    Bu çalışmada, planlama sistemi ve afet yönetimi ilişkileri sistemci bir yaklaşımla incelenmiştir. Planlama sisteminin alt sistemlerinden birisi olan üst düzey planlama sisteminde, afet yönetimi kapsamında yaşanan sorunlar ve sistemin sağlıklı çalışmadığı noktalar neden-sonuç ilişkisi içinde değerlendirilmiştir. Afet yönetiminin afet öncesi çalışmaları kapsamındaki ana kaynağı, üst düzey planlar ile başlayan ve yerel ölçekteki planlarla uygulama bulan “Planlama Sistemi”nin doğru çalıştırılması ve yerleşmelerin yer seçiminin sağlıklı bir biçimde yapılmasıdır. Afet etkilerine duyarlı olarak hazırlanacak; kalkınma planları ile başlayan bölge planları ve çevre düzeni planları ile devam eden hiyerarşik yapının, yerel planlama sistemi ile bütünleştirilmesiyle, kentlerimiz, çok daha sağlıklı ve güvenilir mekanlardan oluşabilecektir. Bu aynı zamanda etkin ve verimli bir afet yönetiminin de en önemli adımı olacaktır.In this study, the relationship between the planning system and disaster management has been examined in a systemic approach. The upper level planning system, one of the sub-systems of the planning system, the problems faced in the scope of disaster management within it and its points of handicap have been evaluated in the frame of reason-result. A general approach is that; the longest and effectively the most strategic part of disaster management, which is defined as a process covering the activities that need to be carried out before, during and after a disaster, is the activities carried out before a disaster. The main source of these activities is the proper functioning of the "Planning System", which begins with upper level plans and is put to practice with local level plans and the healthy selection of location for areas of settlement, hence preventing any negative effects of the disaster at the source. It is very important that the planning system work efficiently in a hierarchical structure to reduce the effects of disasters. Our cities will be much healthier and safer places when plans that is sensitive to the effects of disasters are prepared; a hierarchical structure that begins with national development plans and continues with regional and superior physical plans and is made complete with the local planning system. This at the same time will be the most important step towards an affective and efficient disaster management

    PTPN22 gene polymorphism in Takayasu's arteritis

    Objective. Takayasu's arteritis (TA) is a chronic, rare granulomatous panarteritis of unknown aetiology involving mainly the aorta and its major branches. In this study, genetic susceptibility to TA has been investigated by screening the functional single nucleotide polymorphism (SNP) of PTPN22 gene encoding the lymphoid-specific protein tyrosine phosphatase. Methods. Totally, 181 patients with TA and 177 healthy controls are genotyped by PCR-RFLP method for the SNP rs2476601 (A/G) of PTPN22 gene. Polymorphic region was amplified by PCR and digested with Xcm I enzyme. Results. Detected frequencies of heterozygous genotype (AG) were 5.1% (9/177) in control group and 3.8% (7/181) in TA group (P = 0.61, odds ratio: 0.75, 95% CI: 0.3, 2.0). No association with angiographic type, vascular involvement or prognosis of TA was observed either. Conclusion. The distribution of PTPN22 polymorphism did not reveal any association with TA in Turkey. © The Author 2008. Published by Oxford University Press on behalf of the British Society for Rheumatology.     Towards tunable graphene phononic crystals

    Phononic crystals (PnCs) are artificially patterned media exhibiting bands of allowed and forbidden zones for phonons—in analogy to the electronic band structure of crystalline solids arising from the periodic arrangement of atoms. Many emerging applications of PnCs from solid-state simulators to quantum memories could benefit from the on-demand tunability of the phononic band structure. Here, we demonstrate the fabrication of suspended graphene PnCs in which the phononic band structure is controlled by mechanical tension applied electrostatically. We show signatures of a mechanically tunable phononic band gap. The experimental data supported by simulation suggests a phononic band gap at 28–33 MHz in equilibrium, which upshifts by 9 MHz under a mechanical tension of 3.1 N m−1. This is an essential step towards tunable phononics paving the way for more experiments on phononic systems based on 2D materials

    Multiple Orbitoides d’Orbigny lineages in the Maastrichtian? Data from the Central Sakarya Basin (Turkey) and Arabian Platform successions (Southeastern Turkey and Oman)

    The standard reconstruction of species of Orbitoides d'Orbigny into a single lineage during the late Santonian to the end of the Maastrichtian is based upon morphometric data from Western Europe. An irreversible increase in the size of the embryonic apparatus, and the formation of a greater number of epi-embryonic chamberlets (EPC) with time, is regarded as the main evolutionary trends used in species discrimination. However, data from Maastrichtian Orbitoides assemblages from Central Turkey and the Arabian Platform margin (Southeastern Turkey and Oman) are not consistent with this record. The Maastrichtian Besni Formation of the Arabian Platform margin in Southeastern Turkey yields invariably biconvex specimens, with small, tri- to quadrilocular embryons and a small number of EPC, comparable to late Campanian Orbitoides medius (d'Archiac). The upper Maastrichtian Tarakli Formation from the Sakarya Basin of Central Turkey contains two distinct, yet closely associated forms of Orbitoides, easily differentiated by both external and internal features. Flat to biconcave specimens possess a small, tri- to quadrilocular embryonic apparatus of Orbitoides medius-type and a small number of EPC, whereas biconvex specimens possess a large, predominantly bilocular embryonic apparatus, and were assigned to Orbitoides ex. interc. gruenbachensis Papp-apiculatus Schlumberger based on morphometry. The flat to biconcave specimens belong to a long overlooked species Orbitoides pamiri Meric, originally described from the late Maastrichtian of the Tauride Mountains in SW Turkey. This species is herein interpreted to be an offshoot from the main Orbitoides lineage during the Maastrichtian, as are forms that we term Orbitoides 'medius', since they recall this species, yet are younger than normal occurrence with the accepted morphometrically defined lineage. The consistent correlation between the external and internal test features in O. pamiri implies that the shape of the test is not an ecophenotypic variation, but appears to be biologically controlled. We, therefore, postulate that more than one lineage of Orbitoides exists during the Maastrichtian, with a lineage that includes O. 'medius' and O. pamiri displaying retrograde evolutionary features

    Attentional Biases and Their Association with Substance-Use-Related Problems and Addictive Behaviors: The Utility of a Gamified Value-Modulated Attentional Capture Task

    BackgroundAttentional biases towards reward stimuli have been implicated in substance use-related problems. The value-modulated attentional capture (VMAC) task assesses such reward-related biases. The VMAC task widely used in lab studies tends to be monotonous and susceptible to low effort. We therefore tested a gamified online version of the VMAC that aimed to increase participant engagement. Our goal was to examine how VMAC is associated with substance use-related problems and addictive behaviors, and whether this association is moderated by cognitive control.MethodsWe recruited 285 participants from an online community, including heavy alcohol users. All participants completed a novel gamified version of the VMAC task, measures of substance use and addictive behaviors (addictive-like eating behavior, problematic smartphone use), the WebExec measure of problems with executive functions, and the Stroop Adaptive Deadline Task (SDL) as a measure of cognitive control.ResultsThe gamified VMAC task successfully identified value-modulated attentional capture effects towards high-reward stimuli. We found no significant associations between VMAC scores, problematic alcohol or cannabis use, addictive behaviors, or any moderation by a behavioral measure of cognitive control. Exploratory analyses revealed that self-reported cognitive problems were associated with more alcohol-, and cannabis-related problems, and addictive behaviors. Greater attentional capture (VMAC) was associated with more cannabis use-related problems among individuals with higher levels of self-reported cognitive problems.ConclusionsOur study is one of the first to demonstrate the utility of the gamified version of the VMAC task in capturing attentional reward biases. Self-reported problems with cognitive functions represent a key dimension associated with substance use-related problems and addictive behaviors

    Tunneling decay in a magnetic field

    We provide a semiclassical theory of tunneling decay in a magnetic field and a three-dimensional potential of a general form. Because of broken time-reversal symmetry, the standard WKB technique has to be modified. The decay rate is found from the analysis of the set of the particle Hamiltonian trajectories in complex phase space and time. In a magnetic field, the tunneling particle comes out from the barrier with a finite velocity and behind the boundary of the classically allowed region. The exit location is obtained by matching the decaying and outgoing WKB waves at a caustic in complex configuration space. Different branches of the WKB wave function match on the switching surface in real space, where the slope of the wave function sharply changes. The theory is not limited to tunneling from potential wells which are parabolic near the minimum. For parabolic wells, we provide a bounce-type formulation in a magnetic field. The theory is applied to specific models which are relevant to tunneling from correlated two-dimensional electron systems in a magnetic field parallel to the electron layer.Comment: 16 pages, 11 figure

    Examining the relationship between altered brain functional connectome and disinhibition across 33 impulsive and compulsive behaviours

    Impulsive and compulsive problem behaviours are associated with a variety of mental disorders. Latent phenotyping indicates the expression of impulsive and compulsive problem behaviours is predominantly governed by a transdiagnostic 'disinhibition' phenotype. In a cohort of 117 individuals, recruited as part of the Neuroscience in Psychiatry Network (NSPN), we examined how brain functional connectome and network properties relate to disinhibition. Reduced functional connectivity within a subnetwork of frontal (especially right inferior frontal gyrus), occipital and parietal regions was linked to disinhibition. Findings provide insights into neurobiological pathways underlying the emergence of impulsive and compulsive disorders

    Best practices for fNIRS publications

    The application of functional near-infrared spectroscopy (fNIRS) in the neurosciences has been expanding over the last 40 years. Today, it is addressing a wide range of applications within different populations and utilizes a great variety of experimental paradigms. With the rapid growth and the diversification of research methods, some inconsistencies are appearing in the way in which methods are presented, which can make the interpretation and replication of studies unnecessarily challenging. The Society for Functional Near-Infrared Spectroscopy has thus been motivated to organize a representative (but not exhaustive) group of leaders in the field to build a consensus on the best practices for describing the methods utilized in fNIRS studies. Our paper has been designed to provide guidelines to help enhance the reliability, repeatability, and traceability of reported fNIRS studies and encourage best practices throughout the community. A checklist is provided to guide authors in the preparation of their manuscripts and to assist reviewers when evaluating fNIRS papers
