    Stasiulis\u27s two-part essay offers a critique of the policies on immigration and racism pursued by the Canadian government during the past decade or so. While the government\u27s multicultural institutions seek to ameliorate racism, its immigration agencies get blamed for intensifying the problem. The latter agencies are better supported than the former which are on the fringes of state power, and, according to the author, have little chance of changing immigration policies

    Caveat Viator: The Duty to Wear Seat Belts under Comparative Negligence Law

    The first portion of this article will attempt to show that neither judicial nor legislative reluctance, nor its underlying reasoning, is justifiable in light of the current state of law and society. Substantial evidence will be presented to demonstrate the need for our society to adopt the seat belt habit and for the law to recognize and respond to this societal need. Reactions of courts and legislative bodies to suggestions of mandated use are then explored as a preliminary to an analysis of the common law basis for adoption of the seat belt rule. A careful explanation will then be presented regarding introduction and application of the seat belt rule under Washington\u27s comparative negligence law. Finally, it is hoped that the article will be of use to legislators, judges and lawyers alike, not only in Washington, but in all jurisdictions contemplating changes in the law relating to the use and misuse of our insolent chariots

    The Difference in Efficiency and Pulmonary Function While Performing Cycle Ergometry on Land and in Water

    The purpose of this study was to quantify the difference in net efficiency and pulmonary function while performing cycle ergometry on land in water. Thirty healthy adults (mean ± SD, age, 20 ± 2 y; stature, 165 ± 10 cm; mass, 70 ± 5 kg) participated in one day of testing consisting of both land and water conditions. Heart rate, O2 consumption, CO2 production, rated perceived exertion, and minute ventilation were measured for both conditions at rest, pedaling at no resistance, 50, and 100 W for two minutes. A repeated measures two-way ANOVA with post hoc tests was used to analyzed the data. The magnitude of physiological functions (rated perceived exertion, minute ventilation, energy expenditure, & heart rate) increased at higher resistance levels (50 and 100W) in water as compared to land. Efficiency decreased at 50 and 100W in water. Energy expenditure and minute ventilation both increase while cycling in water, resulting in a decrease of efficiency by 4.61%. This is due to the drag forces associated with fluid dynamics. This study and its results add to the understanding of water exercise and are beneficial to the rehabilitation and the general well-being and health of the population.Faculty Sponsor: Dr. Shawn Henr

    Une analyse statistique des niveaux nucléaires de Au, Pt, Hg a été réalisée avec la méthode d'Ericson. Les distributions expérimentales du nombre de niveaux d'or impair sont comparées aux distributions théoriques correspondant aux modèles vibrationnels (Alaga, Kisslinger-Sorensen) et rotationnels (Stephens, Meyer-ter-Vehn). Le modèle d'Alaga donne la description la plus complète des niveaux de 193,195Au et s'accorde avec la partie inférieure de la distribution de haute énergie de Gilbert-Cameron (déduite du modèle statistique et des données de capture neutronique). La méthode d'Ericson révèle d'autres aspects intéressants des isotopes de Pt et Hg (p. ex. dépendance entre la densité des niveaux et la forme des noyaux ou des corrélations de paires, évidence pour des transitions de phase). En conséquence, cette méthode est un outil approprié pour l'orientation des recherches expérimentales aussi bien que théoriques des noyaux de transition

The 5G system will not only have to surpass previous generations with respect to rate and capacity, but also address new usage scenarios with very diverse requirements, including various kinds of machine-type communication. Following this, the METIS project has developed a 5G system concept consisting of three generic 5G services: extreme mobile broadband, massive machine-type communication, and ultra-reliable MTC, supported by four main enablers: a lean system control plane, a dynamic radio access network, localized contents and traffic flows, and a spectrum toolbox. This article describes the most important system-level 5G features, enabled by the concept, necessary to meet the very diverse 5G requirements.
