    Hard measures for soft stuff: citizenship indicators and educational policy under the Lisbon Strategy

    How far is the European Union a vehicle for inclusion and empowerment of a new range of policy actors in education? This article explores the role of actors in policy formation through a case study. It examines European Union attempts since 2000 to develop indicators of ‘active citizenship’ and ‘education and training for active citizenship’. It is based on two main sources: policy documents on the development of indicators and benchmarks; and a case study of an exercise (2005-07) to develop such indicators, initiated by the European Commission’s Directorate General for Education and Culture. It shows that policy actors have attempted to take advantage of the Open Method of Coordination, often seen as a neo-liberal control mechanism, to ensure that citizenship remains on the policy agenda

    Global trends in biodiversity and ecosystem services from 1900 to 2050

    Despite the scientific consensus on the extinction crisis and its anthropogenic origin, the quantification of historical trends and of future scenarios of biodiversity and ecosystem services has been limited, due to the lack of inter-model comparisons and harmonized scenarios. Here, we present a multi-model analysis to assess the impacts of land-use and climate change from 1900 to 2050. During the 20th century provisioning services increased, but biodiversity and regulating services decreased. Similar trade-offs are projected for the coming decades, but they may be attenuated in a sustainability scenario. Future biodiversity loss from land-use change is projected to keep up with historical rates or reduce slightly, whereas losses due to climate change are projected to increase greatly. Renewed efforts are needed by governments to meet the 2050 vision of the Convention on Biological Diversity

    Inflammatory biomarkers in Alzheimer's disease plasma

    Introduction: Plasma biomarkers for Alzheimer's disease (AD) diagnosis/stratification are a \u201cHoly Grail\u201d of AD research and intensively sought; however, there are no well-established plasma markers. Methods: A hypothesis-led plasma biomarker search was conducted in the context of international multicenter studies. The discovery phase measured 53 inflammatory proteins in elderly control (CTL; 259), mild cognitive impairment (MCI; 199), and AD (262) subjects from AddNeuroMed. Results: Ten analytes showed significant intergroup differences. Logistic regression identified five (FB, FH, sCR1, MCP-1, eotaxin-1) that, age/APO\u3b54 adjusted, optimally differentiated AD and CTL (AUC: 0.79), and three (sCR1, MCP-1, eotaxin-1) that optimally differentiated AD and MCI (AUC: 0.74). These models replicated in an independent cohort (EMIF; AUC 0.81 and 0.67). Two analytes (FB, FH) plus age predicted MCI progression to AD (AUC: 0.71). Discussion: Plasma markers of inflammation and complement dysregulation support diagnosis and outcome prediction in AD and MCI. Further replication is needed before clinical translation

    On the sensitivity of the HAWC observatory to gamma-ray bursts

    We present the sensitivity of HAWC to Gamma Ray Bursts (GRBs). HAWC is a very high-energy gamma-ray observatory currently under construction in Mexico at an altitude of 4100 m. It will observe atmospheric air showers via the water Cherenkov method. HAWC will consist of 300 large water tanks instrumented with 4 photomultipliers each. HAWC has two data acquisition (DAQ) systems. The main DAQ system reads out coincident signals in the tanks and reconstructs the direction and energy of individual atmospheric showers. The scaler DAQ counts the hits in each photomultiplier tube (PMT) in the detector and searches for a statistical excess over the noise of all PMTs. We show that HAWC has a realistic opportunity to observe the high-energy power law components of GRBs that extend at least up to 30 GeV, as it has been observed by Fermi LAT. The two DAQ systems have an energy threshold that is low enough to observe events similar to GRB 090510 and GRB 090902b with the characteristics observed by Fermi LAT. HAWC will provide information about the high-energy spectra of GRBs which in turn could help to understanding about e-pair attenuation in GRB jets, extragalactic background light absorption, as well as establishing the highest energy to which GRBs accelerate particles

    Bending the curve of terrestrial biodiversity needs an integrated strategy

    Increased efforts are required to prevent further losses to terrestrial biodiversity and the ecosystem services that it provides1,2. Ambitious targets have been proposed, such as reversing the declining trends in biodiversity3; however, just feeding the growing human population will make this a challenge4. Here we use an ensemble of land-use and biodiversity models to assess whether—and how—humanity can reverse the declines in terrestrial biodiversity caused by habitat conversion, which is a major threat to biodiversity5. We show that immediate efforts, consistent with the broader sustainability agenda but of unprecedented ambition and coordination, could enable the provision of food for the growing human population while reversing the global terrestrial biodiversity trends caused by habitat conversion. If we decide to increase the extent of land under conservation management, restore degraded land and generalize landscape-level conservation planning, biodiversity trends from habitat conversion could become positive by the mid-twenty-first century on average across models (confidence interval, 2042–2061), but this was not the case for all models. Food prices could increase and, on average across models, almost half (confidence interval, 34–50%) of the future biodiversity losses could not be avoided. However, additionally tackling the drivers of land-use change could avoid conflict with affordable food provision and reduces the environmental effects of the food-provision system. Through further sustainable intensification and trade, reduced food waste and more plant-based human diets, more than two thirds of future biodiversity losses are avoided and the biodiversity trends from habitat conversion are reversed by 2050 for almost all of the models. Although limiting further loss will remain challenging in several biodiversity-rich regions, and other threats—such as climate change—must be addressed to truly reverse the declines in biodiversity, our results show that ambitious conservation efforts and food system transformation are central to an effective post-2020 biodiversity strategy

    The Great Markarian 421 Flare of 2010 February: Multiwavelength Variability and Correlation Studies

    We report on variability and correlation studies using multiwavelength observations of the blazar Mrk 421 during the month of 2010 February, when an extraordinary flare reaching a level of ∌27 Crab Units above 1 TeV was measured in very high energy (VHE) Îł-rays with the Very Energetic Radiation Imaging Telescope Array System (VERITAS) observatory. This is the highest flux state for Mrk 421 ever observed in VHE Îł-rays. Data are analyzed from a coordinated campaign across multiple instruments, including VHE Îł-ray (VERITAS, Major Atmospheric Gamma-ray Imaging Cherenkov), high-energy Îł-ray (Fermi-LAT), X-ray (Swift, Rossi X-ray Timing Experiment, MAXI), optical (including the GASP-WEBT collaboration and polarization data), and radio (Metsahovi, Owens Valley Radio Observatory, University of Michigan Radio Astronomy Observatory). Light curves are produced spanning multiple days before and after the peak of the VHE flare, including over several flare "decline" epochs. The main flare statistics allow 2 minute time bins to be constructed in both the VHE and optical bands enabling a cross-correlation analysis that shows evidence for an optical lag of ∌25-55 minutes, the first time-lagged correlation between these bands reported on such short timescales. Limits on the Doppler factor (ÎŽ âȘ† 33) and the size of the emission region (ÎŽ-1RBâ‰Č 3.8 × 1013cm) are obtained from the fast variability observed by VERITAS during the main flare. Analysis of 10 minute binned VHE and X-ray data over the decline epochs shows an extraordinary range of behavior in the flux-flux relationship, from linear to quadratic to lack of correlation to anticorrelation. Taken together, these detailed observations of an unprecedented flare seen in Mrk 421 are difficult to explain with the classic single-zone synchrotron self-Compton model.</p

    Comparison of Brachial Artery Pressure and Derived Central Pressure in the Measurement of Abdominal Aortic Aneurysm Distensibility

    AbstractObjective AAA distensibility (Ep, ÎČ) may predict growth and risk of rupture. However, distensibility measurements based on brachial rather than central pressure may be inaccurate. Our aim was to compare AAA distensibility using non-invasive brachial and derived central aortic pressure. Design brachial and central pressures were measured prospectively by automated sphygmomanometry (Omron) and pulse wave analysis (SphygmoCor) respectively. AAA distensibility was calculated using brachial (Epb, ÎČb) and central (Epc, ÎČc) pressures by ultrasonic echo-tracking (Diamove). Twenty-eight patients (18 males) were selected on a first come basis from a larger study of AAA patients. There were no exclusion criteria, so 54% had cardiac dysfunction (MI, angina) and 14% were hypertensive (BP>140/90 mmHg). Results median (IQR) age was 74 (70–77) years, median AAA (IQR) diameter was 44 (40–51) mm. Central and brachial systolic pressures were significantly different, [140 (121–153) vs 144 (130–164) mmHg respectively, p≀0.01]. Central and brachial diastolic pressures were not significantly different [76 (72–86) vs 76 (71–86) mmHg respectively, p=0.5]. Epc(3.0, [2.2–4.9]) and ÎČc(22.2 [15.5–33.2]) were significantly lower than Epb(3.6, [2.4–5.1] 105Nm−2) and ÎČb(24.7 [17.1–33.0] a.uall p<0.001. Brachial and central derived distensibility remained significantly different after adjusting for age and diameter (p<0.001). Conclusion the use of brachial pressure leads to a small, systematic overestimate of Ep (18%) and ÎČ (11%) independent of age and AAA diameter. This systematic error will not bias follow-up of changes in distensibility
