    This article analyzes the implementation process of the Ecuadorian science, technology and innovation policy (PCTI) within the framework of the beginning of the post-neoliberal period, which implied the strengthening of the State and the insertion of the paradigm of buen vivir. For this purpose, the novel elements in the definition of this policy under the framework of buen vivir are described as an introductory note. Then, the complex construction process of the explicit PCTI during these years is reviewed. Finally, the instruments implemented and their relationship with the definition of PCTI are analyzed. To this end, the concepts of explicit scientific policy and implicit scientific policy of Herrera [1] and the notion of scientific-technological paradigm of Velho [2] are used. The chosen approach is framed in the new institutionalism that understands the definition and implementation of the PCTI as the result of the strategic game of the actors involved in these processes. This case study uses investigation of historical archives, documentary analysis and in-depth interviews with relevant actors. It is found that the PCTI during these years was unstable, as there were several short-term policy documents, and that its implementation was far from the ambitious rhetoric and the major objectives, limited to two instruments: international postgraduate scholarships and financing of research and development projects

    The Role of Journey Purpose in Road Traffic Injuries: A Bayesian Network Approach

    Road traffic injuries are now regarded as the eighth leading cause of death globally. For example, in 2016, 102,362 traffic injuries took place in Spain in which 174,679 drivers suffered injuries. These findings necessitated the development of the current study which focuses on the prime factors that cause this type of injuries. The aim of this study, therefore, is to explore the behavioral factors that entail a higher risk of suffering either a serious or a fatal injury for drivers. Methods. The findings are based on information and data provided by “Dirección General de Tráfico” (DGT) in Spain on traffic injuries that occurred in the year 2016. Reviewing a wide range of the literature, the authors identified the most influential variables and created a model using the Bayesian networks. The variables that define the model are grouped into four factors: vehicle factor, road factor, circumstantial factor and human factor. Results. The results suggest that the principal variables that determine a higher probability of serious or fatal injuries in traffic injuries are: lack of using appropriate safety accessories, high-speed violations, distractions as well as errors. Finally, the research shows the severity probability based on reason of displacement (“in itinere,” on business, or in leisure)

    A meta-analysis of resuscitative endovascular balloon occlusion of the aorta (REBOA) or open aortic cross-clamping by resuscitative thoracotomy in non-compressible torso hemorrhage patients

    Background The objective of this systematic review and meta-analysis was to determine the effect of REBOA, compared to resuscitative thoracotomy, on mortality and among non-compressible torso hemorrhage trauma patients. Methods Relevant articles were identified by a literature search in MEDLINE and EMBASE. We included studies involving trauma patients suffering non-compressible torso hemorrhage. Studies were eligible if they evaluated REBOA and compared it to resuscitative thoracotomy. Two investigators independently assessed articles for inclusion and exclusion criteria and selected studies for final analysis. We conducted meta-analysis using random effect models. Results We included three studies in our systematic review. These studies included a total of 1276 patients. An initial analysis found that although lower in REBOA-treated patients, the odds of mortality did not differ between the compared groups (OR 0.42; 95% CI 0.17–1.03). Sensitivity analysis showed that the risk of mortality was significantly lower among patients who underwent REBOA, compared to those who underwent resuscitative thoracotomy (RT) (RR 0.81; 95% CI 0.68–0.97). Conclusion Our meta-analysis, mainly from observational data, suggests a positive effect of REBOA on mortality among non-compressible torso hemorrhage patients. However, these results deserve further investigation

    Music distraction among young drivers: analysis by gender and experience

    The aim of this study was to quantify the probability of committing a speed infraction by young drivers and to investigate to what extent listening music could affect young drivers’ emotions as well as their driving performances at the wheel. To achieve this aim, employing Bayesian networks, the study analysed different music styles, in which they resulted in sample drivers’ speed infractions. Gender and drivers’ experiences at the wheel were the other factors, which were taken into account when interpreting the study results. Variables taken into account in this study included type of music whilst driving, gender of drivers, and drivers’ driving experiences. These variables further incorporated into the study of other telemetric variables including acceleration, number of revolutions per minute (RPM) of the engine, brake, traffic, and other types of infractions other than speed, which were considered as dependent variables. A driving simulator was used, and different driving simulation studies were carried out with young people aged between 20 and 28 years. Each participant carried out three simulations by listening to different type of music in each journey. The study defined a conceptual model in which the data were analysed and evaluated mathematically through Bayesian networks. A sensitivity analysis was performed to evaluate the influence of music on driving speed. Based on the different variables, the study further analysed the probability of speed infractions committed by drivers and their adequate speed. The range of frequency probabilities varied between 96.32% (which corresponds to experienced male drivers who do not listen to music) and 79.38% (which corresponds to less-experienced female drivers who listen to music), which resulted in their happiness or aggression.FEDER (Fondo Europeo de Desarrollo Regional) for developing Castilla y Le´on´s region. *e title of the project is “Modelizaci´on mediante t´ecnicas de machine learning de la influencia de las distracciones del conductor en la seguridad vial-Modeling the influence of driver´s distractions on road safety through machine learning techniques.” Ref.     A shift in the spatial pattern of Iberian droughts during the 17th century

    In this paper, series of drought occurrence and drought extension in the Iberian Peninsula are constructed for the 1600–1750 period from seven rogation series. These rogation ceremony records come from Bilbao, Catalonia, Zamora, Zaragoza, Toledo, Murcia and Seville. They are distributed across the Peninsula and include the areas with the most characteristic Iberian climate types, influenced by the Atlantic and the Mediterranean conditions, described from modern data. A seasonal division of the series shows that spring is a critical season for rogation series in most of Iberia, being Bilbao the only site were the highest number of rogations is detected for a different season. The annual analysis of the series shows a dramatic difference between the first half of the 17th century when droughts are characterized by its local character; and the rest of the period, when they affect to broader regions or even to the whole Peninsula. The analysis of spring series confirms the existence of the two periods detected in the annual analysis. Finally, secondary documentary sources are used to further characterise the two most extended droughts in the period, 1664 and 1680, and to verify the extension of the areas affected by droughts recorded through rogation series

    Tutoría de apoyo académico universitario: desarrollo de preguntas orientadoras en un ambiente de aprendizaje colaborativo

    El año 2007,La Universidad Católica de Temuco a través del Programa PIVUse comprometió con sus estudiantes en el sentido de asegurar un adecuado proceso de inserción a la vida universitaria. Este compromiso conllevó establecer y formalizar los procesos de diagnosticar, intervenir y evaluar los conocimientos básicos en dos áreas: ciencias y competencias comunicativas básicas. Lo anterior, en conjunto con una línea de apoyo psicoemocional, enmarcada en el Modelo Educativo UC Temuco donde se destaca el desarrollo de un currículum basado en competencias. En este marco, el Centro de Recursos para el Aprendizaje adquiere esta responsabilidad y actualmente desarrolla tres programas de apoyo para contribuir al desempeño académico de los estudiantes. Uno de estos, el Programa de Apoyo en Ciencias Básicas,se encarga de la nivelación y fortalecimiento de los aprendizajes en cursos de ciencias básicas. Incorpora en este proceso, la importancia del conocimiento de la ciencia y de las habilidades de regulación metacognitiva. El presente trabajo, se enmarca, precisamente, en una experiencia de aula basada en preguntas que conduzcan al estudiante a indagar, buscar e investigar recursos matemáticos mediante el aprendizaje colaborativo, para fomentar así el desarrollo de habilidades de pensamiento metacognitivo y crítico. De esta forma se espera contribuir a su desempeño académico

    Phase mapping of aging process in InN nanostructures: oxygen incorporation and the role of the zincblende phase

    Uncapped InN nanostructures undergo a deleterious natural aging process at ambient conditions by oxygen incorporation. The phases involved in this process and their localization is mapped by Transmission Electron Microscopy (TEM) related techniques. The parent wurtzite InN (InN-w) phase disappears from the surface and gradually forms a highly textured cubic layer that completely wraps up a InN-w nucleus which still remains from original single-crystalline quantum dots. The good reticular relationships between the different crystals generate low misfit strains and explain the apparent easiness for phase transformations at room temperature and pressure conditions, but also disable the classical methods to identify phases and grains from TEM images. The application of the geometrical phase algorithm in order to form numerical moire mappings, and RGB multilayered image reconstructions allows to discern among the different phases and grains formed inside these nanostructures. Samples aged for shorter times reveal the presence of metastable InN:O zincblende (zb) volumes, which acts as the intermediate phase between the initial InN-w and the most stable cubic In2O3 end phase. These cubic phases are highly twinned with a proportion of 50:50 between both orientations. We suggest that the existence of the intermediate InN:O-zb phase should be seriously considered to understand the reason of the widely scattered reported fundamental properties of thought to be InN-w, as its bandgap or superconductivity.Comment: 18 pages 7 figure

    CLIWOC multilingual meteorological dictionary

    This dictionary is the first attempt to express the wealth of archaic logbook wind force terms in a form that is comprehensible to the modern-day reader. Oliver and Kington (1970) and Lamb (1982) have drawn attention to the importance of logbooks in climatic studies, and Lamb (1991) offered a conversion scale for early eighteenth century English wind force terms, but no studies have thus far pursued the matter to any greater depth. This text attempts to make good this deficiency, and is derived from the research undertaken by the CLIWOC project1 in which British, Dutch, French and Spanish naval and merchant logbooks from the period 1750 to 1850 were used to derive a global database of climatic information. At an early stage in the project it was apparent that many of the logbook weather terms, whilst conforming to a conventional vocabulary, possessed meanings that were unclear to twenty-first century readers or had changed over time. This was particularly the case for the important element of wind force; but no special plea is entered for the evolution in nautical vocabulary, which often reflected more wide-ranging changes in the respective native languages.The key objective was to translate the archaic vocabulary of the late eighteenth and early nineteenth century mariner into expressions directly comparable with the Beaufort Scale (see Appendix I). Only then could the projects scientific programme be embarked upon. This dictionary is the result of the largest undertaking into logbook studies that has yet been carried out. Several thousand logbooks from British, Dutch, French and Spanish archives were examined, and the exercise offered a unique opportunity to explore the vocabulary of the one hundred year period beginning in 1750. The logbooks from which the raw data have been abstracted range widely across the North and South Atlantic and the Indian Oceans. Only the Pacific, largely in consequence of the paucity of regular naval activity in that area, is not well represented. The range of climates encountered in this otherwise wide geographic domain gives ample opportunity for the full range of the mariners nautical weather vocabulary to be assessed, from the calms of the Equatorial regions, through the gales of the mid-latitude systems to the fearsome storms of the tropical latitudes. The Trade Winds belts, the Doldrums, the unsettled mid-latitudes, even the icy wastes of the high latitudes, are all embraced in this study. It is not here intended to pass any judgements on the climatological record of the logbooks, and this text seeks only to provide a means of understanding archaic wind force terms and, other than to indicate those items that were not commonly used, no information is given on the frequency with which different terms appeared in the logbooks. Attention is, furthermore, confined to Dutch, English, French and Spanish because these once great imperial powers were the only nations able to support wide-ranging ocean-going fleets with their attendant collections of logbooks and documents over this long period of time. The work is offered to the wider academic community in the hope that they will prove to be of as much value as it has been to the CLIWOC team
