    In his book, The Limits of Law, Anthony Allots stated that regulation is no more that a communication system based on Wittgenstein's phrase: the language game. Regulations always ask the same questions: who's the actor of communication? For whom the regulations been imposed? How did its communication method? What were communication obstacles which disturbed the communication process? Speaking about press regulations, which cutting-off and narrowing the freedom of press in Indonesia as imposed by KUH Pidana, it was clear enough that such regulation's function mainly part of repressive acts, not preventive purposes

    WTO telah mencantumkan secara eksplisit pengaturan mengenai lingkungan hidup dalam Pasal XX ayat (b) dan (g) GATT. Aturan tersebut merupakan ide dari negara maju dan dimaksudkan untuk penegakkan hukum lingkungan agar fungsi lingkungan tetap lestari. Namun, ketentuan tersebut pada Kenyataannya tidak menjadikan lingkungan menjadi lebih baik bahkan makin menimbulkan masalah lingkungan hidup global. Selain itu, penetapan standar lingkungan dalam perdagangan bebas menjadikan negara berkembang tidak dapat bersaing di pasar bebeas karena tidak dapat memenuhi standar lingkungan hidup yang diisyaratkan bagi transasksi dalam perdagangan bebas

    Shifting cultivation by slash and burn system is an agricultural activity which is generally done farmers in dry land. Slash-and-burn is practiced by the farmers because it is easy and inexpensive, with aims to improve the content of nutrients in the soil, eradicate weeds, reduce costs, reduce the incidence of pests and diseases and to increase crop production. Land clearing by slash and burn system in a short period of time have a positive impact as the availability of N, P, K, Ca, Mg. However, long periods of slash and burn have negative impact there will be changes in physical and chemical components of soil and change the dominant vegetationin the fields and fallow land. These changes will affect the l evel of productivity of the soil, especially in the land which was done. To reduce the negative impacts, farm management system with slash and burn practices, should be considered with conservation activities, especially from the aspect of land management techniques. Those negative effect might be minimized by arious treatments such as time of burning tehnique, chosen of burned biomass, and time of digged biomass. All those should be supported by a basic information affect of burning to change of physical and chemical soil characteristic at various land cultivation and length of cultivation. Result of study that had been conducted at Pruda village, sub-district of Waiblama, district of Sikka, Propince of Nusa Tenggara Timur showed that total Nitrogen and C organic increased gradually when land has been 3 years fallow. Result of single factor showed that soil aggregation was a ffected significantly by fallow than cultivated land

    The Effect of Digital Multilingual Thematic Dictionary Toward The Fifth Grade Students' Literacy Skill

    This research aimed to discover whether using a digital multilingual thematic dictionary significantly affects fifth-graders' literacy skills. The author applied pre- and post-test control groups alone for its quasi-experimental design. The researcher used a multi-stage sampling technique to select the research sample. The stage consist of three steps namely: (1) determining population; (2) placement of the sampling area using the statistical matching technique proposed by Fraenkel, J.R., Wallen, N.E., and Hyun, H.H. (2012); and (3) selection of the control and experimental groups via lottery. Students in the 5A grade from SD N 1 Seririt served as the control group and fifth-graders from SD N 1 Kubutambahan served as the experimental group for the sample. The research instruments featured teaching scenarios for the control and experimental groups as well as literacy competency exams with pre- and post-test questions. The pre-test was administered before of treatment, and the post-test was done afterwards. Three treatment sessions were provided to each group using three different treatment lesson materials namely: daily activities, my school, and clothes. The acquired data were quantitatively examined using N-Gain score test analysis, inferential statistics, and descriptive statistics. Based on the findings of the N-Gain Score test computation and the descriptive analysis, the experimental group's mean N-Gain score was 70.5453%, whereas the control group's mean N-Gain score was 67.9676%. The use of multilingual thematic printed dictionaries in the control group and multilingual thematic digital dictionaries in the experimental group shared the same effect, particularly regarding that they were "moderately effective " to enhance the literacy skills of class students, according to the results of the N-Gain score test, which showed that the experimental group's average score was 70.5% and the control group's average was 68%. Hence, it is proven that multilingual thematic dictionaries, both printed and digital, have a significant impact on fifth-graders' literacy skills.   Keywords: literacy skills, young learner, digital multilingual thematic dictionar

    A recklesness in coastal exploitation has lead to environment disaster. During exploitation process, economy aspect of the coastal become the main focus, whereas social aspect and ecology were ignored. This research tries to identify and analyze the conditions of Cirebon coastal area. Abrasion, sedimentation, junk/trash problems, and the lack of people awareness toward the importance of coastal planning and reclamations became the root of environment problems. By employing normative jurisdiction and sociolegal as analysis approach, the research concluded that regulations concerning conservation of coastal functions has failed to open up a space for raising awareness among people. The regulations also unable to empower public to protect their environment. A model for empowering public, by exercising Responsive Communicative approach was proposed as solution for conservation problems in coastal area of Kota Cirebon

    Magnon valley Hall effect in CrI3-based vdW heterostructures

    Magnonic excitations in the two-dimensional (2D) van der Waals (vdW) ferromagnet CrI3 are studied. We find that bulk magnons exhibit a non-trivial topological band structure without the need for Dzyaloshinskii-Moriya (DM) interaction. This is shown in vdW heterostructures, consisting of single-layer CrI3 on top of different 2D materials as MoTe2, HfS2 and WSe2. We find numerically that the proposed substrates modify substantially the out-of-plane magnetic anisotropy on each sublattice of the CrI3 subsystem. The induced staggered anisotropy, combined with a proper band inversion, leads to the opening of a topological gap of the magnon spectrum. Since the gap is opened non-symmetrically at the K+ and K- points of the Brillouin zone, an imbalance in the magnon population between these two valleys can be created under a driving force. This phenomenon is in close analogy to the so-called valley Hall effect (VHE), and thus termed as magnon valley Hall effect (MVHE). In linear response to a temperature gradient we quantify this effect by the evaluation of the temperature-dependence of the magnon thermal Hall effect. These findings open a different avenue by adding the valley degrees of freedom besides the spin, in the study of magnons

    Pengaruh Penggunaan Model Circ dan TIME Token terhadap Hasil Belajar Geografi

    This study aims to analyzed the effect of the use of CIRC model and Time Token of learning outcomes. This research use a experimental method, with rotational experimen design. The first meeting of class X2 uses a CIRC type, while the first meeting in class X3 uses a Time Token type. The third meeting the model is exchanged for use. Student learning result data was collected using test instrument in the form of pre-test and post-test. Data analysis technique is used t test. Data analysis of the results of this study indicate that there are differences in student learning outcomes in which students who are treated using Time Token type learning models get a higher value compared with the value of students using CIRC type learning model. Penelitian ini bertujuan menganalisa pengaruh penggunaan model pembelajaran tipe CIRC dan Time Token terhadap hasil belajar. Penelitian ini menggunakan metode eksperimen semu, dengan desain eksperimen rotasi. Pertemuan pertama kelas X2 menggunakan tipe CIRC, sedangkan pertemuan pertama pada kelas X3 menggunakan tipe Time Token. Pada pertemuan ketiga model ditukar dalam penggunaannya. Data hasil belajar siswa dikumpulkan menggunakan instrumen tes berupa pre-test dan post-test. Teknik analisa data yang digunakan adalah uji t. Analisa data hasil penelitian ini menunjukkan bahwa terdapat perbedaan hasil belajar siswa di mana siswa yang diberi perlakuan menggunakan model pembelajaran tipe Time Token mendapat nilai yang lebih tinggi dibanding dengan nilai siswa yang menggunakan model pembelajaran tipe CIRC

    Inducing a topological transition in graphene nanoribbon superlattices by external strain

    Armchair graphene nanoribbons, when forming a superlattice, can be classified into different topological phases, with or without edge states. By means of tight-binding and classical molecular dynamics (MD) simulations, we studied the electronic and mechanical properties of some of these superlattices. MD shows that fracture in modulated superlattices is brittle, as for unmodulated ribbons, and occurs at the thinner regions, with staggered superlattices achieving a larger fracture strain than inline superlattices. We found a general mechanism to induce a topological transition with strain, related to the electronic properties of each segment of the superlattice, and by studying the sublattice polarization we were able to characterize the transition and the response of these states to the strain. For the cases studied in detail here, the topological transition occurred at ∼3-5% strain, well below the fracture strain. The topological states of the superlattice - if present - are robust to strain even close to fracture.
