    Flexible Booms, Momentum Wheels, and Subtle Gravity-Gradient Instabilities

    A gravity-gradient boom and a momentum wheel provides a passive, three-axis attitude control system for a small satellite requiring 10° Earth-oriented pointing In a low Earth orbit. The Polar BEAR satellite Is a small satellite using just such a system that has experienced unexpected attitude instabilities during some of Its full-sun orbit periods. This paper examines the attitude dynamles and disturbances associated with gravlty-gradientlmomentum-wheel systems In an attempt to identify potential destabilizing mechanisms common to the configuration. Polar BEAR is not the only such configuration to experience problems In full sun. and several other examples are briefiy discussed. Although we place particular emphasis on trying to understand Polar BEAR\u27s anomaly, Its performance may be symptomatic of problems with the Dexible-boom/momentum-wheel configuration

    Non-interference for deterministic interactive programs

    We consider the problem of defining an appropriate notion of non-interference (NI) for deterministic interactive programs. Previous work on the security of interactive programs by O'Neill, Clarkson and Chong (CSFW 2006) builds on earlier ideas due to Wittbold and Johnson (Symposium on Security and Privacy 1990), and argues for a notion of NI defined in terms of strategies modelling the behaviour of users. We show that, for deterministic interactive programs, it is not necessary to consider strategies and that a simple stream model of the users' behaviour is sufficient. The key technical result is that, for deterministic programs, stream-based NI implies the apparently more general strategy-based NI (in fact we consider a wider class of strategies than those of O'Neill et al). We give our results in terms of a simple notion of Input-Output Labelled Transition System, thus allowing application of the results to a large class of deterministic interactive programming languages

    Testing the Void against Cosmological data: fitting CMB, BAO, SN and H0

    In this paper, instead of invoking Dark Energy, we try and fit various cosmological observations with a large Gpc scale under-dense region (Void) which is modeled by a Lemaitre-Tolman-Bondi metric that at large distances becomes a homogeneous FLRW metric. We improve on previous analyses by allowing for nonzero overall curvature, accurately computing the distance to the last-scattering surface and the observed scale of the Baryon Acoustic peaks, and investigating important effects that could arise from having nontrivial Void density profiles. We mainly focus on the WMAP 7-yr data (TT and TE), Supernova data (SDSS SN), Hubble constant measurements (HST) and Baryon Acoustic Oscillation data (SDSS and LRG). We find that the inclusion of a nonzero overall curvature drastically improves the goodness of fit of the Void model, bringing it very close to that of a homogeneous universe containing Dark Energy, while by varying the profile one can increase the value of the local Hubble parameter which has been a challenge for these models. We also try to gauge how well our model can fit the large-scale-structure data, but a comprehensive analysis will require the knowledge of perturbations on LTB metrics. The model is consistent with the CMB dipole if the observer is about 15 Mpc off the centre of the Void. Remarkably, such an off-center position may be able to account for the recent anomalous measurements of a large bulk flow from kSZ data. Finally we provide several analytical approximations in different regimes for the LTB metric, and a numerical module for CosmoMC, thus allowing for a MCMC exploration of the full parameter space.Comment: 70 pages, 12 figures, matches version accepted for publication in JCAP.     Different strategies for pharmacological thromboprophylaxis for lower-limb immobilisation after injury: systematic review and economic evaluation

    Background Thromboprophylaxis can reduce the risk of venous thromboembolism (VTE) during lower-limb immobilisation, but it is unclear whether or not this translates into meaningful health benefit, justifies the risk of bleeding or is cost-effective. Risk assessment models (RAMs) could select higher-risk individuals for thromboprophylaxis. Objectives To determine the clinical effectiveness and cost-effectiveness of different strategies for providing thromboprophylaxis to people with lower-limb immobilisation caused by injury and to identify priorities for future research. Data sources Ten electronic databases and research registers (MEDLINE, EMBASE, Cochrane Database of Systematic Reviews, Database of Abstracts of Review of Effects, the Cochrane Central Register of Controlled Trials, Health Technology Assessment database, NHS Economic Evaluation Database, Science Citation Index Expanded, ClinicalTrials.gov and the International Clinical Trials Registry Platform) were searched from inception to May 2017, and this was supplemented by hand-searching reference lists and contacting experts in the field. Review methods Systematic reviews were undertaken to determine the effectiveness of pharmacological thromboprophylaxis in lower-limb immobilisation and to identify any study of risk factors or RAMs for VTE in lower-limb immobilisation. Study quality was assessed using appropriate tools. A network meta-analysis was undertaken for each outcome in the effectiveness review and the results of risk-prediction studies were presented descriptively. A modified Delphi survey was undertaken to identify risk predictors supported by expert consensus. Decision-analytic modelling was used to estimate the incremental cost per quality-adjusted life-year (QALY) gained of different thromboprophylaxis strategies from the perspectives of the NHS and Personal Social Services. Results Data from 6857 participants across 13 trials were included in the meta-analysis. Thromboprophylaxis with low-molecular-weight heparin reduced the risk of any VTE [odds ratio (OR) 0.52, 95% credible interval (CrI) 0.37 to 0.71], clinically detected deep-vein thrombosis (DVT) (OR 0.40, 95% CrI 0.12 to 0.99) and pulmonary embolism (PE) (OR 0.17, 95% CrI 0.01 to 0.88). Thromboprophylaxis with fondaparinux (Arixtra®, Aspen Pharma Trading Ltd, Dublin, Ireland) reduced the risk of any VTE (OR 0.13, 95% CrI 0.05 to 0.30) and clinically detected DVT (OR 0.10, 95% CrI 0.01 to 0.94), but the effect on PE was inconclusive (OR 0.47, 95% CrI 0.01 to 9.54). Estimates of the risk of major bleeding with thromboprophylaxis were inconclusive owing to the small numbers of events. Fifteen studies of risk factors were identified, but only age (ORs 1.05 to 3.48), and injury type were consistently associated with VTE. Six studies of RAMs were identified, but only two reported prognostic accuracy data for VTE, based on small numbers of patients. Expert consensus was achieved for 13 risk predictors in lower-limb immobilisation due to injury. Modelling showed that thromboprophylaxis for all is effective (0.015 QALY gain, 95% CrI 0.004 to 0.029 QALYs) with a cost-effectiveness of £13,524 per QALY, compared with thromboprophylaxis for none. If risk-based strategies are included, it is potentially more cost-effective to limit thromboprophylaxis to patients with a Leiden thrombosis risk in plaster (cast) [L-TRiP(cast)] score of ≥ 9 (£20,000 per QALY threshold) or ≥ 8 (£30,000 per QALY threshold). An optimal threshold on the L-TRiP(cast) receiver operating characteristic curve would have sensitivity of 84–89% and specificity of 46–55%. Limitations Estimates of RAM prognostic accuracy are based on weak evidence. People at risk of bleeding were excluded from trials and, by implication, from modelling. Conclusions Thromboprophylaxis for lower-limb immobilisation due to injury is clinically effective and cost-effective compared with no thromboprophylaxis. Risk-based thromboprophylaxis is potentially optimal but the prognostic accuracy of existing RAMs is uncertain. Future work Research is required to determine whether or not an appropriate RAM can accurately select higher-risk patients for thromboprophylaxis.     Although written language plays a critical role in academic success, little empirical evidence exists on the normal development of processes involved in producing written products. Even less is known about the writing performance of LD children. This study empirically compared the written products of LD and normal students at three grade levels on The Test of Written Language.     Visual stress, its treatment with spectral filters, and its relationship to visually induced motion sickness

    We review the concept of visual stress and its relation to neurological disease. Visual stress can occur from the observation of images with unnatural spatial structure and an excess of contrast energy at spatial frequencies to which the visual system is generally most sensitive. Visual stress can often be reduced using spectral filters, provided the colour is selected with precision to suit each individual. The use of such filters and their effects on reading speed are reviewed. The filters have been shown to benefit patients with a variety of neurological conditions other than reading difficulty, all associated with an increased risk of seizures. © 2009 Elsevier Ltd

    Optimising fisheries management in relation to tuna catches in the western central Pacific Ocean: A review of research priorities and opportunities

    Some of the most important development goals for the countries and territories of the Western and Central Pacific Ocean (WCPO) involve the sustainable management of their fisheries in light of environmental, economic and social uncertainties. The responses of fish populations to variability in the marine environment have implications for decision making processes associated with resource management. There is still considerable uncertainty in estimating the responses of tuna populations to short-to-medium-term variability and longer-term change in the oceanic environment. A workshop was organised to examine how advances in oceanography, fisheries science and fisheries economics could be applied to the tuna fisheries of the WCPO and in doing so identify research priorities to improve understanding relevant to progressing management. Research priorities identified included: (i) improved parameterisation of end to end ecosystem model components, processes and feedbacks through expanded biological observations and incorporation of higher resolution climate models; (ii) development of seasonal and inter-annual forecasting tools enabling management responses to short-term variability in tuna distributions and abundances; (iii) improved understanding of the population dynamics of and the energy transfer efficiencies between food web components; (iv) assessment of the optimal value of access rights and overall fishery value under multiple scenarios of tuna distribution and abundance and influences on decision making by fisheries managers and fleets and (v) development of management strategy evaluation frameworks for utilisation in the implementing and testing of fishery management procedures and to help prioritise research directions and investment. Issues discussed and research priorities identified during the workshop have synergies with other internationally managed fisheries and therefore are applicable to many other fisheries

    Eutectic colony formation: A phase field study

    Eutectic two-phase cells, also known as eutectic colonies, are commonly observed during the solidification of ternary alloys when the composition is close to a binary eutectic valley. In analogy with the solidification cells formed in dilute binary alloys, colony formation is triggered by a morphological instability of a macroscopically planar eutectic solidification front due to the rejection by both solid phases of a ternary impurity that diffuses in the liquid. Here we develop a phase-field model of a binary eutectic with a dilute ternary impurity and we investigate by dynamical simulations both the initial linear regime of this instability, and the subsequent highly nonlinear evolution of the interface that leads to fully developed two-phase cells with a spacing much larger than the lamellar spacing. We find a good overall agreement with our recent linear stability analysis [M. Plapp and A. Karma, Phys. Rev. E 60, 6865 (1999)], which predicts a destabilization of the front by long-wavelength modes that may be stationary or oscillatory. A fine comparison, however, reveals that the assumption commonly attributed to Cahn that lamella grow perpendicular to the envelope of the solidification front is weakly violated in the phase-field simulations. We show that, even though weak, this violation has an important quantitative effect on the stability properties of the eutectic front. We also investigate the dynamics of fully developed colonies and find that the large-scale envelope of the composite eutectic front does not converge to a steady state, but exhibits cell elimination and tip-splitting events up to the largest times simulated.Comment: 18 pages, 18 EPS figures, RevTeX twocolumn, submitted to Phys.
