Local Communities and Home Rule : Extending the Alberta SuperNet to Unserved Areas

The Alberta SuperNet’s design strategy included fiber optic build-outs only to points of presence in cities, towns and villages.  This strategy created a crucial role for local business and community involvement in providing high-speed internet service in rural areas. A paucity of private providers led individuals and communities to develop micro solutions to obtain broadband. Using the concept of home rule as a theoretical lens, this article chronicles and analyzes three approaches taken by individuals, communities, and businesses to illustrate the successes and weaknesses of both the local decisions and the Alberta government’s approaches

The Example of State Forestry Information System (SFIS) Data Application to Prognosis of Changes in Pine Forests

W pracy pokazano zastosowanie danych z podsystemu «Las» Systemu Informatycznego Lasów Państwowych (SILP) w Polsce do prognozowania zmian lasów sosnowych. Zaprezentowano specjalnie opracowany blok «GAP TAKSACYJNY» modelu komputerowego pozwalający na automatyczne wczytywanie uśrednionych danych taksacyjnych dla wydzieleń leśnych i przeprowadzenie prognoz na przykładzie nadleśnictwa Tuczno z Wielkopolski.The paper shows the application of data from the subsystem «Forest» State Forestry Information System (SILP) in Poland for forecasting changes in pine forests. There was presented a specially designed block «GAP TAKSACYJNY» of computer model that allows the automatic loading of sub-compartment forests data and carrying out prognosis on the example of forest district Tuczno in Wielkopolska

The Microbiome of an Active Meat Curing Brine

Traditional food products are important to our culture and heritage, and to the continued success of the food industry. Many of the production processes associated with these products have not been subjected to an in-depth microbial compositional analysis. The traditional process of curing meat, both preserves a natural protein source, as well as increasing its organoleptic qualities. One of the most important salting processes is known as Wiltshire curing. The Wiltshire process involves injecting pork with a curing solution and immersing the meat into microbial-rich brine which promotes the development of the distinct organoleptic characteristics. The important microbial component of Wiltshire brine has not been extensively characterized. We analyzed the key microbial component of Wiltshire brine by performing microbiome analysis using Next Generation Sequencing (NGS) technologies. This analysis identified the genera, Marinilactibacillus, Carnobacterium, Leuconostoc, and Vibrio as the core microflora present in Wiltshire curing brine. The important food industrial applications of these bacteria were also assessed. The bacterial diversity of the brine was investigated, and the community composition of the brine was demonstrated to change over time. New knowledge on the characterization of key microbiota associated with a productive Wiltshire brine is an important development linked to promoting enhanced quality and safety of meat processing in the food industry

Обратная спектральная задача для блочных матриц типа Якоби, соответствующих действительной двумерной проблеме моментов

Метою роботи є знаходження матриць, які б відповідали деякій скінченній мірі з компактним носієм на дійсній площині, тобто потрібно розв’язати обернену спектральну задачу для дійсної двовимірної проблеми моментів (на дійсній площині). Було визначено матрицю Якобі, відповідну дійсній двовимірній проблемі моментів, а також систему ортонормованих поліномів відносно деякої міри з компактним носієм на дійсній площині, яку було отримано в результаті ортогоналізації за Шмідтом в певному порядку двохіндексної множини функцій (індекси належать множині натуральних чисел, включаючи нуль) з визначеними властивостями. Також отримано пару матриць з блочною тридіагональною структурою, які діють у просторі типу l як алгебрично комутуючі самоспряжені обмежені оператори, та визначено деякі їх властивості. Випадки попередніх досліджень є частинними відносно описаного в статті.The purpose of this paper is to find matrices that correspond to some finite measure with compact support on the real plane, in other words, to solve the inverse spectral problem for the present two-dimensional moment problem (on the real plane). The paper defines the Jacobi matrix corresponding to the real problem of two-dimensional points and system of orthonormal polynomials relative to a certain extent with compact support on the real plane obtained by Schmidt orthogonalization in a certain order of two-index set of functions (indices belonging to a set of natural numbers including zero) of defined properties. Also, we obtain a pair of matrices with block tridiagonal structure acting in the space such as the algebraic commuting self-adjoint limited operators and define some of their properties. Previous research elucidates this issue only partially compared with the information presented in this paper.Целью работы является нахождение матриц, соответствующих некоторой конечной мере с компактным носителем на действительной плоскости, то есть нужно решить обратную спектральную задачу для действительной двумерной проблемы моментов (на действительной плоскости). Были определены матрица Якоби, соответствующая действительной двумерной проблеме моментов, а также система ортонормированных полиномов относительно некоторой меры с компактным носителем на действительной плоскости, полученная в результате ортогонализации по Шмидту в определенном порядке двухиндексного множества функций (индексы принадлежат множеству натуральных чисел, включая нуль) с определенными свойствами. Также получена пара матриц с блочной трехдиагональной структурой, действующих в пространстве типа l как алгебраически коммутирующие самоспряженнные ограниченные операторы, и определены некоторые их свойства. Случаи предыдущих исследований являются частными по отношению к описанному в статье

Стратегический подход как необходимая составляющая системы публичного управления в условиях децентрализации

У статті представлено основні етапи становлення стратегічного планування в системі публічного управління в Україні та світі; розкрито особливості стратегічного планування на національному, регіональному та місцевому рівнях; визначено аспекти стратегічного підходу під час здійснення реформи з децентралізації влади; визначено, що стратегічне планування є складовою цілісної системи публічного управління.Зазначено, що стратегічний підхід для України не став дієвим інструментом в руках публічної влади усіх рівнів для забезпечення соціально-економічного зростання. Доведено, що децентралізаційні процеси, які відбуваються останнім часом в Україні, виявили низку проблем у стратегічному баченні розвитку територіальних громад, суттєво змінивши відносини між центральною владою і місцевим самоврядуванням. Обґрунтовано, що однією з причин такого стану справ є відсутність інституційних механізмів, які б спонукали різні гілки та органи влади працювати в єдиному напрямі реалізації стратегічних цілей та завдань. Такі механізми може забезпечити лише цілісна система стратегічного планування. Розв’язання завдання щодо створення системи стратегічного планування потребує системного підходу та перебуває насамперед у законодавчій площині.Basic stages of strategic planning in the public administration system in Ukraine and abroad have been provided in the article, peculiarities of strategic planning at national, regional and local levels has been shown, certain aspects of the strategic approach during the decentralization of power reform have been described; advice to local self-government bodies in improving strategic planning process has been suggested.The aim of this article is to focus on the strategic planning being one of the basic mechanisms in the system of public administration.The structural transformation of the state system of power creates respective challenges for a country, especially it relates to the modernization of public administration due to a political and administrative decentralization and government institutions’ activity in the new system of public power.It is necessary to ensure the strategic planning on amalgamated communities level together with the decentralization process in order to determine short-term, medium-term and long-term goals and priorities for decentralization of power together with enhancing local autonomy in accordance with the principles of the European Charter of the Local Self-Government. The necessity of the strategic planning in the decentralization process has also been proved by the importance of synergy and consolidation of public authorities towards improving the quality of public management and quality of services provided to citizens.Strategic planning is a part of an integrated system of public administration. Strategies and annual development programs are aimed at the creation of the favorable environment for the business sector, attracting investments, securing social needs of population, improving their life. However, this mechanism did not become an effective instrument for public authorities of all levels in order to ensure the socio-economic growth in Ukraine. Most of the targets, that had been included into national strategic documents since Ukraine’s independence, have not met yet. One reason for this is the lack of institutional mechanisms of encouraging different branches and authorities to work in the same direction and to implement strategic goals and objectives. Only an integrated system of strategic planning can ensure such mechanisms. Solving the problem of a system of strategic planning’s creation requires a systematic approach and lays primarily in the legislative agenda.The decentralization process which has recently been taking place in Ukraine has also showed a number of problems in the strategic vision of further development of local communities. It significantly changed the relationship between the central government and local self-government. Decentralization also causes profound changes in the system of public administration by bringing community members to the policy-making at the local level. Therefore, further steps of local self-government reform require compliance with a clear strategic vision and consistency in the implementation of institutional innovations through the development of a wide range of mechanisms for harmonizing the interests of a center, regions and local authorities, including drafting policies, programs and plans of regional and local development.В статье представлены основные этапы становления стратегического планирования в системе публичного управления в Украине и мире; раскрыты особенности стратегического планирования на национальном, региональном и местном уровнях; определены аспекты стратегического подхода при осуществлении реформы по децентрализации власти; определено, что стратегическое планирование является составной частью целостной системы публичного управления.Отмечено, что стратегический подход для Украины не стал эффективным инструментом в руках пуб-личной власти всех уровней для обеспечения социально-экономического роста. Доказано, что децентрализационные процессы, которые происходят в последнее время в Украине, выявили ряд проблем в стратегическом видении развития территориальных общин, существенно изменив отношения между центральной властью и местным самоуправлением. Обосновано, что одной из причин такого положения дел является отсутствие институциональных механизмов, которые бы побуждали различные ветви и органы власти работать в едином направлении реализации стратегических целей и задач. Такие механизмы может обеспечить только целостная система стратегического планирования. Решение задачи по созданию системы стратегического планирования требует системного подхода и находится прежде всего в законодательной плоскости
