    How does policy coherence shape effectiveness and inequality? Implications for sustainable development and the 2030 Agenda

    During the formulation of the 2030 Agenda for Sustainable Development, many promoted policy coherence as a key tool to ensure achievement of the Sustainable Development Goals (SDGs) in a way that “leaves no one behind.” Their argument assumed that coherent policymaking contributes to more effective policies and supports over-arching efforts to reduce inequality. As the 2030 Agenda reaches the halfway point, however, countries are falling short on many SDGs, particularly SDG 10 (reduce inequality). This study revisits the basic assumptions about policy coherence underpinning the SDGs. We systematically screened the peer-reviewed literature to identify 40 studies that provide evidence about whether coherent policymaking contributes to more effective outcomes and helps to reduce inequality. We find that coherent policymaking did not help reduce inequality in a majority of cases and made it worse in several. Our findings challenge the narrative that coherence is a necessary pre-condition for progress on the SDGs for all people

    National climate change mitigation legislation, strategy and targets : a global update

    Global climate change governance has changed substantially in the last decade, with a shift in focus from negotiating globally agreed greenhouse gas (GHG) reduction targets to nationally determined contributions, as enshrined in the 2015 Paris Agreement. This paper analyses trends in adoption of national climate legislation and strategies, GHG targets, and renewable and energy efficiency targets in almost all UNFCCC Parties, focusing on the period from 2007 to 2017. The uniqueness and added value of this paper reside in its broad sweep of countries, the more than decade-long coverage and the use of objective metrics rather than normative judgements. Key results show that national climate legislation and strategies witnessed a strong increase in the first half of the assessed decade, likely due to the political lead up to the Copenhagen Climate Conference in 2009, but have somewhat stagnated in recent years, currently covering 69% of global GHG emissions (almost 50% of countries). In comparison, the coverage of GHG targets increased considerably in the run up to adoption of the Paris Agreement and 93% of global GHG emissions are currently covered by such targets. Renewable energy targets saw a steady spread, with 79% of the global GHG emissions covered in 2017 compared to 45% in 2007, with a steep increase in developing countries. Key policy insightsThe number of countries that have national legislation and strategies in place increased strongly up to 2012, but the increase has levelled off in recent years, now covering 69% of global emissions by 2017 (49% of countries and 76% of global population).Economy-wide GHG reduction targets witnessed a strong increase in the build up to 2015 and are adopted by countries covering 93% of global GHG emissions (81% not counting USA) and 91% of global population (86% not counting USA) in 2017.Renewable energy targets saw a steady increase throughout the last decade with coverage of countries in 2017 comparable to that of GHG targets.Key shifts in national measures coincide with landmark international events – an increase in legislation and strategy in the build-up to the Copenhagen Climate Conference and an increase in targets around the Paris Agreement – emphasizing the importance of the international process to maintaining national momentum.</p

    Twenty years of climate policy: G20 coverage and gaps

    The number and coverage of climate change mitigation policies have increased in the past twenty years, but important policy adoption gaps remain. To analyse sectoral climate policy in the G20 over time (2000–2019), we compiled a dataset of climate change mitigation-relevant policies and identified 50 key policy options that constitute a comprehensive sectoral climate policy package. Approximately half of these policy options are not widely adopted. Adoption is particularly low for policies that aim to: phase out coal and oil and mandate energy reductions in electricity and heat supply; reduce industrial process emissions and incentivise fuel switch in industry; design urban planning strategies for retrofits; and support the use of renewable energy for cooking and heating/cooling purposes in buildings. Policies to remove fossil fuel subsidies and support carbon dioxide removal also need substantial improvement. However, many policy adoption gaps exist as the coverage of at least one policy option could be improved in each sector. Policy adoption gaps leave at least one-tenth of the G20’s emissions completely uncovered. Filling these gaps is fundamental to realize the full mitigation potential of existing policy options and to advance the transition towards global net zero greenhouse gas emissions. Key policy insights: Mitigation-related policy options can be presented as a matrix by sector to shed light on what constitutes a comprehensive climate policy package; looking across sectoral climate policies helps to unpack and clarify the status of adoption. Policy adoption gaps exist in all sectors. Increasing the sectoral coverage of climate policies will help to ensure that all relevant sectoral emissions and mitigation areas are considered in national mitigation efforts. Even if an increase in policy coverage alone does not ensure emission reductions, the absence of policy coverage indicates that emissions can still be further reduced and that a portion of global emissions remain uncovered by policies. Despite the observed increase in the number and coverage of climate policies, slow progress towards reducing global emissions and meeting the collective Paris climate goals calls for more comprehensive climate change mitigation policies.     Taking stock of national climate policies to evaluate implementation of the Paris Agreement

    Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.2 GtCO2eq by 2030 with the optimal pathways to implement the well below 2 °C and 1.5 °C Paris goals. If Nationally Determined Contributions would be fully implemented, this gap would be reduced by a third. Interestingly, the countries evaluated were found to not achieve their pledged contributions with implemented policies (implementation gap), or to have an ambition gap with optimal pathways towards well below 2 °C. This shows that all countries would need to accelerate the implementation of policies for renewable technologies, while efficiency improvements are especially important in emerging countries and fossil-fuel-dependent countries

    Maximising goal coherence in sustainable and climate-resilient development? Polycentricity and coordination in governance

    This chapter argues that most efforts to mobilise non-state and subnational actor engagement so far has insufficiently contributed to goal coherence-the balanced implementation of internationally agreed goals. Despite the increased level of attention being given to the polycentric nature of sustainable development and climate governance-especially the role of non-state and subnational actors-the predominant focus of both policy-makers and researchers has been on filling functional gaps, for example closing the global mitigation gap, or financing gaps. As a result, voluntariness and self-organisation in polycentric governance could increase the level of incoherence. Insights on emerging polycentric structures should be combined with tools that map (goal) coherence. The combination of these fields of knowledge could inform supportive policies, for instance in development cooperation to ensure greater coherence in implementing sustainable development priorities

    2D surface brightness modelling of large 2MASS galaxies – I : Photometry and structural parameters

    We have studied a sample of 101 bright 2MASS galaxies from the Large Galaxy Atlas (LGA), whose morphologies span from early to late types. We have generated estimates for structural parameters through a two-dimensional surface brightness photometric decomposition in the three 2MASS bands (J, H, and Ks). This work represents a detailed multicomponent photometric study of nearby galaxies. We report total magnitudes, effective radii, and concentration indices, among other parameters, in the three 2MASS bands. We found that the integrated total magnitudes of early-type galaxies (ETGs) measured on 2MASS LGA mosaics are ∼0.35 mag dimmer, when compared with images generated from IRSA image tile service; nevertheless, when comparing late-type galaxies (LTGs) we did not find any difference. Therefore, for ETGs we present the results derived on IRSA image tiles, while for LTGs we used data from the LGA mosaics. Additionally, by combining these structural parameters with scaling relations and kinematic data, we separated classical bulges from pseudo-bulges. We found that ∼40 per cent of the objects in our sample are classified as pseudo-bulges, which are found preferentially in LTGs. Also, our findings confirm trends reported earlier in the distributions for some physical parameters, such as Sérsic index and B/T and q ratios. In general, our results are in agreement with previous one-dimensional studies.
