    Optimization of Logistics Services in Vietnam Through LOGIVAN Application

    Logistics is a type of service that plays an important role in promoting the country's economic growth. In addition, it is also of great significance to the transport sector in Vietnam in dealing with the challenges of traffic congestion in large cities. In Vietnam today, logistics services are growing. However, there is one major limitation that still exists, that is freight costs are still high. This does not meet the best requirements of customers. There are many reasons for this problem, one of the reasons is that trucks only carry one-way cargo, but there are no goods to ship backwards. The paper studies the application of LOGIVAN smart transport model in developing Logistics services in Vietnam today. Research results show that LOGIVAN transport model is the optimal model in solving the problem of empty cars in the transport of goods when they go back to the place of departure. This helps minimize Logistics costs for businesses, increases income for drivers and leads towards sustainable transport development. LOGIVAN develops two platform solutions for goods owners and vehicle owners. Accordingly, the author of the article confirms the quality of this model in developing Logistics services in Vietnam and guide the operation for users via applications on personal mobile devices at the same time.     China's Angel Investment Policy

    Purpose: This paper summarized and systematized the case of China's policies applied to attract angel investment which turned this country into a global highlight in angel investment.   Theoretical framework: The authors conducted a literature review on start-up and angel investment to introduce angel investment in China, analyze the role of angel investments in developing start-ups, and factor determinants and policy of angel investment in China.   Design/Methodology/Approach: This paper uses qualitative method to provide overviews on the case of China in attracting angel investment for their start-ups with an updated analysis on their relevant factor determinants and policies that contributed to the success of China.   Findings: It is found that the Chinese Government has actively carried out packages, including tax incentives, built programs, investment cooperation funds, developed networks, and angel investment education systems to boost funding readiness for firms. They also focus on promoting the start-up ecosystem and providing financial support to implement an innovation-driven development strategy to raise the nation's competitiveness.   Research, practical & social implications: This paper provides some suggestions for Chinese government in making policies to enhance the role of angel investments in developing start-ups.   Originality/Value: This paper contributes to the evolvement of research about start- up and angel investment, particularly in China, in the context of high-tech  production and breakthrough technologies, by providing a policy perspective to imply lessons for other countries

    K.Marx-Engels and Ho Chi Minh Viewpoints on Journalism - and Two Fake News Publishing Cases of Thanhnien.vn and Tuoitre.vn (Online Magazines) in Vietnam and Lessons from Indonesia, Japan Approaches

    In this paper, by using qualitative analytical analysis with 2 case examples of Thanh nien and Tuoi tre newspapers (online) in Vietnam, in which there are history of publishing fakes news online from 2015, 2016, 2018, 2022 (with very bad editors Nguyen Ngoc Toan and Dang Thi Phuong Thao), as well as giaoduc.edu.vn and vietnamnet.vn in 2022 so we will address some points in this study based on answers for question: “What are regulatory lessons from Indonesia and Japan approaches on publishing fake news?”. We would suggest that there are penalties for negative behaviors of posting fake news online (any fake information) in the context of covid 19 epidemic. Tapsell (2019) defined ‘hoax news’ as similar to the more globally recognized term ‘fake news’: material deliberately fabricated and masqueraded as truth. At last, we will draw some lessons from K.Marx and Ho Chi Minh viewpoints on journalism for educating young generation in emerging markets such as Vietnam

    Publishing fake information have at least three bad effects on the community: creating disinformation, anxiety, and disorder in society. Still using qualitative analytical methods with synthesis and inductive methods, the authors will address 2 cases of Vietnam magazines: thanhnien. vn and tuoitre.vn, vietnamnet. vn, giaoduc.edu.vn, dantri.com.vn, (online newspapers) and recently sctv.com.vn with their issue of publishing fake news online, which increasing as a problem in recent years 2015-2020. In this paper, we also use the European approach and laws on exploring the issue of publishing and delivering false information via the internet and social media. Last but not least, the views and ideologies of V.I Lenin and Ho Chi Minh on journalism and journalists are mentioned for educating the young generation

    Abnormal Photoluminescence of TiO2_{2} nanocrystals (nanoparticles and nanotube arrays)

    In this paper we report new abnormal photoluminescence results of TiO2_{2} nanocrystal particles and nanotube arrays. Photoluminescence spectra were recorded for TiO2_{2} nanocrystal particles and nanotube arrays that were synthesized by a wet chemical route and the electrochemical anodization, respectively. It was found that the TiO2_{2} nanocrystal with small size of 5-8 nm no emitted when excited by a laser beam of 325 nm, in contrary it emitted when excited by laser beam of 442 nm. The TiO2_{2} nanotube arrays exhibit a similar emission behavior. The nanotube arrays weakly emitted when excited by a laser beam of 325 nm and more strongly emitted when excited by a laser beam of 442 nm. The obtained results have been explained by a two-step exciting model and supposed to be related with the size effect of nanocrystal and it is an experimental evidence to believe that the TiO2_{2} nanoparticles and nanotube arrays are applicable for photo-catalysis under sun light

    Ownership, technology gap and technical efficiency of small and medium manufacturing firms in Vietnam: A stochastic meta frontier approach

    The ownership - efficiency relationship in a firm has always been an important topic. In this paper, we focus on the state owned versus non-state-owned status of Vietnamese manufacturing firms, to shed light into the relationship between these two variables when using a more state-of-the-art method as a stochastic meta-frontier method. Applying the method for two periods: one during the global economic crisis and the other after the end of the crisis, the study determines that in both periods, there was a strong evidence that non-state-owned firms performed much better than state owned counterpart. We also found that the difference became even larger during the harsh time and sub-industries with non-state-owned firms could outperform the state-owned firms, significantly

    Microscopic Observation Drug Susceptibility Assay (MODS) for Early Diagnosis of Tuberculosis in Children

    MODS is a novel liquid culture based technique that has been shown to be effective and rapid for early diagnosis of tuberculosis (TB). We evaluated the MODS assay for diagnosis of TB in children in Viet Nam. 217 consecutive samples including sputum (n = 132), gastric fluid (n = 50), CSF (n = 32) and pleural fluid (n = 3) collected from 96 children with suspected TB, were tested by smear, MODS and MGIT. When test results were aggregated by patient, the sensitivity and specificity of smear, MGIT and MODS against “clinical diagnosis” (confirmed and probable groups) as the gold standard were 28.2% and 100%, 42.3% and 100%, 39.7% and 94.4%, respectively. The sensitivity of MGIT and MODS was not significantly different in this analysis (P = 0.5), but MGIT was more sensitive than MODS when analysed on the sample level using a marginal model (P = 0.03). The median time to detection of MODS and MGIT were 8 days and 13 days, respectively, and the time to detection was significantly shorter for MODS in samples where both tests were positive (P<0.001). An analysis of time-dependent sensitivity showed that the detection rates were significantly higher for MODS than for MGIT by day 7 or day 14 (P<0.001 and P = 0.04), respectively.     A tightly clustered hepatitis E virus genotype 1a is associated with endemic and outbreak infections in Bangladesh.

    BACKGROUND: Hepatitis E virus (HEV) infection is endemic in Bangladesh and there are occasional outbreaks. The molecular characteristics and pathogenesis of endemic and outbreak HEV strains are poorly understood. We compared the genetic relatedness and virulence associated mutations of endemic HEV strains with outbreak strains. METHODS: We analyzed systematically collected serum samples from HEV immunoglobulin M (IgM) positive patients attended at Bangabandhu Sheikh Mujib Medical University, Dhaka from August 2013 to June 2015. HEV RNA positive samples were subjected to whole genome sequencing. Genotype and subtype of the strains were determined by phylogenetic analysis. Virulence associated mutations e.g. acute viral hepatitis (AVH), fulminant hepatic failure (FHF), chronic hepatitis, ribavirin treatment failure (RTF), B and T cell neutralization epitopes were determined. RESULTS: 92 HEV immunoglobulin M (IgM) antibody positive plasma samples (43 in 2013-2014 and 49 in 2014-2015) were studied. 77.1% (70/92) of the samples were HEV RNA positive. A 279 bp open reading frame (ORF) 2 and ORF 3 sequence was obtained from 54.2% (38/70) of the strains. Of these 38 strains, whole genome sequence (WGS) was obtained from 21 strains. In phylogenetic analysis of 38 (279 bp) sequence all HEV sequences belonged to genotype 1 and subtype 1a. Further phylogenetic analysis of 21 HEV WGS, Bangladeshi HEV sequences clustered with genotype 1a sequences from neighboring countries. Within genotype 1a cluster, Bangladesh HEV strains formed a separate cluster with the 2010 HEV outbreak strains from northern Bangladesh. 80.9 to 100% of the strains had A317T, T735I, L1120I, L1110F, P259S, V1479I, G1634K mutations associates AVH, FHF and RTF. Mutations in T cell recognition epitope T3, T5, T7 was observed in 76.1%, 100% and 100% of the strains respectively. CONCLUSION: Strains of HEV genotype 1a are dominant in Bangladesh and are associated with endemic and outbreak of HEV infection. HEV isolates in Bangladesh have high prevalence of virulence associated mutations and mutation which alters antigenicity to B and T cell epitopes
