    Selection of quantitative and qualitative methods for comprehensive evaluation of PPP projects focusing on the Czech Republic

    The article deals with the theoretical back-ground and concepts providing the basis for the use of forms of financing and acquisition of public goods and services through partnerships between the public and the private sectors (public-private partnership – PPP). The aim of this article is to introduce a new original methodology using a selection of qualitative and quantitative methods for evaluating investments and to form a complex output that will clearly and distinctly testify about the appropriateness of using the PPP method. For this purpose, processes which are normally used for business valuation – generators of values, property valuation, yield valuation, valuation based on market analysis, are combined and incorporated/recast in the current assessment methodology, which is based on the Public Sector Comparator and determinants of value for money (VFM), are being used. Although this new methodology was developed in response to the problematic situation regarding PPP projects’ evaluation particularly in the Czech Republic, it can also be applied in other countries.</p

    Model strategy for village development in the Czech Republic

    The model strategies discussed in this article represent different ways of possible village development in the Czech Republic. We used typologies of strategies from business strategic management for their definition. Twenty municipalities, where structured interviews were carried out with their mayors, were chosen randomly from among 100 villages where a questionnaire survey was conducted in 2012 (Faltová Leitmanová, et al., 2012). Based on the qualitative analysis of the structured interview summaries, eight model strategies were ascertained. These include integration strategy, service differentiation, spending cuts, usage of municipal property, stabilization of village population, business support, fundraising, and identification of the inhabitants with the village (village pride). The most commonly applied model strategy is integration, followed by village population stabilization

    Abstract Dissertation deals with theoretical concepts and providing the basis for the use of forms of financing and acquisition of public goods and services through partnerships between the public and private sectors, as well as PPP (Public Private Partnership). Suitability PPP project in this work is assessed primarily in terms of developing a new methodology for evaluating projects. The theoretical part of the thesis aims to clarify the issue of PPPs in the context of regional and local regional development theories, principles and mechanisms of PPP legislative and institutional backing of the PPP, clarify the distinction between PPP and public procurement procedures and current assessment of PPP projects.     Government of Czech republic approved in May this year concession project in two pilot PPP projects, which opens up new possibilities of implementation and the provision of costly public goods in the Czech Republic. In his thesis, I will refer to the use of methods of public-private partnerships in the implementation of individual projects in the Czech Republic. In the theoretical description for the situation it is appropriate to this method (including the exact type) to use as a stage where it is better to use the method of procurement. Furthermore, I will give a legislative framework of PPP projects in EU countries and selected non-member countries. The practical part is focus on specific PPP projects that are in the Czech Republic are beginning to realize and I assess their risks, advantages and disadvantages in comparison with the already carried out projects in abroad and it is not convenient to deal with such projects through public-private partnerships. The aim of this thesis is to clarify the existing conditions of the possible impact on use of the PP

Praktická část se zabývá podrobnou analýzou konkrétního řešení pojezdu sekačky a konstrukčními varianty sekačky. Uvedené řešení je doplněno výpočtovou částí včetně analýzy problematiky provozu sekačky.     Cooperation between an unmanned aerial vehicle and an unmanned ground vehicle in highly accurate localization of gamma radiation hotspots

    This article discusses the highly autonomous robotic search and localization of radiation sources in outdoor environments. The cooperation between a human operator, an unmanned aerial vehicle, and an unmanned ground vehicle is used to render the given mission highly effective, in accordance with the idea that the search for potential radiation sources should be fast, precise, and reliable. Each of the components assumes its own role in the mission; the unmanned aerial vehicle (in our case, a multirotor) is responsible for fast data acquisition to create an accurate orthophoto and terrain map of the zone of interest. Aerial imagery is georeferenced directly, using an onboard sensor system, and no ground markers are required. The unmanned aerial vehicle can also perform rough radiation measurement, if necessary. Since the map contains three-dimensional information about the environment, algorithms to compute the spatial gradient, which represents the rideability, can be designed. Based on the primary aerial map, the human operator defines the area of interest to be examined by the applied unmanned ground vehicle carrying highly sensitive gamma-radiation probe/probes. As the actual survey typically embodies the most time-consuming problem within the mission, major emphasis is put on optimizing the unmanned ground vehicle trajectory planning; however, the dual-probe (differential) approach to facilitate directional sensitivity also finds use in the given context. The unmanned ground vehicle path planning from the pre-mission position to the center of the area of interest is carried out in the automated mode, similarly to the previously mentioned steps. Although the human operator remains indispensable, most of the tasks are performed autonomously, thus substantially reducing the load on the operator to enable them to focus on other actions during the search mission. Although gamma radiation is used as the demonstrator, most of the proposed algorithms and tasks are applicable on a markedly wider basis, including, for example, chemical, biological, radiological, and nuclear missions and environmental measurement tasks

    The regional multiplier effect as a local economic development indicator

    Lots of knowledge and historical experience in regional policy constantly bring new impulses to explore different regions, entities, institutions and individuals. Especially mutual comparison leads to the desire for new possibilities and methods of analysis or modeling. The purpose of this paper is to approach one of the methods that can be sorted into groups that is still not explored enough, but still has many supporters and opponents. This contribution highlights the role of multiplier effects in the regional and local economies, both from the theoretical and the practical perspective. It briefly presents several methods, including the multiplier effect, and their usage in practice. The method of the “local multiplier” is explored more in detail and the paper shows its possible use in everyday life. This method is quite new and there do not exist many studies about it at the moment. It was created to help both public and private organizations and individuals to evaluate the impact of their expenditures on the local economy. Local multiplier observes the money trail and its flow after it is spent by local organization or individual. Maintaining the money flow is important especially for small open economies to strengthen their self-sufficiency. Despite all the pitfalls of the local multiplier method, that are represented mainly by obtaining and identifying required data and accurate information, the contribution tries to show possible use in practice. At the same time it is trying to answer the question whether the right "value multiplier" can be considered as one of the support criterions when deciding on issues of regional policy
