    Latin American Central Bank Reform: Progress and Challenges

    This study takes stock of the institutional reform of monetary policy in Latin America since the early 1990s. It argues that strengthening the legal independence of central banks, together with macroeconomic policies, was instrumental in reducing inflation from three-digit annual rates in the 1990s to single-digit territory in 2004. The paper also discusses the main challenges of monetary policy today, namely, achieving price stability, restoring market confidence in domestic currencies, and sticking to policy consistency despite adverse effects of the volatility of capital flows. Finally, recurrent banking crises and lack of fiscal discipline are identified as the main risks for the success of monetary policy in Latin America.Central banks independence, monetary policy, inflation, Latin America

    La reforma de la banca central en América Latina: logros y desafíos

    Este trabajo examina la naturaleza de la reforma institucional de la política monetaria realizada en América Latina desde los inicios de los años noventa y argumenta que el fortalecimiento institucional de los bancos centrales contribuyó, junto con otras políticas macroeconómicas, a la reducción de la inflación a tasas de un dígito en la mayoría de países de la región. Además, el estudio identifica los principales desafíos que enfrenta en la actualidad la política monetaria en Arnérica Latina: i) alcanzar la estabilidad de precios; ii) restaurar la confianza de los agentes económicos en las monedas nacionales; y iii) mantener una trayectoria consistente a lo largo del tiempo. El análisis realizado en este trabajo ofrece recomendaciones para enfrentar dichos desafíos, incluido el rol que debe cumplir el gobierno

    Effectiveness of GF-120 NF Naturalyte Fruit Fly Bait Spray against Different Ages of Melon Fly (Diptera: Tephritidae) Females When Applied to Border Crops of Various Widths

    GF-120 NF Naturalyte Fruit Fly Bait was evaluated for its effectiveness to prevent melon fly, Bactrocera cucurbitae (Coquillett), females of various ages from ovipositing in cucumber patches with border crops of different widths. Cohorts of color-marked, protein-fed females, eclosed after 1, 2, or 4 weeks, were released from sites outside sorghum, (Sudax bicolor x S. bicolor var. sudanense) borders 1, 2, or 4 rows deep (30, 90, and 135 cm in width, respectively). Capture rates of female B. cucurbitae were higher for 2- and 4-week-old than for 1-week-old females. Borders sprayed with GF-120 NF Naturalyte Fruit Fly Bait were effective at preventing released sexually- mature 4-wk-old females from reaching the cucumber patches only when in association with the widest border (135 cm) treatment. Our findings suggest that for maximum effectiveness against host-seeking female B. cucurbitae, GF-120 NF Naturalyte Fruit Fly Bait should be applied to broader swaths of sorghum planted as a border crop

    Natural ester fluids applications in transformers as a sustainable dielectric and coolant

    New requirements for a better sustainable energy policy around the world is easy to observe, many projects in sustainable energy are developed wherein the academia works together the authorities and commercial firms such as electrical grid utilities. In distribution transformers one of the suggested solutions is to replace mineral oils used as dielectric and coolant for natural ester fluids, they provide improved technical properties making them a safe substitute of mineral oil. Natural esters are based on clean technology in order to guarantee requirements from utilities. The main goal of the present paper is to present a technical-economic analysis obtained from five years of applications of oil-immersed transformers using natural ester fluids in Colombia. The methodology considers forty-four oil-immersed distribution Transformers, a half use mineral oil and the other side use natural ester, operating under the same load regime. Results evidenced the feasibility of implementing this technology because the costs are very similar and the reduction of risks and environmental impact is considerable. © 2019 Author(s)

    Metabolic Disorder Dysfunction in Parkinson’s Disease: Bioenergetics, Redox Homeostasis and Central Carbon Metabolism

    The loss of dopaminergic neurons in the substantia nigra pars compacta (SNpc) and the accumulation of protein inclusions (Lewy bodies) are the pathological hallmarks of Parkinson’s disease (PD). PD is triggered by genetic alterations, environmental/occupational exposures and aging. However, the exact molecular mechanisms linking these PD risk factors to neuronal dysfunction are still unclear. Alterations in redox homeostasis and bioenergetics (energy failure) are thought to be central components of neurodegeneration that contribute to the impairment of important homeostatic processes in dopaminergic cells such as protein quality control mechanisms, neurotransmitter release/metabolism, axonal transport of vesicles and cell survival. Importantly, both bioenergetics and redox homeostasis are coupled to neuro-glial central carbon metabolism. We and others have recently established a link between the alterations in central carbon metabolism induced by PD risk factors, redox homeostasis and bioenergetics and their contribution to the survival/death of dopaminergic cells. In this review, we focus on the link between metabolic dysfunction, energy failure and redox imbalance in PD, making an emphasis in the contribution of central carbon (glucose) metabolism. The evidence summarized here strongly supports the consideration of PD as a disorder of cell metabolism

    Endothelial cell CD36 regulates membrane ceramide formation, exosome fatty acid transfer and circulating fatty acid levels

    Endothelial cell (EC) CD36 controls tissue fatty acid (FA) uptake. Here we examine how ECs transfer FAs. FA interaction with apical membrane CD36 induces Src phosphorylation of caveolin-1 tyrosine-14 (Cav-1Y14) and ceramide generation in caveolae. Ensuing fission of caveolae yields vesicles containing FAs, CD36 and ceramide that are secreted basolaterally as small (80-100 nm) exosome-like extracellular vesicles (sEVs). We visualize in transwells EC transfer of FAs in sEVs to underlying myotubes. In mice with EC-expression of the exosome marker emeraldGFP-CD63, muscle fibers accumulate circulating FAs in emGFP-labeled puncta. The FA-sEV pathway is mapped through its suppression by CD36 depletion, blocking actin-remodeling, Src inhibition, Cav-1Y14 mutation, and neutral sphingomyelinase 2 inhibition. Suppression of sEV formation in mice reduces muscle FA uptake, raises circulating FAs, which remain in blood vessels, and lowers glucose, mimicking prominent Cd3

    Central Bank Independence: Monetary Policies in Selected Jurisdictions (III)

    A sufficient and appropriate degree of central bank independence is widely acknowledged to be necessary for the goal of achieving price stability. However, despite the levels of independence claimed to be enjoyed by several central banks, recent events indicate shifts in focus of monetary policy objectives by various prominent central banks. The impact of political and government influences on central banks' monetary policies has been evidenced from the recent financial crisis – and in several jurisdictions. Many central banks have adjusted monetary policies having been influenced by political pressures which have built up as a result of the recent crises. However such lack of absolute independence (from political spheres) could prove symbiotic in the sense that, despite the need for a certain degree of independence from political interference, certain events which are capable of devastating consequences, namely, a drastic disruption of the system's financial stability, need to be responded to as quickly and promptly as possible. Is it possible for a central bank with absolute independence to operate effectively – particularly given the close links between many central banks and their Treasury in several countries? It may be inferred that central banks' crucial roles in establishing a macro prudential framework provide the key to bridging the gap between macro economic policy and the regulation of individual financial institutions. This however, on its own, is insufficient – close collaboration and effective information sharing between central banks and regulatory authorities is paramount

    Bcr/Abl Interferes with the Fanconi Anemia/BRCA Pathway: Implications in the Chromosomal Instability of Chronic Myeloid Leukemia Cells

    Chronic myeloid leukemia (CML) is a malignant clonal disorder of the hematopoietic system caused by the expression of the BCR/ABL fusion oncogene. Although it is well known that CML cells are genetically unstable, the mechanisms accounting for this genomic instability are still poorly understood. Because the Fanconi anemia (FA) pathway is believed to control several mechanisms of DNA repair, we investigated whether this pathway was disrupted in CML cells. Our data show that CML cells have a defective capacity to generate FANCD2 nuclear foci, either in dividing cells or after DNA damage. Similarly, human cord blood CD34+ cells transduced with BCR/ABL retroviral vectors showed impaired FANCD2 foci formation, whereas FANCD2 monoubiquitination in these cells was unaffected. Soon after the transduction of CD34+ cells with BCR/ABL retroviral vectors a high proportion of cells with supernumerary centrosomes was observed. Similarly, BCR/ABL induced a high proportion of chromosomal abnormalities, while mediated a cell survival advantage after exposure to DNA cross-linking agents. Significantly, both the impaired formation of FANCD2 nuclear foci, and also the predisposition of BCR/ABL cells to develop centrosomal and chromosomal aberrations were reverted by the ectopic expression of BRCA1. Taken together, our data show for the first time a disruption of the FA/BRCA pathway in BCR/ABL cells, suggesting that this defective pathway should play an important role in the genomic instability of CML by the co-occurrence of centrosomal amplification and DNA repair deficiencies

    Foraging Behavior under Starvation Conditions Is Altered via Photosynthesis by the Marine Gastropod, Elysia clarki

    It has been well documented that nutritional state can influence the foraging behavior of animals. However, photosynthetic animals, those capable of both heterotrophy and symbiotic photosynthesis, may have a delayed behavioral response due to their ability to photosynthesize. To test this hypothesis we subjected groups of the kleptoplastic sea slug, Elysia clarki, to a gradient of starvation treatments of 4, 8, and 12 weeks plus a satiated control. Compared to the control group, slugs starved 8 and 12 weeks displayed a significant increase in the proportion of slugs feeding and a significant decrease in photosynthetic capability, as measured in maximum quantum yield and [chl a]. The 4 week group, however, showed no significant difference in feeding behavior or in the metrics of photosynthesis compared to the control. This suggests that photosynthesis in E. clarki, thought to be linked to horizontally-transferred algal genes, delays a behavioral response to starvation. This is the first demonstration of a link between photosynthetic capability in an animal and a modification of foraging behavior under conditions of starvation
