    The NGO Coalition Against Impunity: A Forgotten Chapter in the Struggle Against Impunity

    As Latin American countries moved from military dictatorship to civilian government in the 1980s, a burning issue was how to deal with the massive repression and grave human rights violations of the recent past. Should there be an effort to hold perpetrators accountable, or simply ā€œturn the page?ā€ This article documents and analyzes the history of the NGO Coalition Against Impunity and its role in advocating for the United Nations (U.N.) to recognize impunityā€”or, the negation of accountabilityā€”as a serious human rights issue. The combined efforts of dedicated human rights leaders and organizations in Latin America, other NGOs such as Amnesty International and Human Rights Watch, and the Coalition spurred the U.N. and other bodies such as the Inter-American Commission on Human Rights to take up the issue of impunity in their documents and missions. The work of the Coalition is presented as an example of the incremental democratization of the United Nations system

    Large eddy simulation of free-surface flows

    This paper introduces and discusses numerical methods for free-surface flow simulations and applies a large eddy simulation (LES) based free-surface-resolved CFD method to a couple of flows of hydraulic engineering interest. The advantages, disadvantages and limitations of the various methods are discussed. The review prioritises interface capturing methods over interface tracking methods, as these have shown themselves to be more generally applicable to viscous flows of practical engineering interest, particularly when complex and rapidly changing surface topologies are encountered. Then, a LES solver that employs the level set method to capture free-surface deformation in 3-D flows is presented, as are results from two example calculations that concern complex low submergence turbulent flows over idealised roughness elements and bluff bodies. The results show that the method is capable of predicting very complex flows that are characterised by strong interactions between the bulk flow and the free-surface, and permits the identification of turbulent events and structures that would be very difficult to measure experimentally

    An Event-Triggered Programmable Prefetcher for Irregular Workloads

    Many modern workloads compute on large amounts of data, often with irregular memory accesses. Current architectures perform poorly for these workloads, as existing prefetching techniques cannot capture the memory access patterns; these applications end up heavily memory-bound as a result. Although a number of techniques exist to explicitly configure a prefetcher with traversal patterns, gaining significant speedups, they do not generalise beyond their target data structures. Instead, we propose an event-triggered programmable prefetcher combining the flexibility of a general-purpose computational unit with an event-based programming model, along with compiler techniques to automatically generate events from the original source code with annotations. This allows more complex fetching decisions to be made, without needing to stall when intermediate results are required. Using our programmable prefetching system, combined with small prefetch kernels extracted from applications, we achieve an average 3.0x speedup in simulation for a variety of graph, database and HPC workloads.</jats:p

    Mirizzi syndrome associated with hepatic artery pseudoaneurysm: a case report.

    INTRODUCTION: This is the first case report of Mirizzi syndrome associated with hepatic artery pseudoaneurysm. CASE PRESENTATION: A 54-year-old man presented with painful obstructive jaundice and weight loss. Computed tomography showed a hilar mass in the liver. Following an episode of haemobilia, angiography demonstrated a pseudoaneurysm of a branch of the right hepatic artery that was embolised. At surgery, a gallstone causing Mirizzi type II syndrome was found to be responsible for the biliary obstruction and a necrotic inflammatory mass and haematoma were found to be extending into the liver. The mass was debrided and drained, the obstructing stones removed and the bile duct drained with a t-tube. The patient made a full recovery. CONCLUSION: This case highlights another situation where there may be difficulty in differentiating Mirizzi syndrome from biliary tract cancer.Published versio

    Fast matrix computations for pair-wise and column-wise commute times and Katz scores

    We first explore methods for approximating the commute time and Katz score between a pair of nodes. These methods are based on the approach of matrices, moments, and quadrature developed in the numerical linear algebra community. They rely on the Lanczos process and provide upper and lower bounds on an estimate of the pair-wise scores. We also explore methods to approximate the commute times and Katz scores from a node to all other nodes in the graph. Here, our approach for the commute times is based on a variation of the conjugate gradient algorithm, and it provides an estimate of all the diagonals of the inverse of a matrix. Our technique for the Katz scores is based on exploiting an empirical localization property of the Katz matrix. We adopt algorithms used for personalized PageRank computing to these Katz scores and theoretically show that this approach is convergent. We evaluate these methods on 17 real world graphs ranging in size from 1000 to 1,000,000 nodes. Our results show that our pair-wise commute time method and column-wise Katz algorithm both have attractive theoretical properties and empirical performance.Comment: 35 pages, journal version of http://dx.doi.org/10.1007/978-3-642-18009-5_13 which has been submitted for publication.     Patenting and licensing of university research: promoting innovation or undermining academic values?

    Since the 1980s in the US and the 1990s in Europe, patenting and licensing activities by universities have massively increased. This is strongly encouraged by governments throughout the Western world. Many regard academic patenting as essential to achieve 'knowledge transfer' from academia to industry. This trend has far-reaching consequences for access to the fruits of academic research and so the question arises whether the current policies are indeed promoting innovation or whether they are instead a symptom of a pro-intellectual property (IP) culture which is blind to adverse effects. Addressing this question requires both empirical analysis (how real is the link between academic patenting and licensing and 'development' of academic research by industry?) and normative assessment (which justifications are given for the current policies and to what extent do they threaten important academic values?). After illustrating the major rise of academic patenting and licensing in the US and Europe and commenting on the increasing trend of 'upstream' patenting and the focus on exclusive as opposed to non-exclusive licences, this paper will discuss five negative effects of these trends. Subsequently, the question as to why policymakers seem to ignore these adverse effects will be addressed. Finally, a number of proposals for improving university policies will be made
