Symmetry implies independence
Given a quantum system consisting of many parts, we show that symmetry of the
system's state, i.e., invariance under swappings of the subsystems, implies
that almost all of its parts are virtually identical and independent of each
other. This result generalises de Finetti's classical representation theorem
for infinitely exchangeable sequences of random variables as well as its
quantum-mechanical analogue. It has applications in various areas of physics as
well as information theory and cryptography. For example, in experimental
physics, one typically collects data by running a certain experiment many
times, assuming that the individual runs are mutually independent. Our result

Hydrogen-like nitrogen radio line from hot interstellar and warm-hot intergalactic gas
Hyperfine structure lines of highly-charged ions may open a new window in
observations of hot rarefied astrophysical plasmas. In this paper we discuss
spectral lines of isotopes and ions abundant at temperatures 10^5-10^7 K,
characteristic for warm-hot intergalactic medium, hot interstellar medium,
starburst galaxies, their superwinds and young supernova remnants. Observations
of these lines will allow to study bulk and turbulent motions of the observed
target and will broaden the information about the gas ionization state,
chemical and isotopic composition.
The most prospective is the line of the major nitrogen isotope having
wavelength 5.65 mm (Sunyaev and Churazov 1084). Wavelength of this line is
well-suited for observation of objects at z=0.15-0.6 when it is redshifted to
6.5-9 mm spectral band widely-used in ground-based radio observations, and, for
example, for z>=1.3, when the line can be observed in 1.3 cm band and at lower
frequencies. Modern and future radio telescopes and interferometers are able to
observe the absorption by 14-N VII in the warm-hot intergalactic medium at
redshifts above z=0.15 in spectra of brightest mm-band sources. Sub-millimeter
emission lines of several most abundant isotopes having hyperfine splitting

Virtual Valcamonica: collaborative exploration of prehistoric petroglyphs and their surrounding environment in multi-user virtual reality
In this paper, we present a novel, multi-user, virtual reality environment for the interactive, collaborative 3D analysis of large 3D scans and the technical advancements that were necessary to build it: a multi-view rendering system for large 3D point clouds, a suitable display infrastructure and a suite of collaborative 3D interaction techniques. The cultural heritage site of Valcamonica in Italy with its large collection of prehistoric rock-art served as an exemplary use case for evaluation. The results show that our output-sensitive level-of-detail rendering system is capable of visualizing a 3D dataset with an aggregate size of more than 14 billion points at interactive frame rates. The system design in this exemplar application results from close exchange with a small group of potential users: archaeologists with expertise in rock-art and allows them to explore the prehistoric art and its spatial context with highly realistic appearance. A set of dedicated interaction techniques was developed to facilitate collaborative visual analysis. A multi-display workspace supports the immediate comparison of geographically distributed artifacts. An expert review of the final demonstrator confirmed the potential for added value in rock-art research and the usability of our collaborative interaction techniques
Masses for Galactic Beat Cepheids
Accurate mass determinations for Cepheids may be used to determine the degree of excess mixing in the interiors of their main-sequence progenitors : the larger the excess mixing, the larger the luminosity of the Cepheid of a given mass, or the smaller the mass of a Cepheid with given luminosity. Dynamical masses determined recently for a few Cepheid binaries indicate excess mixing somewhat stronger than that corresponding to the convective overshoot models by Schaller et al. Beat Cepheids can be used similarly to test main-sequence mixing in stellar interiors. The period ratios for beat Cepheids depend on luminosity, heavy element abundance, and mass. By comparing pulsational models and the obser- T eff, vationally derived luminosity, metallicities, and period ratios it is possible to obtain masses for these T eff, stars, the so-called beat masses. With the old opacities masses much smaller than the evolutionary masses were obtained. With the new OPAL opacities a beat mass close to the dynamical mass was obtained for the binary beat Cepheid Y Carinae, showing that it is now possible to obtain reliable beat masses. In this paper, we determine beat masses for seven Galactic beat Cepheids for which photometric and spectroscopic data are available. We Ðnd an average mass around 4.2 ^ 0.3 for these stars, M_ though the actual error limits for each star may be larger mainly because of uncertainties in E(B[V ) and the heavy element abundances. (As derived spectroscopically, beat Cepheids are in general metalpoor, with The relation between the derived beat masses and the luminosities [0.4[[Fe/H][ 0.0). again indicates excess mixing that is somewhat larger than that corresponding to the models by Schaller et al
Horizontal Branch Stars: The Interplay between Observations and Theory, and Insights into the Formation of the Galaxy
We review HB stars in a broad astrophysical context, including both variable
and non-variable stars. A reassessment of the Oosterhoff dichotomy is
presented, which provides unprecedented detail regarding its origin and
systematics. We show that the Oosterhoff dichotomy and the distribution of
globular clusters (GCs) in the HB morphology-metallicity plane both exclude,
with high statistical significance, the possibility that the Galactic halo may
have formed from the accretion of dwarf galaxies resembling present-day Milky
Way satellites such as Fornax, Sagittarius, and the LMC. A rediscussion of the
second-parameter problem is presented. A technique is proposed to estimate the
HB types of extragalactic GCs on the basis of integrated far-UV photometry. The
relationship between the absolute V magnitude of the HB at the RR Lyrae level
and metallicity, as obtained on the basis of trigonometric parallax
measurements for the star RR Lyrae, is also revisited, giving a distance
modulus to the LMC of (m-M)_0 = 18.44+/-0.11. RR Lyrae period change rates are
studied. Finally, the conductive opacities used in evolutionary calculations of

Emerging Strategies for Healthy Urban Governance
Urban health promotion is not simply a matter of the right interventions, or even the necessary resources. Urban (and indeed global) health depends to an important extent on governance, the institutions and processes through which societies manage the course of events. This paper describes the concept of governance, distinguishing between reforms aimed at improving how government works and innovations that more fundamentally reinvent governance by developing new institutions and processes of local stakeholder control. The paper highlights strategies urban governors can use to maximize their influence on the national and international decisions that structure urban life. It concludes with some observations on the limitations of local governance strategies and the importance of establishing a “virtuous circuit” of governance through which urban dwellers play a greater role in the formation and implementation of policy at the national and global levels
Interleukin 21 inhibits cancer-mediated FOXP3 induction in naïve human CD4 T cells
IL-21 is known to promote anti-tumour immunity due to its ability to promote T cell responses and counteract Treg-mediated suppression. It has also been shown to limit Treg frequencies during tumour-antigen stimulations. However, whether this represents inhibition of FOXP3 induction in naïve CD4 T cells or curtailed expansion of natural Treg remains unclear. Moreover, whether this effect is maintained in an environment of tumour-derived immunosuppressive factors is not known. Here, we show that in the context of a number of cancers, naïve CD45RA+ CD4 T cells are induced to express high levels of FOXP3, and that FOXP3 expression correlates with inhibition of T cell proliferation. FOXP3 expression was most potently induced by tumours secreting higher levels of total and active TGFβ1 and this induction could be potently counteracted with IL-21, restoring T cell proliferation. We conclude that Treg induction in naïve T cells is a common phenomenon amongst a number of different cancers and that the ability of IL-21 to counteract this effect is further evidence of its promise in cancer therapy
Photodynamic therapy of early stage oral cavity and oropharynx neoplasms: an outcome analysis of 170 patients
The indications of photodynamic therapy (PDT) of oral cavity and oropharynx neoplasms are not well defined. The main reason is that the success rates are not well established. The current paper analyzes our institutional experience of early stage oral cavity and oropharynx neoplasms (Tis-T2) to identify the success rates for each subgroup according to T stage, primary or non-primary treatment and subsites. In total, 170 patients with 226 lesions are treated with PDT. From these lesions, 95 are primary neoplasms, 131 were non-primaries (recurrences and multiple primaries). The overall response rate is 90.7% with a complete response rate of 70.8%. Subgroup analysis identified oral tongue, floor of mouth sites with more favorable outcome. PDT has more favorable results with certain subsites and with previously untreated lesions. However, PDT can find its place for treating lesions in previously treated areas with acceptable results
A model for the population of helium stars in the Galaxy I. Low-mass stars
By means of population synthesis we model the Galactic ensemble of helium
stars. It is assumed that all helium stars are formed in binaries. Under this
assumption, single helium stars are produced by the mergers of helium remnants
of components of close binaries (mainly, by merging helium white dwarfs) and by
disruption of binaries with helium components in supernovae explosions. The
estimate of the total birthrate of helium stars in the Galaxy is 0.043
yr, their total number is estimated as . The rate of
binarity in the total sample is 76%. We construct a subsample of low-mass
(M_{\rm He} \lesssim 2 \ms) helium stars limited by observational selection
effects: stellar magnitude (), ratio of stellar magnitudes
of components in binaries (), lower limit of the
semiamplitude of radial velocity that is necessary for discovery of binarity
( km/s). The parameters of this ``observable'' sample are in
satisfactory agreement with the parameters of the observed ensemble of sdB
stars. In particular, in the selection-limited sample binarity rate is 58%. We
analyze the relations between orbital periods and masses of helium stars and
their companions in systems with different combinations of components. We
expect that overwhelming majority (%) of unobserved components in

Characterization of the Rheological, Mucoadhesive, and Drug Release Properties of Highly Structured Gel Platforms for Intravaginal Drug Delivery
This investigation describes the formulation and characterization of rheologically structured vehicles (RSVs) designed for improved drug delivery to the vagina. Interactive, multicomponent, polymeric platforms were manufactured containing hydroxyethylcellulose (HEC, 5 % w/w) polyvinylpyrrolidone (PVP, 4 % w/w), Pluronic (PL, 0 or 10 % w/w), and either polycarbophil (PC, 3 % w/w) or poly(methylvinylether-co-maleic anhydride) (Gantrez S97, 3 % w/w) as a mucoadhesive agent. The rheological (torsional and dynamic), mechanical (com-pressional), and mucoadhesive properties were characterized and shown to be dependent upon the mucoadhesive agent used and the inclusion/exclusion of PL. The dynamic rheological properties of the gel platforms were also assessed following dilution with simulated vaginal fluid (to mimic in vivo dilution). RSVs containing PC were more rheologically structured than comparator formulations containing GAN. This trend was also reflected in formulation hardness, compressibility, consistency, and syringeability. Moreover, formulations containing PL (10% w/w) were more rheologically structured than formulations devoid of PL. Dilution with simulated vaginal fluids significantly decreased rheological structure, although RSVs still retained a highly elastic structure (G ′> G′ ′ and tan δ < 1). Furthermore, RSVs exhibited sustained drug release properties that were shown to be dependent upon their rheological structure.
