic core data is harvested through a newly designed web application by the six accredited neuromuscular reference centres. In 2010, 3,424 patients with a neuromuscular disorder were registered. The most prevalent disease group in the Registry is Hereditary Motor and Sensory Neuropathy, as similarly stated by other studies, albeit the prevalence in Belgium is five times lower: 6.5 per 100,000 in the north of Belgium, versus 17.0-41.0 per 100,000 in other areas of Europe. Very few patients were captured in the south of the country. With the aim to collect valuable epidemiological data, the registry targets to gather high quality data, that the sample to be representative of the population and that it be complete. The past 5 years of building the registry have improved its quality, albeit the consistent gap in data from the south of the country prevails, influencing the estimated prevalence of these diseases. To this day, the true burden of neuromuscular diseases in Belgium is not known but actions have been undertaken to address these issues
Highly efficient room temperature spin injection in a metal-insulator-semiconductor light emitting diode
We demonstrate highly efficient spin injection at low and room temperature in
an AlGaAs/GaAs semiconductor heterostructure from a CoFe/AlOx tunnel spin
injector. We use a double-step oxide deposition for the fabrication of a
pinhole-free AlOx tunnel barrier. The measurements of the circular polarization
of the electroluminescence in the Oblique Hanle Effect geometry reveal injected
spin polarizations of at least 24% at 80K and 12% at room temperature
Voltage controlled spin injection in a (Ga,Mn)As/(Al,Ga)As Zener diode
The spin polarization of the electron current in a
p-(Ga,Mn)As-n-(Al,Ga)As-Zener tunnel diode, which is embedded in a
light-emitting diode, has been studied theoretically. A series of
self-consistent simulations determines the charge distribution, the band
bending, and the current-voltage characteristics for the entire structure. An
empirical tight-binding model, together with the Landauer- Buttiker theory of
coherent transport has been developed to study the current spin polarization.
This dual approach allows to explain the experimentally observed high magnitude

Analysing Personal Characteristics of Lone-Actor Terrorists: Research Findings and Recommendations
This Research Note presents the outcome of a project that looked at the personal characteristics of lone-actor terrorists. It is part of the larger Countering Lone-Actor Terrorism (CLAT) project. The project described here aimed to improve understanding of, and responses to, the phenomenon of (potentially) violent lone-actors based on an analysis of 120 cases from across Europe. The Research Note focuses on the personal characteristics of lone-actor terrorists. First of all, it presents the main findings of the general analysis of the study into personal variables of lone-actor terrorists. Subsequently, the authors outline a set of recommendations based on the key findings. GP traineesâ perceptions on learning EBM using conversations in the workplace : a video-stimulated interview study
Background To be able to practice evidence-based medicine (EBM) when making decisions for individual patients, it is important to learn how to combine the best available evidence with the patient's preferences and the physician's clinical expertise. In general practice training, these skills can be learned at the workplace using learning conversations: meetings between the supervising general practitioner (GP) and GP trainee to discuss medical practice, selected topics or professional performance. This study aimed to give insight into the perceptions of GP trainees on their EBM learning processes during learning conversations. Methods We held semi-structured video-stimulated elicitation interviews (n = 22) with GP trainees affiliated to GP training institutes in the Netherlands and Belgium. GP trainees were shown fragments of their learning conversations, enabling reflection during the interview. Taking an inductive approach, interview recordings were transcribed verbatim and analysed with NVivo software. Results GP trainees perceived learning conversations as useful for learning and discussing EBM. Multiple EBM learning activities were identified, such as discussing evidence together, relating evidence to cases in daily practice and discussing the supervisor's experience and the specific local context in the light of what the evidence recommends. However, for learning to occur, trainees need and expect specific behaviour, both from their supervisors and themselves. Supervisors should supply well-substantiated answers that are applicable in practice and give the trainee confirmation. In turn, the trainee needs to prepare well in order to ask focused, in-depth questions. A safe space allowing equal and open discussion between trainee and supervisor is perceived as an essential context for optimal EBM learning. Conclusions Our findings show that trainees find learning conversations useful for EBM learning in general practice. To bring EBM learning to its full potential, attention should be paid to optimising the behavioural and contextual factors found relevant to enhancing EBM learning
Quantitative Study of Magnetotransport through a (Ga,Mn)As Single Ferromagnetic Domain
We have performed a systematic investigation of the longitudinal and
transverse magnetoresistance of a single ferromagnetic domain in (Ga,Mn)As. We
find that, by taking into account the intrinsic dependence of the resistivity
on the magnetic induction, an excellent agreement between experimental results
and theoretical expectations is obtained. Our findings provide a detailed and
fully quantitative validation of the theoretical description of
magnetotransport through a single ferromagnetic domain. Our analysis
furthermore indicates the relevance of magneto-impurity scattering as a
