    Populism and Euro-Mediterranean cooperation: The Barcelona Process 25 years after

    A populist surge in Europe is affecting Euro-Mediterranean cooperation 25 years after the Barcelona Process was launched, reinforcing existing trends of de-Europeanization and renationalization of foreign policies. This article analyses the landscape of political contestation of Mediterranean cooperation in Europe in a new age of populism, focusing on France, Italy and Spain as well as the Visegrad 4 states that have turned from bystanders to veto players in Mediterranean affairs. We find that the 'thick' ideologies from which populists are borrowing condition the thrust of their influence. The impact of right-wing populism trumps that of its left-wing counterpart in quantity and quality, while market-liberal populism is in decline and regional populism is mainly an issue only in Spain. Populism has personalized decision-making and shaped political agendas directly and indirectly, most notably on migration. It has whitewashed authoritarian leaders in the southern Mediterranean and fragmented the European Union's position on key issues such as the Arab-Israeli conflict. National interests and the weight of institutions have, however, formed a counterbalance to the focus on migration emanating from domestic politics. Populism alone cannot be blamed for renationalization trends that have existed before, but it does build on and reinforce them

    Extracting spacing-derived estimates of rod density in healthy retinae

    Quantification of the rod photoreceptor mosaic using adaptive optics scanning light ophthalmoscopy (AOSLO) remains challenging. Here we demonstrate a method for deriving estimates of rod density and rod:cone ratio based on measures of rod spacing, cone numerosity, and cone inner segment area. Twenty-two AOSLO images with complete rod visualization were used to validate this spacing-derived method for estimating density. The method was then used to estimate rod metrics in an additional 105 images without complete rod visualization. The spacing-derived rod mosaic metrics were comparable to published data from histology. This method could be leveraged to develop large normative databases of rod mosaic metrics, though limitations persist with intergrader variability in assessing cone area and numerosity

    Governing the Global Land Grab: Multipolarity, Ideas and Complexity in Transnational Governance

    Since 2008, a series of new regulatory initiatives have emerged to address large-scale land grabs. These initiatives are occurring simultaneously at multiple levels of social organization instead of a single, overarching institutional site. A significant portion of this activity is taking place at the transnational level. We suggest that transnational land governance is indicative of emerging shifts in the practice of governance of global affairs. We analyze such shifts by asking two related questions: what does land grabbing tell us about developments in transnational governance, particularly with regard to North-South relations, and what do these developments in transnational governance mean for regulating land grabbing?Desde 2008, ha surgido una serie de nuevas iniciativas regulatorias para tratar acaparamientos de tierra a gran escala. Estas iniciativas están sucediendo simultáneamente a niveles múltiples de la organización social en vez de un lugar institucional predominante.     A Realistic Technology and Engineering Assessment of Algae Biofuel Production

    This report assesses the economics of microalgae biofuels production through an analysis of five production scenarios. These scenarios, or cases, are based on technologies that currently exist or are expected to become available in the near-term, including raceway ponds for microalgae cultivation, bioflocculation for algae harvesting, and hexane for extraction of algae oil. Process flow diagrams, facility site layouts, and estimates for the capital and operations costs of each case were developed de novo. This report also reviews current and developing microalgae biofuel technologies for both oil and biogas production, provides an initial assessment of the US and California resource potential for microalgae biofuels, and recommends specific R&D efforts to advance the feasibility of large-scale algae biofuel production
