    Inspiring a generation: an examination of stakeholder relations in the context of London 2012 Olympics and Paralympics educational programmes

    The London 2012 Olympic and Paralympic Games (London 2012) inspire a generation legacy aim targeted young people in the United Kingdom (UK) and internationally. This article explores how the London 2012 education-based legacy programmes aimed at young people, such as the Get Set initiative, affected relations between stakeholders connected to the Games. Utilising a stakeholder relations theoretical perspective we analysed documentary-based dialogue from a UK parliament Education Committee inquiry through a critical discourse analysis. From the analysis two discourses emerged. Firstly, around clarity of the purpose of the London 2012 educational programmes. Secondly, varying stakeholders’ understanding during the inquiry of the inspire a generation legacy aim was articulated around the notion of a “missed opportunity,” in particular, when translated into the domestic policy context around education and sport. The findings encourage stakeholders to reflect on potential fragmented accountability between sport mega event and domestic sectors; and achieving greater clarity to the purpose of legacy-based educational programme within a broader policy context

    The political process of constructing a sustainable London Olympics sports development legacy

    This study attempts to develop a research agenda for understanding the process of constructing a sustainable Olympic sports development legacy. The research uses a social constructivist perspective to examine the link between the 2012 London Olympic Games and sustainable sports development. The first part of the paper provides justification for the study of sport policy processes using a constructivist lens. This is followed by a section which critically unpacks sustainable sports development drawing on Mosse’s (1998) ideas of process-oriented research and Searle’s conceptualisation of the construction of social reality. Searle’s (1995) concepts of the assignment of function, collective intentionality, collective rules, and human capacity to cope with the environment are considered in relation to the events and discourses emerging from the legacy vision(s) associated with the 2012 London Olympic Games. The paper concludes by proposing a framework for engaging in process oriented research and highlights key elements, research questions, and methodological issues. The proposed constructivist approach can be used to inform policy, practice, and research on sustainable Olympic sports development legacy

    Cross-sectional measures and modelled estimates of blood alcohol levels in UK nightlife and their relationships with drinking behaviours and observed signs of inebriation

    <p>Abstract</p> <p>Background</p> <p>Management of nightlife in UK cities focuses on creating safe places for individuals to drink. Little is known about intoxication levels as measuring total alcohol consumption on nights out is complicated by early evening interviews missing subsequent consumption and later interviews risking individuals being too drunk to recall consumption or participate at all. Here we assess mixed survey and modelling techniques as a methodological approach to examining these issues.</p> <p>Methods</p> <p>Interviews with a cross sectional sample of nightlife patrons (n = 214) recruited at different locations in three cities established alcohol consumption patterns up to the point of interview, self-assessed drunkenness and intended drinking patterns throughout the remaining night out. Researchers observed individuals' behaviours to independently assess drunkenness. Breath alcohol tests and general linear modelling were used to model blood alcohol levels at participants' expected time of leaving nightlife settings.</p> <p>Results</p> <p>At interview 49.53% of individuals regarded themselves as drunk and 79.43% intended to consume more alcohol before returning home, with around one in ten individuals (15.38% males; 4.35% females) intending to consume >40 units (equal to 400 mls of pure alcohol). Self-assessed drunkenness, researcher observed measures of sobriety and blood alcohol levels all correlated well. Modelled estimates for blood alcohol at time of going home suggested that 71.68% of males would be over 0.15%BAC (gms alcohol/100 mls blood). Higher blood alcohol levels were related to drinking later into the night.</p> <p>Conclusions</p> <p>UK nightlife has used substantive health and judicial resources with the aim of creating safer and later drinking environments. Survey and modelling techniques together can help characterise the condition of drinkers when using and leaving these settings. Here such methods identified patrons as routinely getting drunk, with risks of drunkenness increasing over later nights. Without preventing drunkenness and sales to intoxicated individuals, extended drinking hours can simply act as havens for drunks. A public health approach to nightlife is needed to better understand and take into account the chronic effects of drunkenness, the damages arising after drunk individuals leave city centres and the costs of people avoiding drunken city centres at night.</p

    Managerial Hubris, Trade-Associations, and Regulatory Knowledge in Micro-Firms

    To avoid breaking the law for regulatory non-compliance, it is essential that micro-firm owner-managers are aware of deficiencies in their knowledge, so that they can seek improvement and avoid over-confidence (i.e. hubris) in their knowledge levels. Using newly collected survey data from micro-firms in the English accommodation sector and multivariate techniques, the authors explore the possibility of hubris by making a novel distinction between the Perceived-Knowledge and Actual-Knowledge of regulation held by micro-firm owner-managers. Both Perceived-Knowledge (from self-assessment) and Actual-Knowledge (from a simple test) over four core areas of regulation are found to be different, generally poor and suggestive of hubris. The relationship between these knowledge levels is further explored by considering the role of trade association membership (since they support members) and attitude (since it effects learning). Attitude is found to be positively associated with both forms of knowledge, while trade association memberships are also found to be associated with enhanced Perceived-Knowledge, but not Actual-Knowledge. In light of the results, the authors suggest several priority areas for improving Actual-Knowledge and self-assessment skills, and areas for future research.</p

    A review of the rural-digital policy agenda from a community resilience perspective

    © 2016 The Authors This paper utilises a community resilience framework to critically examine the digital-rural policy agenda. Rural areas are sometimes seen as passive and static, set in contrast to the mobility of urban, technological and globalisation processes (Bell et al., 2010). In response to notions of rural decline (McManus et al., 2012) rural resilience literature posits rural communities as ‘active,’ and ‘proactive’ about their future (Skerratt, 2013), developing processes for building capacity and resources. We bring together rural development and digital policy-related literature, using resilience motifs developed from recent academic literature, including community resilience, digital divides, digital inclusion, and rural information and communication technologies (ICTs). Whilst community broadband initiatives have been linked to resilience (Plunkett-Carnegie, 2012; Heesen et al., 2013) digital inclusion, and engagement with new digital technologies more broadly, have not. We explore this through three resilience motifs: resilience as multi-scalar; as entailing normative assumptions; and as integrated and place-sensitive. We point to normative claims about the capacity of digital technology to aid rural development, to offer solutions to rural service provision and the challenges of implementing localism.     The Olympic Games and raising sports participation: a systematic review of evidence and an interrogation of policy for a demonstration effect

    Research questions: Can a demonstration effect, whereby people are inspired by elite sport, sports people and events to actively participate themselves, be harnessed from an Olympic Games to influence sport participation? Did London 2012 sport participation legacy policy draw on evidence about a demonstration effect, and was a legacy delivered? Research methods: A worldwide systematic review of English language evidence returned 1,778 sources iteratively reduced by the author panel, on advice from an international review panel, to 21 included sources that were quality appraised and synthesised narratively. The evidence was used to examine the influence of a demonstration effect on sport participation engagement and to interrogate sport participation legacy policy for London 2012. Results and findings: There is no evidence for an inherent demonstration effect, but a potential demonstration effect, properly leveraged, may deliver increases in sport participation frequency and re-engage lapsed participants. Despite setting out to use London 2012 to raise sport participation, successive UK governments’ policy failures to harness the potential influence of a demonstration effect on demand resulted in failure to deliver increased participation. Implications: If the primary justification for hosting an Olympic Games is the potential impact on sport participation, the Games are a bad investment. However, the Games can have specific impacts on sport participation frequency and re-engagement, and if these are desirable for host societies, are properly leveraged by hosts, and are one among a number of reasons for hosting the Games, then the Games may be a justifiable investment in sport participation terms

    From ‘me towns’ to ‘we towns’: activist citizenship in UK town centres

    Britain’s town centres have witnessed economic, social and physical upheaval over more than half a century, linked to sweeping changes in retailing and consumption. Yet they are also places where activists are seeking to fashion alternative futures and test social and economic models that challenge neoliberal norms. Reflecting on recent developments in the UK, this paper explores the potential of citizen-led economic activism in British town and city centres. Focusing on three case studies of urban activism, it contrasts policies and practices that frame the users of urban space as consumers with the marginal acts that seek to assert wider rights to the city. The article shows how ideas of ‘resilience’ have become a stake of struggle in debates over the future of urban centres and urban citizenship, deployed both to defend neoliberal economic configurations and to signal radical transitions towards more participatory and economically autonomous forms of society
