Methodological Toolkit for Assessing the Investment Attractiveness of Renewable Resources in Northern and Arctic Territories
This article examines a pressing issue of assessing the investment attractiveness of renewable resources in underdeveloped Northern and Arctic territories that have a huge untapped natural resource potential. The subject of the study is the economic interactions that occur during the development of natural resource potential. The goal of this study is to develop the methodological toolkit for assessing the investment attractiveness for businesses and government authorities at various levels. At the pre-investment stage of development projects, we identified typical landscapes for zoning of the territory and assessed them for each type of renewable natural resources. Based on an analysis of existing approaches to natural resource zoning, the authors propose to identify three types of landscapes, including those that are attractive in terms of investment, those that are attractive in terms of investment with certain limitations, and those that are unattractive for investment. The study has confirmed the hypothesis that the selection of the most valuable natural resources expands the opportunities for their economic use. The investment attractiveness is determined by favorable geographical location, development of regional infrastructure, natural potential viewed as a priority object. The authors have provided the rationale for the need to valuate the natural resource potential of landscape areas within the boundaries of an assessed territory for the purposes of their ranking based on establishing the investment attractiveness. The limitations may be imposed by the low level of infrastructure development prerequisites, insufficient sustainability of landscapes to anthropogenic influences, export of raw materials for processing outside the territory, etc. The authors have substantiated the list of conditions that require the introduction of correction coefficients to the value indicators of natural resource potential in landscape areas. The main findings of the study are presented in the form of landscape zoning of the territory and methodological toolkit for assessing the investment attractiveness tested in Berezovsky Municipal District of Khanty-Mansi Autonomous Okrug—Yugra.The article has been prepared under the Grant No. 14–18–00456 "Substantiating the Geo-Eco-Socio-Economic Approach to the Development of Strategic Natural Resource Potential of Northern Understudied Territories as Part of The Arctic—Central Asia Investment Project " provided by the Russian Science Foundation
All-dielectric magnetic metasurface for advanced light control in dual polarizations combined with high-Q resonances
Nanostructured magnetic materials provide an efficient tool for light manipulation on sub-nanosecond and sub-micron scales, and allow for the observation of the novel effects which are fundamentally impossible in smooth films. For many cases of practical importance, it is vital to observe the magneto-optical intensity modulation in a dual-polarization regime. However, the nanostructures reported on up to date usually utilize a transverse Kerr effect and thus provide light modulation only for p-polarized light. We present a concept of a transparent magnetic metasurface to solve this problem, and demonstrate a novel mechanism for magneto-optical modulation. A 2D array of bismuth-substituted iron-garnet nanopillars on an ultrathin iron-garnet slab forms a metasurface supporting quasi-waveguide mode excitation. In contrast to plasmonic structures, the all-dielectric magnetic metasurface is shown to exhibit much higher transparency and superior quality-factor resonances, followed by a multifold increase in light intensity modulation. The existence of a wide variety of excited mode types allows for advanced light control: transmittance of both p- and s-polarized illumination becomes sensitive to the medium magnetization, something that is fundamentally impossible in smooth magnetic films. The proposed metasurface is very promising for sensing, magnetometry and light modulation applications
Innovative Methods in Management and Raising the Quality of Higher Professional Education in Russia
Economic and political changes in contemporary society lead to reforms of many social spheres. The system of education in general and higher professional education in particular is no exception. The issue of ensuring the quality of education has recently attracted great attention in all countries of the world. The key problem of reforming education is raising its quality. In this paper, the object of research was the quality of education provided by higher education institutions. The authors have conducted the analysis of models for raising the quality of education and qualimetry of the laboratory work quality based on a survey of teachers and students. The QFD method was described by the example of its application in five universities of the Russian Federation. It has been proved that this method can provide the university with a planning tool with which higher education institutions can provide services that fully meet the requirements of customers (students, parents, employers, the state and society as a whole), thereby ensuring the suitability of the system to meet external requirements – the Fitness-for-Purpose approach (building goals based on the external environment). In addition, it has also been substantiated that the application of this method in the system of higher professional education will ensure the suitability of the system to achieve its own goals - the Fitness-for-Purpose approach (development, improvement, effective management). Thus, the QFD method will make it possible to support of all types of coordinated activities for the leadership and management of higher education institutions in relation to quality, as well as a set of developed regulatory and methodological documents that determine the content, technologies, methods and means of work of all officials, teachers and students to further improve the quality of educational process, thereby ensuring the competitiveness of higher education institutions and effective development on the global market of educational service
Drugs influencing on PCSK9 activity: modelling of efficacy in patients who had myocardial infarction with uncontrolled dyslipidemia
Cardiovascular diseases are the leading cause of death worldwide. It is possible to influence the development of these diseases by influencing their main pathogenetic link — dyslipidemia.Aim: to evaluate, using the example of alirocumab, the potential effect of drugs affecting the activity of PCSK9 on the achievement of goals for the prevention of the development of cardiovascular diseases and cardiovascular complications in patients of working age who had an acute myocardial infarction (MI) less than a year ago, with uncontrolled dyslipidemia.Materials and methods. The target group was created based on the Russian clinical guidelines; its number was calculated using Russian registry data. Based on the published results of the clinical trial of alirocumab ODYSSEY OUTCOMES in a group of patients with LDL cholesterol levels of more than 2.6 mmol/l (100 mg/dl), a model was built to estimate the number of fatal and non-fatal outcomes in the target group with standard therapy and with alirocumab.Results. The effect of alirocumab administration was modeled in patients of working age who had a myocardial infarction less than 12 months ago with an LDL cholesterol level of more than 5.0 mmol/l, the number of this group in the Russian Federation was estimated to be 3,029 people. It has been shown that with therapy in this group, mortality can be reduced by 29%, and the number of non-fatal cardiovascular events — by 22%, i. e. alirocumab therapy in this group for 2 years can prevent 29 deaths and 185 non-fatal events, with an increase in the duration of therapy to 5 years, the number of lives saved will be 117 and 401 non-fatal cardiovascular events will be prevented.Conclusion. Modeling has shown that alirocumab therapy in patients with recent myocardial infarction and LDL cholesterol levels above 5.0 mmol/L will significantly reduce mortality in this group and prevent the development of serious nonfatal cardiovascular complications, which will also reduce the burden on specialized hospitals, as well as prevent patients from becoming disabled. At the same time, decision making requires a balanced consideration of all ethical, clinical and economic aspects, including the assessment of costs and potential effects from the position of the of a willingness to pay and the formation of the budget of the health system

There were considered factors that determine difference of low and ultrasonic frequency treatment methods with regard to composite melts: cavitation events, dissipation losses, capability to turbulent mixing of melt. Assessing natural herd immunity to tick-borne encephalitis in Republic Sakha (Yakutia)
Tick-borne encephalitis (TBE) is a natural focal viral neuroinfection vastly spread in the mid-latitude climate zone of theEurasia. Lethal cases and disability related to TBE determine its high epidemiological significance as well as underlie undiminished attention to prevent it in endemic territories. At the same time, TBE epidemiologic features significantly differ in various geographic areas. Importantly, Republic Sakha (Yakutia) is not among TBE endemic areas in theRussian Federation. However, in the last decade an increased incidence of ixodic tick bites was registered in the Republic Sakha. A pattern of pathogen-specific population immunity is one of the most valuable criteria for assessing magnitude of epidemic process in TBE foci. Hence, our study was aimed at assessing natural herd immunity TBEV in Republic Sakha associated with elevated incidence of tick bite visits. Here, we analyzed the data regarding the rate of tick attacks in the period of 2001–2007 in Republic Sakha. Residents and individuals unvaccinated against TBEV in the city ofYakutskas well as various administrative regions were examined to record the peak incidence of tick attacks. It was found that a range of the administrative regions recording with registered of ixodic tick attacks and elevated incidence of tick bites was expanded. Moreover, the top incidence of tick bites was annually recorded in the south regions of the republic Aldanian, Neryungri, Olyekminsk, Leninsk, Khangalassky districts, city ofYakutskand its suburbs. Furthermore, TBEV-specific immunoglobulins were detected in 5.7±0.68% of the residents examined suggesting about contacts with the pathogen. In addition, the peak count of seropositive people (8.9±1.85%) was identified in Namsky district located in the central part of the republic. Overall, detection rate of TBEV-specific antibodies among general adult population (6.9±0.95%) was significantly higher compared to those observed in children (3.9±0.89%, р < 0.05). no significant differences in urban (5.8±1.12%) vs. rural population (5.63±0.84%) was found
